Main purpose of job:

An opportunity has arisen within the Home Office International Operations Team (HOIO) to join us an International Liaison Assistant at the British High Commission Dhaka.

The team has responsibility for identifying threats to the UK Border, preventing inadequately documented passengers travelling to the UK, identifying visa abuse and developing criminal investigations. We work with UK and international law enforcement agencies to tackle immigration crime, primarily through preventing the travel of inadequately documented passengers to the UK; enhancing visa decision quality; identifying and tackling underlying criminality and providing intelligence on threats to the UK border.

The team in Dhaka has responsibility for Bangladesh and supports the operations for our team based in Colombo, who cover Sri Lanka and the Maldives. The HOIO Dhaka and Colombo teams are part of the wider South Asia HOIO Regional team which also comprises of India and Nepal. Some collaborative work and assistance will be necessary with other teams in the region.

The primary purpose of this International Liaison Assistant role is to support International Liaison Officers (ILO), Migration Delivery Officer (MDO), Regional Support Manager (RSM) and International Liaison & Migration Manager (ILM). The role involves prioritising information from various sources based on the time sensitivity of the actions required and clearly communicating and consulting with ILOs on what further essential actions. The role requires working closely with another ILA in Dhaka and an ILA in Colombo.

Key responsibilities include (but are not limited to);

  • Assisting the detection and preventing abuse within the UK visa application process, and identifying and disrupting the activity of the organised crime groups behind it
  • Supporting airline carriers with the delivery of robust training packages to aid identification and disruption of passengers and organised crime groups aiming to abuse travel routes to the UK
  • Prioritising and actioning allegations from the public and partners both within and outside the organisation
  • Working with His Majesty’s Passport Office (HMPO) to assist in the verification of supporting documents and assisting the identification of abuse of the passport system
  • Assisting in the development of operational intelligence products through the collection and interpretation of information from various sources and making accurate referrals to ILOs
  • Work closely with HMG partners at post, host authorities and international partners to support the development of intelligence and investigations to disrupt organised crime groups.
  • Assisting in the development, implementation, management and reporting of capacity building projects with law enforcement partners
  • Working with migration and returns colleagues to support the development of Home Office objectives
  • Supporting the Regional Support Manager (RSM), International Liaison & Migration Manager (ILM) and International Liaison Officers (ILO) with delivering all HOIO core objectives
  • Support to the wider British High Commission aims and objectives

The successful candidate will need excellent organisational and time management skills; an ability to multi-task; be an active team player, have a proactive approach to problem solving, have relevant practical IT skills and be able to provide operational and administrative support to colleagues.  The successful applicant will be fully supported but after initial training will be expected to work independently with minimal supervision and to meet deadlines.

The role requires effective decision making. The ability to analyse complex data, produce a range of high-quality reports and make recommendations based on the conclusions, is important.

Roles and responsibilities / what will the jobholder be expected to achieve?

  • Primarily handling information received from the public and official data
  • Receiving and grading information received. Administering the information system, circulating appropriate alerts, contributing to weekly and monthly reports, and to prepare monthly statistical returns.
  • Conducting relevant checks on different systems; using information to inform decision making centres.
  • Assisting to develop, research and support immigration crime investigations
  • Undertaking verification checks and field visits all over Bangladesh as per the outlined process, compliance checks and project research.
  • Supporting the development of evidence-based investigations to support visa officers in their decision-making
  • Support the HOIO & UKVI teams in relation to operational activity and monitoring and regularly updating on the ongoing and emerging threat and trends
  • Ensuring briefing documents are regularly updated with current trends as directed by ILO/Ms

Administrative support

  • To fully support all HOIO administrative functions as well as providing logistical support to the International Liaison Officers and Managers at post and regionally.
  • Completing Weekly and Monthly report on or before deadline

Partner Engagement

  • Once established and where relevant, work with the International Liaison Officers and Manager to help develop and maintain strong internal and external stakeholder relationships with local law-enforcement, airlines, international liaison colleagues, as well as the internal High Commission and Home Office colleagues. Seeking and providing feedback on individual cases, exchanging information on subjects of interest, providing alerts and trend notices to partner agencies.
  • Attendance at external and internal events with stakeholders will be required.
  • Develop effective working relationships within the wider High Commission

Training Delivery

  • Organisation and delivery of core training to airline and law enforcement partners

Project Management

  • Support the establishment and operation of capacity building projects with local law enforcement projects, through supporting project bidding; identifying suppliers; communicating requirements with partners; overseeing projects and ensuring remains within budget and completing required project documentation and returns.

Field visits

  • Where required, being able to work flexibly outside of the office. To communicate effectively with International Liaison Officers and Manager carrying out compliance checks and assisting with field visits. To complete written reports and verification to a high and prescribed standard.

What we require from you:

  • Knowledge of Microsoft Office, especially Excel at an Intermediate level (Advanced Excel knowledge is desirable) e.g., use and application of pivot tables.
  • Use of an evidence-based approach to gather information from a wide range of sources and viewpoints, analysis and evaluation and reaching sound conclusions in order to propose constructive solutions.
  • Effective and confident communication skills in English.
  • The ability to prioritise work effectively under pressure.
  • Be able to effectively work across two office locations.
  • Ability to handle sensitive information in a confidential and compliant manner.
  • Ability to effectively problem solve and provide options and solutions to ILO/M to aid with decision making.

Language requirements:

Language: English (Essential); Bangla & Sylheti (Desirable)    
Level of language required: Excellent (Written & Oral)

Working patterns:

  • Office hours are 08:00-16:00 however there is some flexibility in start and finish times and on occasion the job holder will be required to start early or work late, when required. We offer the job holder flexible working to suit their needs, subject to agreement with the line manager and business needs.
  • Roles and responsibilities include the provision of a duty phone function from 08:30 to 16:30 daily, and the successful candidate will be expected to provide coverage on rotation with existing team members.
  • The role necessitates travel for partner engagement, training, field visits and meetings, for which some overnight stays will be required.

Essential on arrival:

  • Have a post–graduate qualification from a reputed University
  • Computer literate with Microsoft desktop functions (e.g., Outlook, Word, Excel, PowerPoint, Explorer) at a level where you can: create, use and interrogate complex templates, tables, datasets on Home Office and FCDO IT platforms
  • Excellent communication and presentation skills both oral and written; proven ability to clearly and concisely prepare, draft, present and discuss findings, briefings and recommendations at senior levels and to produce complex and compelling written reports
  • Strong organisational and time management skills with a flexible approach to allocation of tasks
  • Use of an evidence-based approach to gather information from a wide range of sources and viewpoints, analysis and evaluation and reaching sound conclusions in order to propose constructive solutions.
  • An ability to work under pressure with minimal supervision
  • Highest personal integrity and sound judgment with demonstrated ability to handle confidential matters in a discreet and respectful manner.
  • Able to travel within Bangladesh for Field Visits or capacity building purposes, and internationally.

Desirable:

  • Previous immigration, law enforcement and/or analytical or investigation experience would be an advantage
  • Project Management Skills
  • Excellent interviewing skills, including the ability to use active listening skills, focus interviews and to elicit critical information in a gentle and respectful manner from individuals/customers.
