Main Purpose of the Job:

The British Embassy in Manila is part of a global network providing a full range of consular assistance to British people in the Philippines  in line with the Foreign, Commonwealth and Development Office’s (FCDO) published Consular Charter, local procedures, guidance and performance standards. The successful candidate will be working in a fast-paced and complex environment where the ability to work under pressure and provide leadership is vital, as well as having responsibility for driving high standards of service delivery.

The Vice Consul will work as part of a Consular Team of 9 staff (and as one of three Vice Consuls) in the delivery of the day to day operations and assistance to British Nationals. 

The Vice Consul has the opportunity to make a direct difference to the lives of British Nationals, often in difficult and challenging circumstances. The job requires dealing with a wide variety of complex and sensitive casework, including following deaths, hospitalisation and in helping people to return to the UK.  You may also be involved in responding to crises and other stressful events.  Visits to prisons, hospitals and mortuaries, including travel to different parts of the Philippines, will also be required.

The successful candidate will be working in a fast-paced and complex environment and the ability to work under pressure and provide leadership is essential.

Roles and responsibilities / what will the jobholder be expected to achieve:

1). Leadership and Management: You will manage one or two Pro Consuls.  As part of the Consular management team you will ensure the delivery of high quality of assistance to British people in the Philippines, sharing responsibility to achieve operational performance targets.  

2). Consular Assistance: Help British Nationals in the Philippines in the most complex cases.  This can include:  visiting detainees in jails and detention centres across the Philippines; dealing with deaths and hospitalisations; helping victims of crime or victims of rape or sexual assault; helping destitute people to return to the UK. Some travel within the Philippines, possibly at short notice, to provide direct help to people may be needed. You will maintain timely and accurate records using FCDO’s consular casework system. 

3). Communication, Outreach and Prevention: You will act as the Team’s Prevention and Outreach lead, acting as the link between our Regional Prevention Officer and the Manila Team, and in coordinating Manila’s own prevention and outreach activities.  You will contribute to pro-active outreach in the Philippines and communication with key external stakeholders, including building partnerships with local authorities, British groups, the travel industry, other government organisations and likeminded Embassies.  Ensure publicly available information on gov.uk, including service provider lists and guidance sheets are accurate and up-dated regularly.

4). Crisis: As part of the whole of mission approach, you will be expected to play an active role in the Embassy’s crisis preparedness, including contributing to the Embassy Crisis Management Plan and being a member of the Consular Crisis Team in the event of a major incident.  This may require working on a shift pattern working unsociable hours.

5). Corporate : Play an active part in the corporate life of the Embassy, joining Embassy Committees where appropriate, to maximise the overall wellbeing of staff.

Essential on Arrival:

  • Strong team working skills, including leadership and line management experience, providing motivation and support for colleagues within the team.
  • Able to display sound judgement and an analytical approach in decision making.
  • Ability to drive high quality service standards using sound judgement, critical thinking and problem solving skills, applying procedures and guidance.
  • Previous consular experience, or experience of working in a customer-facing environment including the ability to support people and team members in traumatic or difficult circumstances.
  • Good self-management and organisational skills with an ability to work under pressure in challenging, stressful situations, demonstrating a high level of personal resilience.
  • Flexible, resilient, patient and able to deal with difficult and stressful situations, including working unsocial hours in an emergency.
  • Proven experience of displaying a high level of discretion and responsibility.
  • Ability to liaise with and manage external stakeholder relationships.
  • Experience in completing timely and accurate written information in English.
  • IT proficiency, using MS office, Teams and Outlook and the ability to learn FCDO consular systems.
  • Ability to travel within the Philippines/the wider Asia Pacific region as required.

Desirable:

  • Experience of living in or understanding of the United Kingdom, British people and culture.
  • Previous experience in another support providing organisation would be an advantage.
  • Ability to speak and write in Tagalog.

Working Patterns:

The British Embassy has a formal flexible working policy and welcomes requests for flexible working arrangements, including non-standard working hours (however staff have to be available during opening hours to take calls from customers) or compressed hours. While team members can work from home the expectation is that you will work in the office at least 3 working days each week. Consular work also requires in-person attendance in the office, e.g. when issuing Emergency Travel Documents, and you will be part of a roster system to ensure we have full staff coverage in the office.  

Other Information:

Employment offers are subject to successful clearance of pre-employment checks. Staff recruited locally by the British Embassy Manila is subject to Terms and Conditions of Service according to local Philippine employment law.

No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Any costs related to obtaining or renewing permits and visas are the responsibility of the successful applicant.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
