Main purpose of job:

Act as one of two conflict advisers providing expertise across the Embassy. As Myanmar’s complex and protracted conflict deepens, the risk to UK programming, from a poor understanding of that conflict, rise as well. In response, British Embassy Yangon (BEY) is expanding its conflict adviser capacity to employ both a G7 UK Based Staff officer and a G7 Country Based Staff officer. These officers will work together to ensure good conflict understanding informs everything we do, take a strategic approach to the conflict in Myanmar, and lead innovative programmes to mitigate that conflict and build a peaceful future. This combination of local and international expertise will be mutually complementary and is essential for success in this challenging context. There is a need for two roles at G7 capability across civil service generalist competencies, including leadership and against expert-level conflict technical competencies as per the FCDO conflict cadre technical competency framework.

In order to support diverse Embassy teams, the UKB position is located in the Political Economics and Governance Team and the CBS position will be embedded in the Human Development & Portfolio Management Team with extension support to the Humanitarian Livelihoods and Human Rights Team. This will reflect the importance of service delivery to conflict dynamics, and the opportunity to build innovative conflict sensitive programming. It also reflects the very high demand for G7 CA expertise across the office.

What will the jobholder be expected to achieve?

To provide high quality, strategic cross-cutting conflict advice to the Embassy. Specifically, by a) bringing a deep understanding of Myanmar’s conflict to inform all aspects of our policy and programming work and b) ensuring our approach to service delivery is best in class in terms of conflict sensitivity.  

You will:

  • Feed into Embassy-wide and programme-level risk management processes, supporting teams to identify conflict risks and mitigate them appropriately. This may include risk ownership of relevant BEY risks, mitigating risks appropriately.
  • You will support delivery of an effective Integrated Security Fund(ISF) portfolio. You will participate in the ISF working group and act as a policy lead for at least 3 ISF projects. In addition, you will support overall management by providing conflict and technical advice for the programme, support on Monitoring, Evaluation and Learning (MEL) and help ensure the ISF portfolio remains conflict sensitive.
  • Will have an extensive understanding of the organisation together with a sound working knowledge of the external business environment. You will be politically aware and be able to anticipate the impact of our work especially when drawing up proposals for change. A key aspect of the role is the ability to plan ahead, think strategically and ensure that operations, service provision or policy programmes are developed to meet changing business needs.
  • You will represent the Embassy in donor and development forums to build UK influence and partnership to promote UK values and approach. You will display a solid thinking and working politically approach and be effective in communicating the UK approach on conflict management across the office and with Ministers. You will identify and recommend new opportunities for engagement with peacebuilding, security and stabilisation and social cohesion/inclusion. You will bring deep Myanmar knowledge and experience and relationships with external experts and central teams to add value to the UK programme in Myanmar and build a robust and effective approach to shaping our ongoing approach.
  • You will design and lead strategic Embassy engagement with a broad range of stakeholders and advise and steer more senior engagement in order to deliver enhanced results across UK policy and programme objectives.
  • Demonstrate independent and high-quality evidence-informed judgement and a high degree of creativity and flexibility to support design and delivery of conflict sensitive policy and programming in the Embassy.
  • Demonstrate leadership in horizon scanning and be pro-active in anticipating issues and understanding underlying causes before providing solutions. You will consult and negotiate with other grades, some more senior and maintain effective contacts with a range of external actors and organisations in order to incorporate evidence.
  • Represent the UK in international for a and demonstrate leadership in the international community to promote more effective coordination on key issues related to peace and conflict and to further UK objectives.
  • Lead the delivery of selected components of business cases within the Politics, Economy & Governance and or Human Development and Programme Management teams, acting as Programme Responsible Owner or component lead as appropriate.
  • Responsible for the overall programme portfolio of approximately £15 million business case, three-year programme and will have management oversight of programme and budget management.
  • Will often act as a team leader with responsibility for delivering team objectives whenever necessary.

Essential on arrival:

  • Deep understanding of the Myanmar context, especially the politics of ethnic and conflict areas; advisory experience within FCDO; A demonstrable track record of delivering conflict outcomes at expert level through strong capability in the Conflict Technical Competencies set out below.
  • Ability to oversee/manage the delivery of high-quality conflict analysis, prioritise analytical needs, identify the appropriate tools, in support of, or in complement with, analysis undertaken across HMG.
  • Collaborative leadership of a conflict appropriate response – Experience in developing, managing and leading policy and programmatic approaches on peacebuilding and conflict resolution that are adapted to the context, manage risks, and deliver effectiveness, impact and value for money.

Language requirements:

  • Language: English, Myanmar
  • Level of language required: fluent.

 

Desirable: Accreditation at expert level in the conflict cadre.  

Technical skills

Candidates will be asked to provide evidence of their skills and expertise. If you are successful and are not already accredited to the conflict cadre, you will have the option of seeking accreditation and will be supported to do so. The FCDO Conflict Technical Competency Framework is available here.

These technical competencies are required at expert level, (if not accredited, ability to demonstrate this level and a commitment to formal accreditation is required):

  • Applied Conflict and Political Analysis and Strategy Development
  • Conflict Sensitivity
  • Conflict Response: Addressing Conflict, Building Peace, Stability and Security.

Person specification:

  • Experience of managing and leading complex conflict ODA programmes. Demonstrable record of SRO/ PRO or lead component level programme management experience. Experience delivering impact in challenging implementing and political environments. Including risk management, managing senior relationships, holding implementing partners to account for delivery and navigating complex political challenges.
  • Deep understanding of Myanmar’s conflict dynamics.
  • Outstanding communication and influencing skills: being credible with senior stakeholders, ability to influence and engage senior interlocutors and provide sensitive advice at pace.
  • Excellent networking, interpersonal and relationship-building skills and experience influencing internationally to achieve FCDO objectives; the ability to work across different teams.
  • The resilience to lead and shape a new area of work, handle multiple projects concurrently, with the ability to research, benchmark, scope, design, implement and evaluate delivery across a range of interventions and projects;
