Main purpose of job:

The British Government’s Embassy in Washington DC has an exciting opportunity for a proactive and enthusiastic person to join HM Revenue & Customs (HMRC) Fiscal Crime Liaison Network (FCLN) as the Liaison Support Officer for the Washington DC Office. 

HMRC is the UK’s tax, payments and customs authority: we collect the money that pays for the UK’s public services by helping the honest majority to get their tax right and making it hard for the dishonest minority to cheat the system. The FCLN is the international arm of HMRC’s work to tackle the dishonest minority. The FCLN posts Fiscal Crime Liaison Officers (FCLOs) overseas to work closely with international partners to reduce the threat to the UK from fiscal crimes such as offshore tax evasion, tobacco smuggling and money laundering. The FCLOs in Washington DC manage this relationship with the USA and Canada. 

As the Liaison Support Officer, you will provide essential support to the 2 FCLOs based in Washington DC as well as the FCLN Americas and Caribbean Regional Manager. You will manage the allocation of work and the administration of intelligence moving in and out of the office. You will also have direct responsibility for the administration of the office including the management of finances, calendars, vehicles, travel and meeting schedules. The team in Washington DC is expanding which means this role may include line management in the future. 
The ideal candidate will be a strong, approachable communicator and be able to build relationships with a cross-section of people. They will be comfortable working in an environment where priorities can change at short-notice and be able to operate in a highly organised way. 

In this role you would be working in a diverse international environment to support UK diplomats, armed forces personnel and other country-based staff operating across the British Government’s network of Consulates and Government Offices in the United States. This network provides a platform for approximately 30 Government departments and agencies to conduct their work in the United States and is made up of over 900 staff with a rich and diverse background, skill sets, and experiences. 

Due to the nature of this role, it is not able to be carried out at home. 

Roles and responsibilities:

  • Administration of the HMRC intelligence process which includes the drafting of intelligence reports and the use of HMRC intelligence systems. You will also have a role in the sharing of intelligence with external law enforcement partners and following up to gather feedback.
  • Provide open-source research support to FCLOs on their case portfolios.
  • Management of the office mailbox; prioritisation and allocation of work working closely with the FCLN Americas desk based in the UK.
  • Administration of the FCLN office in accordance with policy and standard operating procedures. Administration duties include: records creation and management; vehicle management; maintaining office accounts; and maintenance of asset registers;
  • Planning and organising visits to the USA and Canada from HMRC colleagues at all levels from senior official to working level
  • Maintain oversight of regional projects as required including; supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines.

Essential on arrival: 

  • Good written and verbal communication skills.
  • Strong IT skills and able to use all Microsoft Office applications including a level of competence in Excel
  • Ability to remain discrete and handle sensitive information appropriately.
  • Proven time management skills and the ability to prioritise and meet deadlines under pressure.

This role requires UK security clearance SC (Overseas). Permanent employment is subject to successfully receiving clearance.
