About the Role and Our Global HR Hubs:
This role sits within the FCDO’s global HR Hub network, which delivers professional HR services to over 12,000 staff across 170+ countries. Located in Abu Dhabi, Lisbon, Manila, New Delhi, Pretoria and Washington, our six regional hubs work together as a single, connected service, supporting British Embassy teams with recruitment, HR advice, pay, and workforce planning.
You will play a key role at the centre of this global network, leading on financial oversight, data insight, and reporting across all hubs. Working closely with HR leaders, finance partners, and central teams, you will help drive consistent, high-quality reporting, strengthen data capability, and support better workforce and business decisions.

Main purpose of job:
This role is part of the CBS HR Hubs and leads on financial oversight, HR data insight, and delivery of global metrics and corporate returns across the HR Hubs. The postholder is responsible for oversight of multi-million-pound budget, ensuring effective monitoring, providing financial analysis, and working closely with finance partners and global Head of HR Hub to support planning, forecasting and risk management.
Alongside this, the role drives the development and delivery of high-quality management information and data insights. Strengthening reporting across the 6 HR hubs, improving data quality, trend analysis and embedding the use of digital tools to support operational and strategic priorities across a global workforce.
The role also oversees key services and supplier relationships, including the Employee Assistance Programme & recruitment system. Strong stakeholder engagement is central, requiring the ability to communicate complex information clearly and influence decision-making across a wide range of internal and external partners.

Roles and responsibilities / what will the jobholder be expected to achieve:
Budget Management & Financial Oversight:
- Develop and oversee financial management processes to ensure accurate financial reporting, compliance, and risk mitigation. Provide accurate monthly finance and budget forensics reports to the HR Hub head, providing strategic financial advice to support effective budget management decisions.
- Conduct financial analysis, cost-benefit assessments, and risk assessments to inform decision-making and resource allocation.
- Oversee HR Hub budgets (~£4.4m), including CBS pay, medical insurance, and recruitment software, ensuring proper allocation and forecasting.
- Monitor the travel budget closely by thoroughly reviewing regional HR Hubs travel expenses against the plan and budget availability.
- Investigate and resolve budget anomalies, ensuring precision in financial reconciliations.
- Act as a key liaison between finance business partners, HRD management, and budget holders.
MI Reporting & Data Management:
- Data quality improvement – Improve data quality through process standardization and enhanced reporting accuracy.
- Capability building – Lead the implementation of Power Platform tools (Power BI, Power Query, Power Automate) to optimize HR data analytics.
- MI working Group (Co-Chair) – Attend meetings every two weeks and confirm the agenda. This includes organising guest speakers and learning sessions to develop the L&D mentioned above. Presenting of different products as they develop and chairing discussions on the products on how they can be implemented or improved.
- Reporting – responsible for ad-hoc, monthly, quarterly and annual reporting for the entire CBS workforce. This data is often customised for the audience and are a mixture between operational and statutory requests.
- Annual service delivery – Responsibility for managing the annual service delivery of data and MI for the CBS HR Hubs. This includes managing the CBS pay implementation and the JEGS training offer for the HR Hub staff. Managing conflicting priorities and ensuring that there is adequate capacity through the year while adhering to external deadlines through which the Hubs have little control.
CBS EAP Administration & Delivery:
- Manage the Employee Assistance Program (EAP) for ~12,000 staff, overseeing all mailbox inquiries, counselling authorizations, and invoice processing.
- Ensure budget adherence and escalate discrepancies for resolution.
- Provide advisory support on complex cases, including mental health-related employee concerns.
- Autonomous working with the responsibility to make decisions at pace often under pressure for urgent matters.
Project Management & Process Improvement:
- Strengthen MI capabilities across HR hubs by leading Power BI training and automation initiatives.
- Identify and drive new automation projects to improve operational efficiency. Explore and integrate additional Power tools such as Power Automate and Power Apps to improve processes.
Stakeholder Engagement & Communication:
- Communicate effectively in both written and verbal formats, presenting data-driven insights persuasively to senior management & HQ.
- Build strong relationships with external suppliers and stakeholders, ensuring compliance with data protection regulations. Liaising externally with suppliers including Oleeo (recruitment provider); Beamans (JEGS training); and CIC (EAP Provision).
- Lead communication efforts to enhance reporting accessibility and clarity for diverse stakeholders. This includes engaging with internal stakeholders in both the UK and across the globe including the other HR Hub colleagues, HRD colleagues, Finance Directorate colleagues (including GTPC).
- Engage with relevant teams to ensure timely PO creation, payments, and effective coordination of JEGS training. Seek timely funding from HRPF to meet JEGS requirements.

Essential on arrival:

For British High Commission candidates, the Country Based Staff BHC Terms & Conditions will apply.
For other than BHC Candidates, salary will be all-inclusive of INR 125,179 per month plus 12% Provident Fund and 6% Superannuation Fund.
Additionally, the BHC offers a great benefits package that includes annual domiciliary medical cover, plus a Group Hospitalisation Scheme with INR 500,000 floater cover for your immediate family which includes self, spouse/partner and children up to an age of 25 years and irrespective of age, only if with, physical or mental disability.
No relocation or any other related costs or assistance will be provided. FCDO does not pay for any travelling, accommodation & relocation expenses incurred and/or accept any financial risk, including cancellation or reschedule costs
Please note – BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, e.g., some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
