Main purpose of job:
The main function of this post is to provide support to the Home Office International Operations (HOIO) team based in the British Embassy in Panama City, Panama.
The role aim will be specifically to deliver projects, maintain and update the administrative records, manage budget and other ancillary duties in support of the HOIO team. Another key role of the position will be stakeholder liaison and management.
This position requires a high level of integrity and discretion. All candidates should be aware that this appointment is subject to security checks and clearance prior to job offer.
Roles and responsibilities
Project Management
- Lead and manage comprehensive capacity building projects.
- Delivery of ODA/Non ODA funded activities.
- Create and maintain financial spreadsheets.
- Monitor and forecast budgets.
- Regularly update team on projects progress.
- Drafting project documentation, including business cases, programs of activity and progress reports.
Stakeholder Management
- Working closely with the HOIO Team at post and main stakeholders to establish strong working relationships.
- Development and successful delivery of stakeholder engagement plans in accordance with MOU’s.
- Manage stakeholder mapping and prepare communications to stakeholders and respond to stakeholder enquiries.
- Work collaboratively with other members of HOIO team in the region.
- Provide briefings for and after meetings with stakeholders.
- Attend meetings, conferences and collaborative planning workshops.
- Provide input into weekly reports.
- Training packages development and delivery.
Governance
- Plan, measure and monitor projects progress against set targets.
- Produce reports for weekly team and monthly finance calls.
- Ensure that a proactive risk management approach is taken to all work, ensuring compliance with local and UK standards.
- Keeping all project documents updated including budgets.
- Ensure HOIO procurement is effectively managed and compliant with Home Office/FCDO policy.
- Work closely with Crown Commercial/ FCDO regional procurement hub, tender, manage and oversee all suppliers.
Technical
- Plan, manage and deliver projects in timely and organised manner.
- Awareness of corruption within official institutions.
- Good knowledge of Microsoft Office package.
- Awareness of Health and Safety.
Team Support
- Support other members of the team at post and overseas.
- Attendance of Regional Conferences overseas and visit to the UK if required.
- Participate in embassy activities.
- Represent HOIO at post during Higher Officer absence .
Resources managed:
- Manage HOIO budget
- Potential line management of an intern
Essential on arrival:
- Recent (within the last 12 months) experience in project management aimed at capacity building
- Ability to deal with pressure and work flexibly to deal with changing demands
- Excellent written and oral communication skills
- Experience of report writing in English
- Strong interpersonal skills, including the ability to influence stakeholders at senior and junior levels
- Experience of using evidence and knowledge to support accurate, expert decisions and advice
- Some knowledge of both customs and immigration procedures at the border
- A good level of competence in using Microsoft Word, PowerPoint and Excel and the ability to report accurately
- Willingness to travel domestically and internationally
Desirable:
- Recognised project management qualifications
- Experience in training delivery
- Full driving licence

The successful candidate must be Panamanian, or have a valid and current Work Permit through Ministry of Labour, and be able to provide it when requested by Embassy.
Working patterns::
Position requires full workplace attendance during office hours and flexible working can be considered but only for limited and very short periods.
Office hours in the embassy are 8am-5pm Monday to Thursday and 8am-1pm on Fridays, though there is scope for flexible working arrangements, which can be agreed with the Line Manager.
Workplace will mainly be British Embassy but at times attendance to different locations will be required. Transport from the embassy will be provided on such occasions.
We promote a healthy work-life balance in the Embassy.
Position will require occasional domestic and overseas travel which often is done in unsociable hours.
If you need to start work earlier or stay later than your normal hours’ time off in lieu will be offered in these cases.
The British Embassy – Panama City does not sponsor work permits. Please note that all applicants must be fluent in both English and Spanish.
Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount. Appointable candidates who were unsuccessful may be placed on a ‘reserve list’. If during the reserve period of 6-12 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
