Main Purpose of Job:
This is an exciting opportunity for a highly motivated professional to support the UK’s strategic development initiative aimed at strengthening the digital and tech ecosystem in Indonesia. The UK-Indonesia Tech Hub is part of the UK Government’s Digital Access Programme (DAP), focused on building a thriving digital ecosystem that drive growth and development. The Hubs support the growth of digital inclusion, creating local skilled jobs and generating opportunities for UK-Indonesia tech collaboration.
The DAP UK-Indonesia Tech Hub has 4 key strategic focus areas:
- Supporting tech entrepreneurship, particularly focused on tech with a positive social impact, through partnerships with local digital ecosystem stakeholders including incubators, accelerators and private sector firms, Indonesian government departments and agencies and non-profit organisations.
- Delivering tailored interventions to cultivate digital skills responding to the needs and opportunities for inclusion in the tech sector in different regions; for example, promoting opportunities for youth and women to gain relevant skills in tech sector
- Connecting and convening the stakeholders operating in the local tech ecosystem to foster collaboration and ecosystem growth
- Supporting policy engagement and systemic improvements that contribute to a more enabling environment for innovation, digital transformation, and inclusive economic growth
The Programme Manager will play a critical role in ensuring the smooth delivery of tech Hub’s activities and high-impact projects across Indonesia. Working closely with the Tech Hub Lead, this role will coordinate the day-today operations and liaise with partners to ensure effective execution. The role will also serve as the tech Hub’s Lead’s deputy, ensuring continuity during periods of absence, duty travel, while also contributing to long-term strategic objectives and partner engagement.
What the Jobholder will be Expected to Achieve:
- Lead the end-to-end delivery of initiatives under the Tech Hub portfolio.
- Manage implementing partners and monitor programme quality, timelines, and results.
- Ensure alignment with FCDO delivery standards, reporting, risk mitigation and value for money.
- Maintain documentation, delivery trackers, and performance reports for internal and external use.
- Help organise media coverage and press releases in collaboration with Embassy Media & Communications teams.
- Contribute to strategic planning and lead the development of briefing materials for events and high-level visits.
- Collect, validate, and analyse data from partners to generate insights that inform strategic decision-making, prepare delivery updates and input into annual review, including case studies as necessary.
- Develop and manage relationships with national and local government, tech firms, start-ups and wider tech sector stakeholders to identify collaboration opportunities and feed into the Tech Hub’s engagement strategy.
- Manage relationships with relevant teams across the embassy to identify potential collaboration opportunities, ensure alignment, and maximise synergies.
- Deputise for the Tech Hub Lead during periods of absence in various leadership roles within the team, including representing the Hub and the British Embassy externally (speaking opportunities and event representation).
- The job holder is expected to participate in wider Embassy activities which can include active work on various committees and other corporate roles, as well as play a role in crisis management activities on an ad-hoc basis.
The successful candidate will be part of a small team of country-based staff, based within the British Embassy Jakarta, with some travel across the country which will be required to maximise the success and outputs of the hub across Indonesia. The post holder will also be required to work closely with the International Tech Hub network team; other government departments, including FCDO (Foreign, Commonwealth and Development Office), DBT (Department for Business and Trade), and DSIT (Department for Science, Innovation and Technology. He/she will be expected to get up–to-speed quickly on Embassy programme development and procurement processes to ensure budgets are properly managed and represent good value for money.

None directly, but the postholder will be expected to manage project budgets and work closely with implementing partners.

This role will suit individuals with experience of the UK/Indonesia tech and start up scenes. The applicant would ideally bring a network of business contacts in Indonesia, using this to expand the Hub’s network.
- Experience in, and knowledge of, the tech sector and start-up scene within Indonesia with more than 3 years’ experience
- Well networked within the tech sector (private sector firms and/or start-ups); Knowledge of, and experience with, the Indonesian business landscape
- Track record of leading successful delivery in either industry or government
- Ability to engage credibly with senior government and senior industry stakeholders
- Proven track record of developing and running programs and partnerships from the ground up
- Proven project management and budget management skills
- Strong organisational skills
- Highly motivated, passionate about innovation and technology
- Open and clear communicator, excellent networking skills including across international environment
- Fluent in English speaking and writing is compulsory, with ability to communicate in Bahasa Indonesia as well

This role is advertised as a 12-month fixed term contract with possibility of renewal.
The British Embassy Jakarta offers a competitive remuneration package including:

Working Patterns:
Normal working hours are 39.5 (gross) per week: 07:30hrs to 16:00hrs from Monday to Thursday and 07:30hrs to 13:00hrs. At present, all staff working in the FCDO, Jakarta are expected to attend the office for four days per week, subject to change. Subject to operational demands and line manager approval, the team operates a ‘core hours’ policy of 09:00 to 15:00 with individual flexibility around that and one day of work from home per week on request.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
