Main purpose of the job:

The British Embassy in Mexico City is seeking a dynamic and detail-oriented officer to support the management of the United Kingdom’s International Climate Finance (ICF) portfolio in Mexico. This portfolio comprises 32 active programmes, representing significant investments from three UK government departments: the Foreign, Commonwealth and Development Office (FCDO), the Department for Energy Security and Net Zero (DESNZ), and the Department for Environment, Food and Rural Affairs (DEFRA). 

Roles and responsibilities:

• Programme Liaison and Delivery: Maintain consistent engagement with ICF delivery partners, programme leads and counterparts to support the smooth operation of day-to-day programme activities. Coordinate quarterly meetings of the ICF Mexico board, including the participant outreach, agenda development, meeting facilitation, and follow-up on action items.
• CFA Coordination: lead the coordination and implementation of the Climate Finance Accelerator (CFA) programme, ensuring effective stakeholder engagement, continuous monitoring of the project portfolio, strategic promotion of project impacts, and overall programme management.
• Communications and Outreach: Support the development and implementation of the communications strategy for the UK Partnering for Accelerated Climate Transitions (UK PACT) programme in Mexico. Additionally, contribute to the broader communications plan for the entire International Climate Finance (ICF) portfolio in coordination with delivery partners and the Embassy’s public diplomacy team.
• Strategic and Policy Support: Contribute to the development of the ICF strategy, planning, and policy implementation in Mexico. Coordinate regular communication between ICF delivery partners, Embassy teams, and programme leads in London to ensure alignment and information flow. Provide general support to Embassy policy leads’ activities, events, and projects.
• Lead Government Engagement: Serve as a point of contact between UK and Mexican Government counterparts, fostering strong bilateral collaboration on climate action and sustainable development initiatives underpinned by the UK’s ICF portfolio.
• Coordinate Goal 2 Delivery: Lead the coordination of embassy colleagues through effective project management to ensure the successful delivery of Goal 2 of the British Embassy’s Country Business Plan, with a strong emphasis on climate-related objectives.
• UK Climate Partnership Secretary:  Coordinate with relevant teams at the British Embassy and in London and engage with key counterparts to advance the UK Climate Partnership in Mexico. Responsibilities include preparing briefings, planning events, drafting speeches, and setting agendas to support strategic climate-related objectives.

Resources managed: 

The jobholder will join a team of three members, including the UK PACT Manager (Team Lead) and the ICF Support Officer, who will report directly to the EO. The ICF Team is part of the broader Climate Team, which is led by the Head of Climate. Climate is one of five thematic teams within the Embassy’s Development Section.

All UK development work in Mexico places a strong emphasis on gender equality, disability inclusion, and social inclusion (GEDSI). In addition, the Climate Team has a dedicated communications strategy focused on sharing the impacts and lessons learned from our climate initiatives. The Officer will lead the development of climate communications materials, including impact stories and success cases for our social media channels.

The new ICF Officer will proactively contribute to the Climate Team’s GEDSI and communications priorities, while also supporting broader Embassy objectives through participation in one or more committees or taskforces.
