The British Embassy Amman is recruiting a Senior Programme Manager – Integrated Security Fund (ISF) for the Yemen Office Network (YON). This exciting role will focus on remote managing and delivering ISF Yemen’s flagship political, security and stabilisation programme.  Your primary role will be to set the direction and strategic approach for the Yemen Flexible Funding Mechanism, working closely with the Head and Deputy Head of ISF Yemen to oversee / coordinate projects in this innovative agile project and assure complementarity of activity across the Yemen Overseas Network and wider donor activity on Security, Stabilisation and Conflict Resolution in Yemen.

The Senior Programme Manager will be expected to work closely with Policy Leads to ensure programme and policy cohesion as well as with ISF delivery partners and other donors and stakeholders to ensure co-ordination, learning and impact.  The policy-programme cohesion, delivery partner and wider stakeholder relationship management is critical given the ISF team cannot be on the ground in Yemen.  The role will play an important part in building trust, transparency and UK thought leadership in Yemen.  The ISF programme is highly flexible and adaptable so the Job Holder will be expected to identify and proactively develop project responses from the Flexible Mechanism to capitalise on opportunities or mitigate risks emanating from Yemen. The role will be responsible for effective governance and oversight of the programme, managing risk and ensuring delivery, reporting to the Deputy Head of Programmes who has responsibility for oversight of the entire Yemen portfolio and the Head of Programmes who sets the direction for the programme.

The Job Holder will also be expected to build knowledge and expertise of Yemen context, politics, culture and regional issues to enable closer policy-programme cohesion.

Duties and responsibilities:

 The Job Holder will work closely with the Head of ISF Yemen Programme, Deputy Head of ISF Yemen, HMG policy leads (Head Political, Defence Attaché and Ambassador), technical advisers, policy and technical leads based in the UK to develop innovative, effective responses to address Yemen’s Security and Stabilisation. The Job Holder with have oversight of two projects in the Yemen Flexible Funding Mechanism, the Technical Assistance Facility For Yemen (TAFFY) and Yemen Support Fund (YSF), working closely with Project Managers to ensure complementarity between the two projects to ensure the programme maximises value from these two projects, as well as developing implementation and delivery plans in coordination with the Implementing Partner and ISF Team, having oversight of project budgets, risk, monitoring and evaluation and contract management alongside the Deputy Head of Programmes.

 Main responsibilities:

• ISF Programme and Contract Management, following the Programme Operating Framework. This includes project lifetime support from project design, procurement to project closure.
• Active partner and implementer management as ISF Lead for YFFM to ensure programme – policy alignment and effective delivery against objectives; including quality controlling activity, reporting, and supporting troubleshooting programme issues, escalating risks as appropriate.
• Strategic design and implementation of the ISF Yemen Flexible Funding Mechanism, overseeing Yemen Support Facility and Technical Assistance Facility for Yemen funded projects across political and security support, WPS, sub national governance, and government support, ensuring coherence and delivery against Yemen Country Business Plan objectives and alignment to the ISF MENA Portfolio Strategy.
• Develop and maintain the YFFM MERL approach, including development and oversight of the project Theory of Change, Results Frameworks, evaluations, and the systematic capture and Application of lessons learned to ensure coherence between YSF and TAFFY, and ISF process. Develop reporting against key milestones in FCDO strategic delivery (e.g. Country Business Plan, Portfolio Strategy, and sub-strategies where TAFFY / YSF are key programme levers).
• Build and maintain strong and effective working relationships with implementers (past and present), partner organisations, international donors and other relevant programme stakeholders in Amman, Yemen and Kingdom of Saudi Arabia (KSA).
• Support the Head/Deputy Head of ISF Programme provide high quality reporting to the ISF MENA Portfolio Board and coordinate ISF Yemen contributions to Ambassador, Ministers and Senior Officials briefings and other parliamentary and ministerial requirements.
• Contribute to effective ISF and wider YON team working including providing cover to other programme managers when on leave; and by actively engaging in wider ISF programme management networks, sharing learning and experience from the Yemen ISF Team and reporting back on key messages to the team.

• Excellent communication skills. fluency (written and spoken) in English is essential.
• Demonstrable experience leading large-scale, complex programmes or portfolios (multi-million value, multi-partner delivery) in Fragile and Conflict Affected Settings – preferably in MENA.
• Proven track record of strategic programme leadership, including setting direction, influencing policy and driving cross-portfolio coherence.
• A proven ability to build and maintain effective networks and coalitions across internal and external stakeholders to ensure coordinated programme-policy cohesion and complementarity.
• Good understanding of programme/project finance, and of contract management, including managing high-risk programmes in fragile / conflict settings with accountability for delivery, risk and governance.
• Experience of working with international delivery partners/government institutions/external stakeholders and international donors
• Candidate holds minimum of a bachelor’s degree or equivalent level of academic and professional experience
