Main purpose of job:
The British Government’s Embassy in Washington, DC is offering an exciting opportunity to join HM Revenue & Customs (HMRC) Fiscal Crime Liaison Network (FCLN) as a Liaison Support Manager.
HMRC is the UK’s tax, payments and customs authority: we collect the money that pays for the UK’s public services by helping the honest majority to get their tax right and making it hard for the dishonest minority to cheat the system. The FCLN is the international arm of HMRC’s work to tackle the dishonest minority. The FCLN posts Fiscal Crime Liaison Officers (FCLOs) overseas to work closely with international partners to reduce the threat to the UK from fiscal crimes such as offshore tax evasion, tobacco smuggling and money laundering. The FCLOs in Washington, DC manage this relationship with the USA and Canada. The FCLN Regional Head of the Americas & the Caribbean is also based in Washington, DC.
As the Liaison Support Manager (LSM), you will lead a team of two and be responsible for the delivery of operational and corporate support across the region. This is a newly created role to support the expansion of the HMRC team in the USA. Your team will coordinate the allocation of work across the region including the administration and preparation of intelligence. You will be responsible for managing the flow of operational and corporate work and be accountable for reporting and briefing to the regional head and other relevant stakeholders.
You will be an important interlocuter for HMRC within the British Embassy Washington and wider HMRC. You will lead several of these relationships. You and your team will also have a small number of external relationships to manage. Your team will provide essential support to the regional head and lead on all corporate issues including the management of finances, budgets, events, diaries, vehicles, travel and meeting schedules.
We are looking for an organised and collaborative team leader, ideally with experience in investigation, intelligence or similar work although this is not essential. You’ll bring strong communication skills, the ability to build relationships with a broad range of people and the enthusiasm to shape an exciting new role.

In this role, you will be part of a dynamic international environment spanning the British Government’s extensive network across the United States and the United Kingdom, which includes the Embassy in Washington, the UK Mission to the United Nations, multiple Consulates, and other Government Offices—comprising over 900 staff and supporting the work of approximately 30 UK government departments and agencies.
Roles and responsibilities:
- Oversee, coordinate and administer intelligence processes, including the drafting of intelligence reports and use of HMRC and open-source systems. This includes the timely delivery of intelligence to a wide range of partners.
- Coordinate the flow of work across the Washington, DC and Miami teams by setting clear priorities for your team and allocating tasks. You will spot opportunities to make delivery processes more efficient and champion the use of technology (especially Microsoft 365) to drive productivity and collaboration.
- Be responsible for compiling regular operational reporting both on behalf of FCLOs and the regional head. You will perform (or delegate to your team) secretariat duties for a variety of delivery or other convening groups.
- Line manage two Liaison Support Officers by regularly monitoring their performance, supporting their professional development and demonstrating exemplary leadership.
- Lead on the planning and organising of visits from HMRC colleagues at all levels (from working to senior official) to the USA and Canada.
- Lead on planning of events on behalf of HMRC, working with the British Embassy Washington Law Enforcement and Criminal Justice Platform and wider Embassy teams.
- Be accountable to the regional head for managing all corporate elements of the Americas & the Caribbean regional team including budgets, finance and assets (including vehicles). You will work closely with British Embassy corporate services teams and the FCLN network resource team in the UK.
- You will be expected to contribute to the wider corporate life at the British Embassy, for example by participating in committees, volunteering at events, or being part of crisis response.

Essential on arrival:
- Demonstrable experience of line management and/or leadership of teams and people.
- A proven track record of building relationships and developing partnerships across team boundaries.
- Excellent written communication skills with experience in drafting written briefings
- Strong IT skills and familiarity with a wide range of Microsoft 365 applications. A willingness to continuously build your IT proficiency is essential.
- Proven time management skills and comfortable working in an environment where priorities can change quickly.

Core Hours:
While many jobs in the US Network are able to offer flexibility in terms of working hours, core business hours are 09:30 to 15:00 (in the local time zone) Monday through Friday.
Employees will be expected to work from the office full-time
Working Patterns:
This role cannot be undertaken at home. The role also includes the need to work some evenings and weekends in support of HMRC and wider HMG aims. Notice will always be given of evening or weekend working.

As a result, the tax treatment of an employee’s compensation will vary depending on their work location and citizenship status—whether they are a U.S. citizen, dual citizen, lawful permanent resident (green card holder), or a foreign national without a green card.
In alignment with HM Treasury policy, employees of the UK government in the US who are deemed tax-exempt by the IRS (i.e., not liable for U.S. taxes) receive a tax-abated salary, also known as a net salary. For all other employees, the UK Government cannot withhold taxes (including FICA) on behalf of a US taxpayer. These employees must directly remit taxes on a quarterly and annual basis to the relevant tax authorities.
