Main purpose of job:
To work with the Head of Corporate Services / Corporate Services Manager (CSM) to manage British High Commission’s (BHC) budgets and bank accounts in line with FCDO guidance to ensure audit compliance and good financial management, including cash profiling and monitoring.
The successful candidate will need to develop good relationships across all teams at the BHC and Regional Hub in Manila to scrutinise financials, provide accurate financial forecasting, budgeting and oversee procurement practices at the High Commission. They will need to work quickly to generate financial data for the High Commissioner when requested, pulling together reports for governance meetings as well as overseeing the delivery of Memorandum of Understanding through the One HMG platform, making sure the correct charging mechanism is applied accordingly.
Part of the job will be managing Payroll through a specialized software, therefore working closely with HR Manager to ensure pay accuracy, including the administration of Tax, EPF, SOCSO and EIS. An understanding of payroll-related rules and regulation will be an added benefit.
They will need to have good people skills and will be supporting colleagues through internal financial platform and answer questions they may have which may include induction training.
Roles and responsibilities / what will the jobholder be expected to achieve?:
Financial Budgeting, Forecasting and Reporting
- Run and analyse reports on a monthly basis of actual spend by budget holders.
- Manage relationship with budget holders to accurately update and amend our budgets and forecasts.
- Present monthly budget to the Senior Management Team, providing analysis and recommendation as appropriate.
- First point of contact for Finance and Accounts-related issues. Escalate any anomalies or issues to the CSM.
- Oversight of cash profiles (monitor official bank account, reconcile, maintain and manage balance in BHC local bank account).
- Review and evaluate critical Post processes for possible improvements.
Oversight of the OneHMG charging mechanism
- Ensuring our Partners at BHC are charged accurately for platform costs.
- First point of contact for One HMG finance queries. With subject matter expertise on One HMG Platform policy, provide strategic and policy advice to stakeholders.
Payroll
- Work with HR Manager to ensure timely and compliant monthly and annual payroll process, including statutory contributions (EIS, SOSCO and EPF) and Tax.
- First point of contact for queries on statutory contributions, providing advice and clarification on policies. Lead on ensuring that BHC’s practices are legally compliant.
Procurement Process Compliance
- Lead on Purchase to Pay (P2P) and Expense process at Post and ensure compliance with internal procurement process, including reconciliation processes for AP and AR.
- Maintain and update on any changes to P2P process; act as local advisor on processes, working with regional Finance Hub.
As required:
- Working with our Residence Manager responsible for Income Generation financial management.
- Ensure that Regional Hub team receive the correct documentation for Finance & Procurement related matters and assist with any queries.
- Support Regional Hub and CSM on local Finance related projects.
- Maintain good relationships across the BHC and with our financial Hub in Manila and Finance Team is essential for successful delivery of this job.
Resources managed (staff and expenditure):
To line manage 01 x Corporate Services Officer (AO), with main focus in Procurement and Payroll.
- Accounting and/or financial experience
- Excel efficiency
Language requirements:
Language: English
Level of language required: Fluent
- Malaysian payroll experience
- Bahasa fluency
