Main Purpose of Job:

Responsible for leading and effectively delivering the day-to-day security provision at the British Embassy Yangon and residential compounds, and the implementation of FCDO security policy under the direction of the Regional Overseas Security Manager and Post Security Officer.

What will the Jobholder be Expected to Achieve:

The Senior Security Manager reports to the Deputy Post Security Officer, DPSO (who is also the 1st Sec. Operational Delivery Manager). The Senior Security Manager is responsible for monitoring threats, leadership and supervision of the guard force, ensuring effective operational practices and responses, and, in consultation with the Regional Overseas Security Manager, ROSM, providing professional security advice to all staff. Critical to this is the ability to research, prepare and deliver analytical review of incident data and ground level context to deliver and reason the “So what does this mean” question, using the intelligence cycle process as a format. The Senior Security Manager is also the Post Fire Safety Manager, responsible for ensuring we have in place appropriate fire safety measures, fire drilling and staff training. 

The job holder is accountable for delivering the following:

  • The daily assurance of security to the British Embassy Yangon, ensuring effective operational practices and responses. The position has a high degree of autonomy though will have the full support of colleagues across the mission. They will need to work flexibly to prioritise against competing demands.
  • They should always ensure the delivery and maintenance of the highest standards of professional conduct and effective security provision, and reporting requirements. This includes taking corrective action in case of any lapses.
  • Lead on liaison with Host Nation security forces, ensuring relevant flow of security information to the ROSM and PSO/DPSO is maintained. Performing this role sensitively, given the complex relationship with the Myanmar authorities.
  • Maintain a high level of security awareness and culture within the Embassy and apply the incident breach procedures as needed.
  • Representing BEY in like-minded embassy’s’ networking meeting and contributing the ideas on any security issues, escalating issues as appropriate but also showing good judgement to address issues at the appropriate level.
  • Self-accountable for handling reports on issues and deficiencies regarding the teams’ efficiency, keeping the ROSM and PSO/DPSO appraised of any resultant risks.
  • Conduct emergency drills and in the event of an emergency alarm taking responsibility for identifying the cause and resulting necessary action in coordination with the ROSM.
  • Take a lead role in conducting fire, emergency, and evacuation drills, CCTV systems & access control management, assessing the effectivity of these activities, and suggesting improvements where needed.
  • Take a strong leading role in the design and delivery of security plans for regular large-scale functions at the Embassy, applying best practice on the application of “Martyns Law”.
  • Research, prepare and deliver analytical review of incident data and ground level context to deliver and reason the “So what does this mean” question, using the intelligence cycle process as a format.
  • Provide timely and analytical advice on emerging themes and offering a considered and evidenced based advice to the Senior Leadership Team.
  • Be a key person in supporting the Senior Leadership Team with decisions by providing advice on situations relating to staff health and safety using strategic analytical skills.
  • Ensuring all appropriate security personnel, shift and equipment logs and records are maintained in an appropriate manner.
  • Providing arrivals security briefings to new staff on security environment and arrangements.
  • Maintain and review log of daily occurrences, events, functions, and visitors.
  • Undertake additional duties in cooperation with the ROSM and PSO/DPSO.
  • Line management of the “Deputy Post Security Manager” (DPSM) and the Control Room Supervisors.
  • Lead line management of the Guard Force including performance management, staff development, providing regular constructive feedback and ensuring safeguarding and welfare standards are observed according to BEY standards.
  • Advising team members on work allocations, overseeing supervisor responsibilities, emphasising team development opportunities and up skilling the team capabilities through mentoring and coaching. Developing and leading training for the Security Team.

Resources Managed (staff and expenditure): 

  • Line manages five Security Supervisors
  • Quality Assurer for about security workforce including 44 security guards

  • A qualification in Security Management at level five, or willing to work towards within the first 18 months of appointment
  • Within 3 years undertake the Security Risk Management Consultant course
  • A minimum of 2 years’ previous experience of team management
  • Strong organisational skills
  • Ability to work unsupervised
  • Make and defend decisions on security matters,
  • Analytical skills and familiarity with security incident data and reporting
  • Flexibility & ability to maintain professionalism under pressure, and
  • Relevant information technology experience including MS Office (Word, Excel & PowerPoint, Teams)

Language Requirements:

  • Fluency in English and Burmese written and verbal communication skills

  • A minimum of 5 years previous security experience
  • Experience of working within organisations with safeguarding, bullying, harassment and discrimination mitigation frameworks
  • Knowledge of Host Nation security force structure, not necessarily from a background of military or police service, and
  • Qualified candidates irrespective of gender are especially encouraged to apply

The British Embassy Yangon offers a competitive remuneration package, including salary, benefits, leave entitlement of 22 days per annum (calculated in pro rata).

This position is not combatable with hybrid working. The jobholder will be required to spend a minimum of four out of five days in the office and if needed, on-call requirement on a rotational basis shared between the PSM and DPSM.

Employment offers are subject to successful clearance of pre-employment and security checks. Staff recruited locally by the British Embassy Yangon is subject to Terms and Conditions of Service according to local employment law. 

No accommodation or relocation expenses are payable in connection with this position. All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit. Any costs related to obtaining or renewing permits and visas are the responsibility of the successful applicant.  

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
