Main purpose of job:

The Political Section at the British Embassy in Lima liaises with senior political stakeholders in the Peruvian government to advance the bilateral relationship and collaboration in key policy areas. It further engages with a range of stakeholders in the public and private sectors, civil society and media to produce political analysis aimed at informing wider decision-making, particularly on Peruvian domestic politics, UK foreign policy priorities, human rights and multilateral policy. The political team coordinates the elaboration and implementation of the Embassy human rights strategy.

The Human Rights Lead will lead on the policy analysis of relevant governance and human rights issues, providing advice to the senior leadership in the Embassy. They will lead on the implementation of the Human Rights and Gender Equality Strategy, as well as driving initiatives to support the embassy’s ambition to be a trailblazer on gender equality issues.

The role will also lead on project management in the team and be responsible for developing ideas and bidding for UK programme funds to deliver on UK Human Rights priorities. They will also be expected to design, support implementation, and monitor project interventions.

The jobholder will be expected to develop and maintain a diverse network of stakeholders in the public and private sectors, as well as civil society, in order to deliver key goals.

Roles and responsibilities:

Human Rights (50%):

  • The jobholder will lead the elaboration of the Embassy’s human rights strategy, coordinating input with other relevant sections in the Embassy. They will also lead the implementation of the strategy and oversee progress in other areas. The jobholder will prepare regular reports and/or briefings on the current state of affairs of the Embassy’s human rights priorities. It is expected that the jobholder will develop and maintain a solid network of stakeholders in support of responsibilities covered in this area.

Project management (20%):

  • The role will include the management of specific projects funded through UK official development aid. This will require intervention design, bidding into UK funds, management of implementing partners, and supporting all monitoring, evaluation and learning of all existing and new projects related to human rights.

Domestic political analysis and engagement (20%):

  • The jobholder will be expected to support the Head of Section with the production of thorough and insightful political reporting to ensure colleagues at Post and in London understand the Peruvian political dynamics that affect their work. They will also feed into and support the execution of a political engagement strategy to position UK strengths and interests with Embassy stakeholders.

Team/corporate (10%):

  • The jobholder will support the wider political team with the delivery of relevant Country Business Plan objectives. They will have the opportunity to participate in Embassy committees contributing to wider corporate objectives, such as the Diversity & Inclusion Committee and in the Political Crisis Manager role.

The above is an indicative outline of likely tasks, responsibilities and outcomes required of the role. You will carry out any other duties as may reasonably be required by the Embassy. These responsibilities may be reviewed on an ongoing basis in accordance with the changing needs of the organisation.

Resources managed (staff and expenditure):

Management of Project Funds will be required. The total amount is dependent on central funding availability.

Line management of one intern.

Essential on arrival:

  • A minimum of 5 years professional experience working for an organisation in a relevant field.
  • Minimum 3 years professional experience that included providing strategic political or policy advice, political engagement and influencing, and political reporting.
  • Experience of designing and delivering high quality, impactful projects and programmes to address human rights issues.
  • Experience of human rights-related advocacy or similar, with related existing networks in Peru.
  • Excellent communication and interpersonal skills.

Language requirements: 

Language: English and Spanish.
Level of language required: Fluent in both 

Desirable:

  • Bachelor’s Degree and/or Masters in a relevant field.
  • Experience working in an English-speaking environment.

Candidates must be eligible to live and work in Peru in their own right.  

The successful candidate will be subject to a security clearance and professional reference checks.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.  

Appointable candidates who were unsuccessful may be placed on a ‘reserve list’.  If during the reserve period of 6-12 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.

Learning and development opportunities:

The British Embassy is strongly committed to learning and development (L&D), with a ring-fenced budget for these purposes and all staff are encouraged to set aside time for L&D.  The jobholder will receive training according to the role, have full access to the UK Diplomatic Academy and online training resources and will be encouraged to take full advantage of both formal and informal learning events as and when available and relevant.

Working patterns:  

Standard working hours from Monday to Friday, with staff being allowed to work from home up to 2 days a week.  Applicants should be aware that this is a critical role in the Embassy and will, at times, require evening work.
