The British Embassy in Tripoli has a vacancy for a Finance Officer under Conflict Stability and Security Fund (CSSF), job grade Executive Officer (EO). 

The British Embassy in Tripoli maintains and develops relations between the UK and Libya. Our mission is to support the stability, security and prosperity of Libya and strengthen the UK-Libya partnership. Our teams in Libya cover a range of issues, including diplomatic engagement, defence and trade and investment.

This is an excellent opportunity to play a key role in the Conflict Stability and Security Fund (CSSF) programme in Libya.

The jobholder will work to support the financial delivery of an exciting portfolio of projects supporting stability and peace in Libya, working with delivery partners to ensure high quality, timely delivery and good financial management.

The CSSF is a unique cross-government Fund tackling some of the most complex challenges to international peace and stability faced by the UK and our partners around the world. 

In this role, you will be expected to support programme delivery and management to a range of projects.

Your responsibilities will include:

  • Providing accurate and up to date financial forecasting to Libya CSSF in Tripoli and to the Middle East and North Africa Strategic Programmes Team (MSPT) in London.
  • Providing Programme Managers and relevant governance structures in Tripoli and London with accurate financial data and forecasting.
  • Supporting programme managers to deliver their procurement and tendering processes in a timely fashion. Lead on all aspects of financial management, including processing invoices, raising purchase orders and receipting.
  • Taking overall responsibility for analysing progress towards Official Development Assistance (ODA) targets and identify over/under spend as project activity is delivered.
  • Work with implementing partners, particularly finance officers, to provide accurate and reliable financial information on project spend to Libya CSSF programme team members.
  • Supporting programme managers and project leaders with analysis of activity based budgets to ensure they remain realistic, deliverable and offer good value for money (VfM ) both at project design stage and at regular reporting intervals with existing implementers.
  • Understand reporting systems used by the FCDO, understand and adapt to changes to existing systems and FCDO financial management software.
  • Where required on an ad-hoc basis, support the MENA CSSF Portfolio Finance Team in London and provide support to finance officers across the MENA CSSF network.
  • Contribute to wider Embassy objectives e.g. contributing to Embassy visits/events or taking on a corporate responsibility such as Wellbeing or Learning and Development.

The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required, agreed with your line manager.

Eligibility:

Applicants must have the right to live and work in Libya and will need to be cleared for security purposes by the UK Government.

  • Financial management or accountancy skills.
  • Fluency in English and Arabic. Able to express ideas and messages clearly and concisely, both orally and in written communication and confidence in interpretation and translation.
  • Demonstrated ability to provide robust scrutiny of budgets in the design and delivery phases, with sound judgement to ensure value for money.
  • Excellent organisational skills. Ability to organise and prioritise workload, organise records, and meet deadlines whilst maintaining close attention to detail and without compromising the quality of the work.
  • Ability to work as part of a team and independently.
  • Working IT skills and literacy in Microsoft Office (MS Word, Excel, Teams, PowerPoint and Outlook).

  • Qualifications in financial management
  • Experience of working with international organisations or other governments.

The British Embassy in Tripoli offers an attractive working environment and remuneration package for this role, including a non-negotiable salary of USD 2,133 per month inclusive of all allowances. INAS deductions will be applied.

This position is for a full-time employment, on a fixed-term basis for one-year (renewable). The successful candidate will be subject to a one thirty (30) working days probationary period. The appointment will also be subject to satisfactory local and UK security clearances.

Conditioned working hours are 40 hours gross per week. Standard working hours are from 08:00-16:30 from Sunday to Thursday. The role is a full-time position based in Tripoli. The jobholder will be expected to be available to work from the British Embassy to Tripoli’s office, and travel using personal transport to meetings in locations in the city. Flexible working may also be permitted, allowing the jobholder to work-from-home occasionally in agreement with their line manager and subject to business requirements.

The Job holder may be required to occasionally work out of hours as part of the role.

Process: 

The recruitment process, including security clearance, is expected to take around 2-3 months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidate’s profile and UK footprint. Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of six (6) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
