Main purpose of job:

In an advisory role, this is a great opportunity to deliver key components of the UK’s Economic Integration Programme (EIP), which aims to foster economic growth across the ASEAN region, including the Philippines. The Embassy is seeking a talented and enthusiastic Regulatory Reform Advisor to serve as Philippines lead to advise on and oversee the delivery of the EIP’s bilateral and regional Regulatory Reform pillar, and contribute positively to the broader prosperity and economic development agenda.

The Regulatory Reform Advisor will work in an attaché capacity, working closely with the Government of the Philippines, UK businesses and UK Government including Foreign, Commonwealth and Development (FCDO) colleagues in the region and the UK. The role is expected to work in close coordination with the Office for Product Safety and Standards (OPSS) International Delivery which is part of the Department for Business and Trade (DBT) and the Embassy’s Economic Advisor in the delivery of the EIP. The successful candidate will:

  • Act as an advisor on regulatory reform, building and maintaining effective relationships with senior Philippine government officials (e.g. Anti-Red Tape Authority (ARTA) and Department of Trade and Industry (DTI)), and other stakeholders, and the FCDO to help identify priorities for reform and support the delivery of the EIP Regulatory Reform technical assistance pillar.
  • Be responsible for facilitating interventions of the OPSS on a range of regulatory reform, consumer protection, and product safety issues, and overseeing and coordinating regional and country-based technical experts during deployments to support the delivery of technical assistance.
  • Support the broader economic development objectives and priorities of the Embassy to promote deeper UK-Philippine diplomatic and development relations as part of the Economic and Social Development Team in the Policy and Programme Section.

The EIP is being overseen by the UK’s FCDO, with the Embassy leading for the Philippines. The successful candidate will be based in Manila. The Regulatory Reform technical assistance project is led by the OPSS.

Roles and responsibilities / what will the jobholder be expected to achieve:

High-Level Deliverables and Time Allocation

1. Stakeholder Engagement and Management (25%)

  • Building and maintaining strong relationships with senior government officials (e.g. ARTA, DTI), British Chamber, UK business and partners, and other senior stakeholders to identify areas for collaboration, building on work and collaborating closely with the Embassy’s engagements.
  • Organising and facilitating meetings and workshops to ensure effective communication and collaboration among all parties involved; and
  • Acting as the local representative for OPSS International Delivery, advising government officials and other stakeholders on regulatory reform, consumer protection, and product safety.

2. Planning and Coordinating Technical Assistance (20%)

  • Planning and overseeing the delivery of technical assistance aspects of the EIP Regulatory Reform pillar, and aligning with the Embassy’s wider economic development agenda.
  • Coordinating OPSS interventions on a range of regulatory reform, product safety and consumer protection issues, ensuring alignment with the UK including the Embassy’s programming and activities in-country; and
  • Overseeing and coordinating regional and country-based technical experts during deployments and related senior official inward visits to support the delivery of technical assistance.

3.     Regulatory Reform and Product Safety Initiatives (20%)

  • Continue policy discussions and programming collaboration on regulatory reform, including process reengineering and streamlining, regulatory quality and performance, and regulators’ capacity building, building on the experience and of the previous Economy Reform Programme with the ARTA,
  • Engaging the DTI and other stakeholders in policy discussions and training on product safety, market surveillance, and conformity assessment projects; including developing dialogue on the role of consumer organisations in product safety and providing input on risk assessment methods such as RAPEX/PRISM; and
  • Collaborating with Bureau of Philippine Standards (BPS) on market surveillance, particularly on data management for monitoring and enforcement. Planning workshops and training sessions to enhance awareness and capability in these areas.

4.     Data Gathering, Analysis, and Reporting (15%)

  • Conducting comprehensive data gathering and analysis to assess the current state of regulations, standards, and their impact on various sectors, and aligning these to the Embassy’s economic and social development reporting work.
  • Contributing to project planning and reporting on delivery progress, value for money, and emerging risks; and
  • Producing detailed reports following delivery missions, including strategic meetings with stakeholders and comprehensive data analysis.

5.     Policy Recommendations and Implementation (10%)

  • Supporting the adoption and implementation of policy reforms by the Philippine government, informed by UK expertise and international best practices and aligning with the Embassy’s wider economic reform agenda; and
  • Making evidence-based decisions, informed by the needs of the Philippine government, to prioritise EIP Regulatory technical assistance,

6.     Budget and Resource Management (10%)

  • Managing budgets for workshops, training events, and personal expenses, ensuring good value for money; and
  • Monitoring and reporting on expenditures, ensuring adherence to budget allocations and OPSS policy.

Essential on Arrival:

  • Degree in law, public policy, economics, or any other relevant degrees with strong policy analysis and development components.
  • At least 2 years’ experience of working with and through networks of representatives from government, the private sector, and international institutions.
  • Excellent command of written and spoken English and Filipino, confident and able to tailor messaging to the local context.
  • Excellent negotiating and influencing skills, and ability to engage and build credibility with a diverse range of stakeholders.
  • Good IT skills: proficient in MS Office applications.
  • Ability to work independently as part of a team, under pressure and to meet tight deadlines.
  • Ability to travel if needed.

 

Desirable:

  • Relevant project management qualification or knowledge of programme management principles
  • Experience of working in an international environment with a proven track record of delivering results across government organisations.
  • Broad knowledge of how workings of UK Government or international donors, a plus.
