Main Purpose of Job:
The Finance Manager supports the Head of Finance in ensuring the professional financial management of British Embassy, Kathmandu’s resources. The role works as part of the Operations team to deliver assurance on financial performance, providing challenge, advice, and support to help teams deliver on Departmental objectives while ensuring accurate forecasting, effective value for money and oversight in the use of public funds. This involves working closely with the programme and corporate teams, especially the programme managers and the finance support officer in Kathmandu as well as the Finance Hub/Finance Business Partner team based in the UK. The Finance Manager helps to ensure accurate forecasting of expenditure, thus enabling the Head of Finance to provide clear advice and technical finance solutions to senior decision-makers.

Roles and responsibilities / what will the jobholder be expected to achieve:
- Support the Head of Finance (HoF) in delivering assurance to the Development Director/Ambassador and Senior Management team on the financial position and current performance so that effective decisions and corrective action can be taken where needed.
- Provide regular robust financial information and detailed analysis to the HoF, Head of Corporate Service (HoCS) and central finance. Support the HoF and HoCS in preparation of corporate returns, such as projected outturn, accounting packs, large cash payment forecasting, budget transfers, prepayments & accruals; and post associated journals.
- Lead in the extraction, consolidation and quality assurance of key financial information and analysis, particularly around spend, budgets and forecasts. Support the HoF in preparation of key financial reports.
- Facilitate regular challenge meetings with local budget holders/programme managers and spenders to promote accountability, help ensure Value for Money and adherence to central guidelines.
- Support the HoF in the communication and delivery of corporate policies and initiatives such as Finance For All.
- Contribute to the continuous improvement of internal control environment to mitigate risks by performing reconciliations, supporting compliance. Assurance pf key finance processes such as overseeing scanning of invoices to the Manila GTPC team and highlighting control weaknesses identified in processes. Oversight of cash and cheque receipts and payments (including Imprest cash counts). Monitor and facilitate compliance with PO & receipting practices.
- Contribute to preparation for audit and compliance visits and assist in delivery of recommendations.
- Assist in resource budget bids and in-year adjustments, appreciating the link between resource allocations and results.
- Support programme staff and Advisors on financial aspects of programme design and implementation and on-going monitoring and reporting, through engagement and effective challenge.
- Assist the Head of Finance in improving local finance awareness and capability. Provide support to local staffs in planning and discharging their financial responsibilities and in interpreting partner reports/evidence.
- Contribute to cross-Embassy activities, including crisis preparedness. Ad-hoc assignments in the office as required.

Essential Skills
- At least 3 years’ experience in financial/accounting management or project finance etc
- Demonstrates awareness of principles of corporate governance.
- Has practical skills in one or more area of: management accounting and cost analysis, treasury management, planning and budgeting and financial accounting. Is aware of financial policy in these areas and can provide some advice and guidance to others.
- Understands different financial planning and budgeting techniques.
- Understands investment appraisal techniques and analysis in support of decision-making.
- Can contribute to evaluation of practical investment and spending options and make recommendations; balancing risk and value for money in contributing to the development of sound business cases.
- Can provide basic accounting advice and analysis to business managers and make contributions to business strategies.
- Contributes to the development of systems and processes to meet business needs and user requirements.
- Can present financial information clearly both verbally and in writing to support organisational decision-making.

Desired Skills:
- Part Qualified with CCAB, CIMA or equivalent; or working towards qualification; with financial experience over an extended period.
- Overseas Development Authority (ODA) financial management experience.
Part Qualified is defined as completion of: ACCA Applied Skills Level; CIMA Management Level Case Study; CIPFA Professional Diploma; ICAEW Professional Level.

For British Embassy candidates, the Country Based Staff BHC Terms & Conditions will apply.
Basic Salary will be NPR 151,530 per month plus 10% provident fund Contribution.
