Main Purpose of Job:
The Second Cities team drives the embassy’s outreach efforts in Indonesia’s regions, including Jakarta, West Java, Central Java, East Java, and Bali. Based in Jakarta, the jobholder will lead our outreach efforts into Jakarta Provincial Government and deliver the embassy’s regional engagement strategy.
The job holder will develop and maintain an extensive network of contacts across a range of sectors, including local governments, business, civil society organisations, academia, and media. They will provide regional expert advice on province developments, particularly in the areas of green and sustainable infrastructure, human development (education), climate resilience, digital innovation (smart cities), and culture. The jobholder will also work across embassy teams, helping them to deliver their objectives in Jakarta in line with the upcoming UK-Indonesia Strategic Partnership. This will include facilitating visits by UK ministers and senior officials in Jakarta, such as the Ambassador, and outward visits to the UK by Jakarta’s leaders and senior officials. The jobholder will report to the Deputy Head of the Second Cities team and work closely with the Head of the Team, as well as the Embassy’s other outreach managers and embassy teams to deliver cross-cutting outcomes.
What the Jobholder will be Expected to Achieve:
Stakeholder Management (30%): Working to the embassy’s outreach strategy and leading engagement with the Jakarta Provincial Government and key stakeholders across government, business, academia, civil society, and media. To provide the embassy with updates on issues important in DKI Jakarta and keep the Embassy informed about medium-long term trends and development priorities. Make recommendations to teams in Jakarta about where there may be scope for further UK engagement, in line with the focus areas of the UK-Indonesia Strategic Partnership
Supporting UK Growth (30%): Work closely with the Department for Business and Trade (DBT) and other embassy teams to identify and support UK commercial interests in Jakarta, particularly in sectors such as sustainable transport and infrastructure, renewable energy, education, healthcare, and smart cities. To identify and help pursue those opportunities, including by facilitating contact at a senior level. To flag to embassy teams in Jakarta any problems/blockages and propose appropriate solutions. To create synergies in co-operation with other second cities officers in Bandung, Semarang, Denpasar and Surabaya.
Wider Embassy Support (20%): Work with cross-embassy teams and the British Council to support the delivery of UK objectives in the regions, including on climate adaptation, politics, economics, and security. To deliver visits to Jakarta by UK stakeholders (e.g. UK ministers, visiting delegations), including helping to arrange visits from embassy personnel (e.g. the Ambassador). Identify and support potential visits and meetings by DKI Jakarta stakeholders to the UK, or engagement with Jakarta-based senior officers.
Strategy Development (10%): Contribute to the development and delivery of the embassy’s regional outreach strategy, with a specific focus on Jakarta. Lead on the design and implementation of a Jakarta-specific engagement plan, including stakeholder mapping, sectoral priorities, and outcome-based initiatives. Monitor and evaluate progress, and adapt approaches to remain relevant and impactful.
Corporate and Crisis Support (10%): Working with the Deputy Head of Second Cities to support the team’s budget management and secretariat duties for internal coordination, including to the Second Cities Steering Group. Contribute to the embassy’s corporate work, take an active role in personal development and learning, and support a positive, inclusive, and collaborative team culture. To work with British Embassy colleagues in advance of and during our response to a crisis, e.g. natural disaster.

This role is advertised as a 12-month fixed term contract with possibility of renewal.

Working Patterns:
Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs. At present, all staff working in the FCDO, Jakarta are expected to attend the office for four days per week, subject to change. Subject to operational demands and line manager approval, the team operates a ‘core hours’ policy of 09:00 to 15:00 with individual flexibility around that and one day of work from home per week on request.

No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in Indonesia with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Jakarta is subject to Terms and Conditions of Service according to local employment law. In relation to this, the successful candidate will need to arrange for his/her own Police Certificate. Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
