Main purpose of job:
Working to the Regional Overseas Security Manager (ROSM), the Post Security Manager (PSM) is responsible for the day-to-day security of the British High Commission platform and personnel. You will act as the main liaison point between the High Commission and the contracted Security Officers and be responsible for the management of all security-related matters within the estate (High Commission and Residence). You will provide, implement and monitor security solutions, ensuring business continuity, delivering a first-class service.
In addition, this role involves a considerable level of oversight and supervision including supervison of the High Commision’s fleet, logistics and drivers. You will act as the interface between a wide range of internal and external stakeholders including, UK and Country-Based Staff, like-minded security personnel from the international community and members of the diplomatic community. You will contribute to the smooth running of the High Commission by supporting business outside of your immediate work area; sharing knowledge and experiences to support others.
The role calls for a discrete, confident and articulate individual who can project their presence, but also someone who can display empathy and calmness in challenging situations.
Roles and responsibilities / what the jobholder will be expected to achieve.
Security management
Reporting to the ROSM, you will implement and oversee the day-to-day management of the High Commissions security function in accordance with FCDO security policies and local post guidance.
- Provide a security service to all HC staff, visitors and contractors.
- Manage the BHC security contract ensuring effective delivery across the estate. Including, monitoring and evaluating performance against KPIs.
- Review and update security officers’ assignments and instructions periodically.
- Deal with security incidents and conduct investigations where necessary in accordance with FCDO guidance. Reporting fully on any security incidents to London
- Oversee the breach policy and records in accordance with FCDO policy and Post Security Regulations part 1 & 2, liaising with London.
- Deliver security inductions to all new staff and family members, ensuring compliance with Post Security Regulation.
- Interact with the senior management team and set focus and direction.
- Oversee security of events within the estate and high-profile visits from the UK.
- Management of CCTV and ID cards, ensuring staff and guest passes are issued appropriately.
- Act as Post Security Officer, working with the ROSM on additional security briefings as required.
- Management of the Diplomatic bag and monitoring of external mail.
- Representing at meetings and consultation with local security contacts (including other Diplomatic security teams) and exchanging information.
Vetting and clearances
Management of staff vetting and clearances.
- Ensure that all staff security clearances are correct and in accordance with FCDO guidance and the Post Security Committee policy.
- Undertake security-vetting interviews with all country-based staff prior to appointment, reporting any issues or vulnerabilities and seeking approvals.
- Liaise with internal and external stakeholders on issues regarding vetting or clearances.
- Oversee the maintenance of the Overseas Security Clearances & Administration (OSCA) records in accordance with post guidance.
Planned works and maintenance
- Liaise with Estates team on major works and access for external contractors, all scheduled or emergency work, improvements or projects under the guidance and instruction of the ROSM and Senior Technical Security Officer (STSO), ensuring appropriate security measures are implemented.
- Liaising with Technical Works Supervisor (TWS) and Corporate Services Manager regarding Health and Safety and Fire Regulations.
- Advise Estates team of FCDO security requirements for UK-based residential accommodation.
Event security management
Advise internal and external stakeholders on the security management of events within the Fiji estate.
- Ensure security protocols are followed by internal and external stakeholders before, during and after the event.
- Provide appropriate direction and supervision to the contracted security appropriate to the size and scale of the event, arranging additional staff as necessary.
- Security check the guest lists for events, reviewing anomalies.
- Provide advice to internal and external stakeholders to meet the expectations of all.
Fleet management
- Management of the High Commission Fleet and drivers.
- Working with the ROSM, you will be responsible for the provision of security training, instructions, supervision and information for country-based staff and UK-based staff at the High Commission
- You will also be responsible for running regular security campaigns to raise security awareness.
Crisis/Disaster Management
- Lead on security responsibilities within the Crisis Management Plan.
- Available to support the wider Oceania network on security related matters.
Work as directed
- Carry out other security-related tasks as required.
- There will be occasions where you will be required to work outside of normal working hours, including weekends.
- There may be opportunities to travel to within the Oceania network supporting other Posts within the region.

This is a 2-year fixed term contract, with possibility of renewal.
Appointment is subject to a six-month probation period and maintaining posts security clearance requirements.
Open to Fiji citizens, permanent residents. Interstate applicants will be required to meet their own travel and relocation expenses. No accommodation or relocation expenses are payable in connection with this position.
Staff recruited locally by the High Commission are subject to Terms and Conditions of Service according to local Fiji employment law.
