Main purpose of job:
The main purpose of this job is to work with the Corporate Services and Finance Manager to lead on our Purchase2Pay (P2P) process and OneHMG re-chargeable service platform at Post to ensure the British High Commission is fully audit compliant and our budgets are in good order.
You will do this by supporting our Finance Manager in reconciling our budget lines by completing relevant journal reversals etc and lead on administering our accounts receivable lines generating receipts, debit memos and miscellaneous receipts to insure all income received is accounted for and recorded accurately ensuring 100% accuracy and compliance with FCDO guidelines.
You are also responsible in payroll processing, ensuring all data are recorded accurately on related platforms.
In order to do this job successfully you will need to work alongside our colleagues to ensure that all budget lines are accurate and reflect spend and income.
Where appropriate you will be responsible for helping train others in the P2P process at Post and lead on BHC’s financial compliance, in order to do so you will need to develop good relationships across all teams at the High Commission and be open to helping and supporting colleagues through our internal financial platform.
Roles and responsibilities / what will the jobholder be expected to achieve?:
An internal understanding of the FCO’s financial and procurement compliance processes.
- Lead on Purchase to Pay (P2P) and Expense process at Post and ensure compliance with internal procurement process;
- Complete reconciliation forms to manage accounts payable and receivable
- Reconciling our Payment Register with invoices paid
- Maintain and update Post on any changes to P2P process; act as local advisor on processes, working with regional Finance Hub.
- Support training where appropriate
Oversight of the OneHMG charging mechanism
- Calculate charges for our Partners, generating appropriate invoices and receiving money appropriately
- Ensure moneys received are recorded appropriately physically and on financial platforms.
- Completing appropriate journal requests where appropriate to ensure budgets are accurately reflected
- Supporting the Finance Manager ensuring the process is running smoothly
Payroll Processing
- Ensure payroll are processed according to rules and regulations of Malaysia, including but not limited to platform updates while ensuring three layer checking process within CS is done accordingly.
- Key contact for all payroll related government bodies- EPF, LHDN, Perkeso.
- The ability to maintain P&C data and documents are crucial.
As required:
- Working with the Residence to support the Accounts Receivable process.
- Ensure that Regional Hub team receive the correct documentation for Finance & Procurement related matters, including details of payments made for invoices, Supplier forms, payment requests, and assist with any queries.
- Support Finance Manager on local Finance related projects.
- Good record keeping.
- Other Finance ad-hoc where appropriate.
Good relationships across the British High Commission and with our financial Hub in Manila and Finance Team is essential for successful delivery of this job.
