The British Embassy Kyiv is part of a worldwide network, representing British political, economic and consular interests overseas, and is now recruiting an experienced Finance Officer to join our Integrated Security Fund (ISF) Programme Team. As a Finance Officer, you will be responsible for ensuring consistent and high-quality financial management of the ISF projects in Ukraine. Working closely with the ISF Finance Manager and wider Programme Team, you will perform timely budgeting, accounting, reporting, forecasting, risk management, and other finance related tasks.

The ISF programme includes a range of projects from Strategic Communications, War Crimes & Accountability, Stabilisation, Human Rights, Gender & Social Inclusion and Security Sector Reform. You will be supported in your role by advisers including Conflict and Stabilisation, Good Governance, Gender & Social Inclusion, Strategic Communications, and Economic alongside the wider Programme Team at the Embassy and in the UK.

This is a great opportunity for a finance professional to gain experience working with the British Embassy and be part of the team that delivers UK programming in Ukraine.

Working alongside the ISF Finance Manager, the Finance Officer will have responsibility for project level finances at all stages of project cycle.

Roles and responsibilities:

  • Assessment of proposed project activity-based budgets against ISF and FCDO financial and procurement guidelines.

  • Financial management of approved ISF projects in accordance with the FCDO Programme Operating Framework and ISF Operational Framework requirements. This includes drafting financial contract provisions, raising requisitions, checking financial reports for accuracy and alignment with approved budgets and ISF policies, processing payments according to agreed payment schedules and ensuring effective communications with all stakeholders.

  • Ensuring implementing partners’ compliance with ISF and FCDO policies (including Value for Money) during project implementation cycle.

  • Communications with national and international implementing partners on project spend/risks forecasts, analysis of financial risks and proposed mitigation plans, working with partners to ensure timely delivery of financial objectives.

  • Maintaining accurate, up-to-date project financial records in FCDO systems and offline finance tracker (Excel spreadsheet).

  • Supporting and, when required, deputising for the ISF Finance Manager in monitoring programme-level finance and management reporting.

  • Contributing to wider team and Embassy objectives, corporate activities, and learning.

  • In your role, you must ensure the portfolio is compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout programmes, and supporting ambitions to achieve the UK’s Women, Peace and Security objectives. 

  • Fluency at C1 level in English and Ukrainian according to CEFR framework*, or equivalent;

  • Ability to manage budgets and financial risks (ideally in an international development project/programme context)

  • Problem-solving skills and ability to lead on work strands independently

  • Ability to manage workload and deliver at pace whilst maintaining quality

  • Strong Excel and wider IT skills

  • Relevant professional experience in finance working with international donors

  • Financial management degree

  • 2+ years of financial management experience

This is a full-time fixed-term contract for 24 months, for 40 working hours per week including 1 hour per day for lunch.

The start date mentioned in the advert is just an expected start date. The appointment can start earlier or later depending on several factors.

British Embassy Kyiv will provide a full induction. The jobholder will have access to British Embassy Kyiv’s full learning and development offer, which includes the Foundation Programme in UK International Policy and Diplomacy and other related courses. This position provides an excellent opportunity to learn about the role of an Embassy and international relations/diplomacy in Ukraine.

Currently ISF leads on war crimes accountability, delivering Ukraine’s National Action Plan on Women, Peace & Security, empowerment of women-victims of gender-based violence, strengthening the government of Ukraine’s international and domestic strategic communications capability, defence reforms, security and defence anti-corruption system, and resilience of front-line communities against Russia’s war of aggression. The successful candidate will support efforts in these areas.

The British Embassy does not provide a hardship allowance.
