Main purpose of job:

The job holder will be the BHC’s lead expert on anti-corruption and Serious and Organised Crime (SOC), playing a vital role drawing together a cross-mission approach to delivering UK objectives in this space. The role sits in the sits within the British High Commission’s Upstream Threats Team, and works across with the Political and Governance Team.

The purpose of the job is to provide expertise on anti-corruption, public financial management, institutional reform, and S.O.C. across the Mission in programming and policy influencing.

This role will draw heavily on the postholder’s knowledge and ability to affect institutional reform in government agencies and other institutions.

The postholder should be confident in working with senior UK and Ghana officials, law enforcement, and civil society partners, quickly building relevant networks and trust that will enable the programme to focus on the right decisions and partnerships.    

In addition, the postholder will be expected to provide advice on a range of governance issues, such as transparency and accountability, the rule of law, democracy, the state-citizen contract, and sub-regional governance.  

Roles and responsibilities:

Governance Programming:  The job holder will be lead adviser on the anti-corruption aspects of the governance programme, and will be responsible for the design and delivery of interventions funded by this programme.  

SOC Programming: The job holder will lead the delivery and strategic leadership of the Serious and Organised Crime Ghana programme, ensuring that it increases the capacity and commitment within government, civil society, and business to tackling SOC, while responding to, and supporting, the operational and strategic objectives of HMG law enforcement.

Policy influencing: The job holder will need to sustain an analysis of the corruption landscape in Ghana, and design and deliver lobbying strategy, working across the Mission, and drawing on senior staff as appropriate. This work includes convening the Development Partners Anti-Corruption Working Group.

Providing political economy analysis and advice to teams and senior leaders on a range of issues. This will require external engagement and relationship management.

Providing advice on Security and Justice and Public Financial Management.

Providing Governance and institutional reform advice across HMG Ghana, ensuring the mission benefits from constantly refreshing networks, experience and knowledge

  • Strong leadership and communication skills, along with a proven ability to influence (at senior levels) and collaborate with others both within, and outside of, HMG
  • Strong knowledge and experience of anti-corruption, illicit finance, and criminal justice systems, and on tackling the long-term drivers of serious crime:
    • Applied Governance and Political Economy Analysis: Understands governance evidence, policy and practice in a range of settings. Demonstrates knowledge of political systems, core governance concepts and drivers of governance change. Able to apply political and institutional analysis to influence planning, dialogue, policy, and programming decisions. Political acumen, and experience leading external engagement with senior and Ministerial contacts.
    • Anti-corruption and Illicit Finance: Understand the causes and effects of corruption in countries,  as well as corruption’s transnational and multi-sectoral nature. Provide strategic advice, work across other UK government departments and internationally, and design and deliver policies and strategies on corruption.
    • Public Financial Management and Domestic Revenue Mobilization:  Understand the role of public financial management and domestic revenue mobilisation in development, accountability and state-building processes. Advise, influence policy direction and programme leadership on PFM, small scale gold mining  and revenue mobilisation, working with HMG, country and international partners.

·       Knowledge of serious and organised crime policy and programming.

·       Experience of working with operational law enforcement and national security policy teams
