The British Embassy Kyiv is part of a worldwide network, representing British political, economic and consular interests overseas. We are recruiting an experienced Monitoring and Results Officer.
This post is based in the Humanitarian, Stabilization and Recovery Team (HSTaR) within the British Embassy Kyiv (BE Kyiv) of the Eastern Europe and Central Asia Directorate (EECAD) The position will report to a Grade 7 Monitoring, Evaluation and Learning (MEL) Adviser in HSTaR.
BE Kyiv delivers one of the largest Overseas Development Assistance (ODA) portfolios of the UK Foreign Commonwealth and Development Office (FCDO). The role of Monitoring and Results officer is an interesting and challenging opportunity to deliver a high level of ambition on results and monitoring for Ukraine.
The post holder will be a dedicated expert on Monitoring and Evaluation with specific strengths on results data management (quantitative and qualitative), and innovative communication. They will work with HSTARs MEL advisors to support results and evidence issues across BE Kyiv’s large and complex ODA programme portfolio. This portfolio covers projects and programming in humanitarian, recovery and reconstruction, governance and reform, and conflict & stabilization. A large part of this portfolio is either being re-designed or newly designed. The post-holder will be critical to ensuring the monitoring frameworks are in place early on to inform decision-making through the life of the programme.
You will support programme management staff with setting indicators to monitor our programmes and to assess the quality of information and reporting received from delivery partners. You will also help the HSTAR team to communicate programme results in a meaningful way both internally and externally. This is a critical role within HSTaR, as it helps us to be accountable for delivering results from ODA spend to the UK parliament and the public. Your role will be fundamental to monitor progress, hold our implementing partners to account and to communicate clearly what has been achieved through the ODA budget.
You will also work to build the capacity of programme management staff at BE Kyiv in monitoring and indicator development. You will also need to engage externally with implementing partners on their MEL systems, results data and data collection systems and work closely with our internal assurance and monitoring initiatives to maximise use of result-data and evidence for decision-making.
The role may be extended on a one-year fixed term basis.
Roles and responsibilities
The role’s primary focus is on FCDO baseline funded programming that is being designed or mobilised (e.g. governance and reform, reconstruction and recovery, humanitarian), with a few targeted tasks to support the Conflict & Stabilization portfolio. The Key responsibilities listed below are drawn from, the competency framework of the UK government’s statistical group. Though, as the portfolio in BE Kyiv matures further, competencies from the UK’s Government Social Research will be of relevance.
Results Monitoring and Data Collection:
• Support assessment / understanding of implementing partners data-collection and monitoring systems to inform indicator and results framework development.
• Work with BE Kyiv programme managers to either quality assure or set appropriate qualitative and quantitative indicators to monitor results being delivered by implementing partners.
• Develop and roll-out a checklist of best-practice for results monitoring and data-collection for a range of programming within BE Kyiv.
• Support BE Kyiv’s MEL Advisers to create and / or maintain a set of portfolio level indicators (or processes) to track high-level results being achieved by the portfolio.
• Support MEL advisers to implement third-party monitoring (TPM) programming within BE Kyiv (see footnote for definition) .
Data Quality:
• Quality assuring results that are reported from implementing partners in their quarterly or annual reports or results frameworks. Diagnose any issues and work with MEL advisers and programme managers to resolve them proportionately.
• Perform quality checks on quantitative and qualitative data sources that are used by implementing partners for individual programmes and/or the wider portfolio and advice programme managers on their suitability to inform decision-making within monitoring frameworks.
Data Analysis:
• Advice on the assumptions, strengths, limitations, and interpretations of some quantitative or qualitative techniques used by partners when presenting analysis or reporting to BE Kyiv.
• Collate and prepare quarterly reporting from projects across the conflict & stabilization portfolio
Dissemination:
• Designing and produce innovative products to communicate quantitative and qualitative results being achieved by BE Kyiv’s ODA portfolio to a range of audiences
(external and internal). Use appropriate data visualisation and presentation techniques to communicate results progress and/or achievements.
• Responding to internal FCDO/BE Kyiv briefing and corporate requests on headline results achieved by the ODA portfolio and produce analysis of results data as requested.
Capacity building:
• Organising and deliver training events to build capacity of HSTAR and wider BE Kyiv staff on data, evidence, and learning including dissemination and presenting data.
• Supporting programme teams and implementing partners with technical advise, support and capacity building across all aspects of monitoring, data collection and data processing.
• Supporting the development and implementation of the wider Monitoring, Evaluation and Learning Strategy for BE Kyiv, working closely with MEL Advisers.
• Fluency at C1 level in English and Ukrainian according to CEFR framework*, or equivalent;
• Knowledge of quantitative and qualitative Social Research and Evaluation Methods (data-collection, study-design, data-analysis);
• Minimum of a Bachelor’s degree in relevant area ( i.e. Statistics, Mathematics, Computer/Data Science, Business analytics. but not exclusively),
and//or
• Minimum of two years of experience in a data science discipline and preferably with analytics experience in monitoring and results for development organisations (Government, International NGOs, International Donor agencies, multilateral development banks);
• Knowledge of a range of monitoring, statistical and evaluation tools, techniques and methods;
• Experience of managing, analysing and presenting quantitative and qualitative data using relevant IT systems for data management and dissemination e.g. Power BI, Microsoft Excel and/or qualitative presentation tools;
• Excellent written and oral communication;
• Confident and professional in engaging with a range of stakeholders;
• Experience of collecting, quality-assuring, and analysing quantitative and qualitative results from multi-disciplinary programmes.
This role would suit an individual with experience in sociological research, or an individual with work experience at Think-Tanks, or experience monitoring and data collection for academic institutions or international development organisations.

This is a full-time and fixed-term contract of 12 months, for 40 working hours per week including 1 hour per day for lunch.
This is official employment, and the salary is subject to official tax, currently 19.5%. The salary is a set rate and there are no additional allowances on top.
