The role of the UK Mission to the EU is to engage with the EU institutions (Commission, Council and Parliament), and wider EU-related stakeholders (including think tanks, businesses, and the diplomatic community) to promote the UK and its values, protect British interests, and support British people and businesses, developing a positive, mutually beneficial UK-EU relationship. The UK Mission to the EU works on the full range of policy issues in the UK-EU relationship, across economic, security and foreign policy, with significant interest and close working with government departments. 

We are now recruiting a Health and Pharmaceuticals Policy Officer to lead on representing UK interests in Health and Pharmaceuticals to the EU institutions and with European stakeholders, working closely with the UK Department for Health and Social Care, UK Health Agencies and Arm’s-Length Bodies and the Foreign Commonwealth and Development Office. The post-holder will develop strong working relations with officials from the EU institutions, Member States and third countries, as well as pharmaceutical and wider industry representatives to effectively influence EU initiatives internally and multilaterally and to develop the UK-EU relationship in support of UK priorities on Health. They will work closely with policy leads from a range of UK Government departments to provide handling and policy advice.

This is an exciting area of work at an extremely interesting time. Health is a broad and diverse portfolio that provides ample opportunity for the successful candidate to shape the direction and priorities. 

The primary areas of focus will be to protect, promote and advance UK health interests and to provide UK leadership and collaboration on One Health initiatives, and new and emerging Global Health threats, particularly on Antimicrobial Resistance.

The successful candidate will also support the Head of Health and Pharmaceuticals to oversee the health-related aspects Trade and Cooperation Agreement Review including the UK-EU health dialogues; and to monitor and respond to developments in EU health policy, including the human medicines aspect of the Northern Ireland Protocol.

Roles and Responsibilities:

  • Engaging with the EU to deliver wider UK priorities on Global Health, including the development of an International Pandemic Treaty, in WHO, G20, G7 and other fora
  • Providing UK leadership and collaboration on One Health policies, particularly on Antimicrobial Resistance including through the design and delivery of a funded public health campaign under the Better Britain funding scheme
  • Reporting on and influencing EU health policy developments, particularly the wide-ranging European Health proposals (such as the EU pharmaceutical strategy) which could have knock-on implications for UK’s health policy priorities, and identifying and securing opportunities for collaboration 
  • Supporting the development and implementation of the UK approach to health policy in EU-UK agreements, including the human medicines aspect of the Northern Ireland Protocol, and Health Security in the Trade and Cooperation Agreement

  • Fluency in written and spoken English C2 Level*
  • Interest in European health policy
  • Ability to establish constructive working relationships with a variety of stakeholders
  • Influential communicator with the ability to grasp complex information and translate it into clear and concise language for busy readers 
  • Ability to set strategic direction and develop influencing plans for upcoming milestones
  • Experience of evidence-based prioritisation, decisions and judgement within a diverse and fast-paced work environment
  • A can-do-attitude
  • A proactive, a self-starter, innovative and adaptable when it comes to new ways of working

  • Experience of working in health policy or health-related fields

This is a permanent, full-time contract for 5 working days (36.25 hours net) per week. The monthly gross salary for this position is € 6,285.34 (HEO) level. In addition, we offer an extensive salary package, which includes a 13th month, luncheon vouchers, pension scheme, optional hospitalisation insurance (subject to monthly employee contribution), reimbursement of public transport and a lot more. We offer more days of annual leave than the Belgian requirements.

Learning & Development

The UK Mission to EU has an extensive learning and development offer built around supporting employees to develop their diplomatic skills and strengthen their understanding of the EU institutions. You may also bid for small amounts of funding to undertake more targeted individual learning opportunities. All staff are also expected to complete a small number of short mandatory courses on joining the mission.

The UK Mission to EU promotes flexible working opportunities where business needs allow, including occasional working from home. The UK Mission to EU operates a Time Off In Lieu (TOIL) system to allow employees to balance their hours across longer periods.

Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.

The successful candidates will be subject to professional background checks and security clearance.
