The British Embassy in Bucharest is part of the United Kingdom’s world-wide diplomatic network, and represents British political, economic and consular interests in Romania. The Embassy is now looking for a Legislative Engagement Officer.

This is an exciting opportunity to be part of the embassy’s effort in tackling serious organised crime – one of our priority areas of work in Romania. This role is part of a wider regional project to reduce the criminal smuggling of cash across central and southern Europe through a process of legislative and political change. You will be working closely with experts in illicit finance and border security from the UK , whilst engaging at senior levels in the Romanian government to support efforts in taking the cash of out crime and putting bad money to good use. You will part of the small regional SOCnet team who co-ordinate the policy and programmatic response to serious organised crime across 11 countries.

The role will entail designing , delivering and evaluating, diplomatic, operational and judicial initiatives to drive legislative change in support of non conviction based cash seizures. This role would primarily be to drive the programme of legislative change in Romania but will also involve supporting the team at the British Embassy Budapest with occasional travel to Hungary. London ,and other countries in the region.

Roles and responsibilities:

  • Engaging with Romanian ministries to facilitate UK expert advice as they develop domestic legislation in response to the imminent EU directive on asset recovery and forfeiture.

  • Building a network of UK  and local stakeholders with an interest and expertise in the field of illicit finance to support and inform government decision making.

  • To gain an in-depth knowledge of:

UK Proceeds of Crime Act (POCA) powers of recovery for criminal cash

The illicit finance landscape in Romania (and to a lesser extent Hungary) including positioning within Financial Action Task Force (FATF), Moneyval etc

Existing domestic legislation on asset seizure

Existing host civil law frameworks and powers available in Romania and Hungary.

EU directive on asset recovery and forfeiture.

  • To work with the project’s lead lawyer in London to ensure legislative design is robust and compliant.

  • To organise and facilitate inward/outbound visits of experts and officials as required to support the objectives of the countering cash smuggling project.

  • To support cross embassy teams in operational transformation and capacity building around illicit finance and cash smuggling.

Fluency at C1 level in English and Romanian according to CEFR framework*, or equivalent.

A legal degree or significant experience working in a legal / prosecutorial role.

Experience of engaging at senior political /ministerial level on crime and security issues.

Experience of diplomatic lobbying or political engagement.

A background in illicit finance, serious organised crime or border security.

Experience of arranging conferences, workshops and international visits

Experience of working within the Romanian Government or criminal justice system.

This is a full-time fixed-term contract for 9 months (37 hours net per week) until March 31 2025. Working hours are flexible and staff are entitled to time-off-in-lieu for agreed extra hours worked.

The annual leave entitlement is 25 days per year pro rata and the Embassy also enjoys a maximum of 14 Romanian / UK public holidays per year.

Monthly salary is 15,370 RON gross, monthly meal tickets of RON 10/working day, private medical subscription of EUR20/month. In addition, staff are entitled to a 13th month salary pro rata and may receive a performance related bonus at year end. Staff also receive meal vouchers and a monthly subscription to a medical centre. An individual personal development plan will be agreed with the successful candidate, which may include training outside Romania. The successful candidate will be subject to confirmation of a background check and security clearance, and satisfactory completion of a probationary period of 30 working days.

All applicants should have a pre-existing legal status to live and work in Romania. The British Embassy does not facilitate/sponsor visa applications and work permits. Staff recruited locally by the British Embassy are subject to terms and conditions service according to Romanian employment law.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Romania and be prepared to ensure that right remains throughout the scope of the contract.
