Main purpose of job:

The Health & Safety Officer will lead the BHC Maputo on all compliance checks and documentation compilation in order to be fully compliant with UK Health and Safety and Fire standards for both the office and residential properties.  The Health & Safety Officer will be responsible for ensuring all scheduled checks are conducted timely and well documented in the Post Compliance Assessment process whilst also proactively supporting all staff with H&S and fire safety issues and awareness.  They will work closely with the Estates Manager on Health and Safety Communication Programmes for the British High Commission in Maputo and will work closely with the Technical Works Officer in Pretoria.  In addition to Health & Safety and Fire work they will also provide administrative support to the Estates team. The jobholder will also be expected to contribute to the wider Delivering Excellence and Corporate Services Team objectives; this may include project management and procurement amongst others.

Roles and responsibilities:

Supported by the Estates Manager, Security Manager, the Technical Works Supervisor and the Corporate Services Manager, the jobholder will lead on all aspects of H&S and Fire Safety in the British High Commission including residential properties.

·       Ensure that all H&S and Fire Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated;

·       Ensure Post meets its statutory obligations in all areas pertaining to H&S and Fire Safety, including recommended mandatory training and reporting;

·       Ensure that all accidents are documented, investigated and the recommended improvements are implemented;

·       Ensure that safety inspections are carried out, fire drills and fire alarms are correctly reported, safety inspections, risk assessments and lone working procedures are managed and employees are aware of their responsibilities;

·       Assist with the development of H&S and Fire Safety policies, systems of work and procedures;

·       Maintain/record/document all H&S and Fire Safety inspections, audits and checks;

·       Escorting of contractors on site, both at the office and at residential properties to ensure that they are operating in full compliance with UK health and safety standards.

·       Carry out minor maintenance works at residential properties.

·       Play an active role in the Post H&S committee and Fire Safety issues, ensuring all agreed action points are completed within deadlines;

·       Keep up to date with all aspects of relevant H&S and Fire Safety and communicate relevant changes to stakeholders;

·       Liaise with suppliers for procurement of H&S and Fire Safety resources;

·       In carrying out the above, ensure the PCA is updated, and issues identified by the Technical Works Officer are actioned within agreed timeframes;

·       General support to the Estates Team and additional administrative duties; this may include project management, finance and budgeting, contract management and procurement.

·       Assist in co-ordinating any H&S and Fire Safety related visits;

·       Act as secretary to the Health and Safety Committee

·       Any other duties, which may be required by management from time to time.

Assist wider Delivery Excellence and Corporate Services team with Audit follow up on H&S and Fire Safety matters.  Provide compliance support across the core streams in Delivery Excellence and Corporate Services.

  • Experience of working in H&S and / or fire safety role delivering H&S / fire policies, procedures, rules, and regulations;
  • Experience in a building service, facilities Management environment or construction.
  • Ability to be proactive, and able to work in a fast-paced environment, managing their own time and priorities effectively;
  • Confidence in putting forward own points of view whilst remaining resilient in the face of challenge;
  • Work without close supervision, but a good team player;
  • Experience or knowledge of environmental management systems;
  • Experience of administrative work;
  • Working knowledge of IT equipment;
  • Driving (valid licence) as officer will be required to visit different sites.

The successful candidate would ideally already hold a relevant qualification in Health & Safety and/or Fire Safety and be willing to obtain further qualifications as necessary.  Training will be given.

Ideally the successful candidate should have a proven background successfully generating, monitoring, and achieving Health & Safety and or Fire Safety objectives.

In addition, clear communication delivered in line with the FCDO’s values for kindness and respect.

  • Certification in Health and Safety or relevant Health and Safety qualification e.g. bachelors, diploma, higher diploma or higher certificate or equivalent
  • Experience of working in a multicultural environment.
  • H&S digital reporting systems

The successful applicant will be booked onto the relevant Health and Safety and Fire Safety training upon appointment to ensure the British High Commission Maputo complies with FCDO regulations.

Working patterns: 

5 days a week Monday to Thursday 08:00 to 16:00 and Friday 08:00 to 13:00

Regular attendance at the office and visits to residential properties are required as part of this role so working away from the site is not possible.
