The British Consulate General in Jerusalem has a vacancy for a Policy and Programme Manager under the Economic Development and Institutions Team (EDIT), job grade Higher Executive Officer (HEO), on a permanent contract.
The successful candidate will lead and support economic development and governance programme management in the British Consulate General’s (BCG) Economic Development and Institutions Team (EDIT) alongside helping to deliver UK policy.
In particular, the role will lead the programme management of EDIT’s £91m Supporting Economic Empowerment and Development (SEED) programme and any potential successor as the Programme Responsible Owner (PRO). As PRO, you will report to the SEED’S Senior Responsible Owner (SRO). SEED provides economic development assistance in Palestine to tackle some of the binding constraints to sustainable economic growth and job creation, working to increase the sustainable supply of water and energy, and improve trade and support private sector development. Its main components are:
The jobholder will also provide programme management support to EDIT’s governance portfolio and potentially other programmes in BCG. This is likely to include programme management support for components under the Empowering Palestinian Institutions and Civil Society (EPICS) programme, working with the SRO, PRO and policy leads.
The jobholder will be responsible for the day-to-day management, coordination, and oversight of programme implementation they work on. This includes ensuring delivery is aligned with strategic objectives, delivers value for money, effectively manages risks, and complies with the UK Foreign, Commonwealth and Development Office (FCDO) programme management standards. The role combines programme management, stakeholder engagement, financial oversight, and policy support, with a focus on delivering results in complex and often fragile contexts.
The role places a strong emphasis on integrating policy analysis and engagement into programme delivery, specifically in relation to critical economic constraints and opportunities in trade, water, and energy sectors. This includes ensuring that programmes not only deliver results on the ground, but also inform and influence policy reform, regulatory frameworks, and institutional strengthening in these areas.

The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required, including participating in the Consulate General’s emergency planning and any other response to a crisis affecting UK Citizens. The jobholder will be required to undertake such tasks as may reasonably be expected within the scope and grading of the post. Working hours:
The Consulate General aims to offer an attractive working environment and remuneration package for this role. No accommodation nor relocation expenses are payable in connection with this position.
This position is for a full-time employment on a permanent contract basis, subject to a 6-month probation period.
Conditioned working hours are 38 hours per week. Normal working hours at the Consulate General are Monday to Thursday from 08:00-16:00 and Friday from 08:00-14:00. Some remote/ home working may be possible, in agreement with the line manager and in line with Corporate Services’ practice and subject to operational requirements following successful completion of the probation period.
The Consulate General actively promotes learning and development including through a dedicated learning and development committee. All staff have the opportunity to develop their own personal development plan and receive feedback and support from their line manager. Staff have access to activities organised by the learning and development committee and to a range of online learning opportunities through the FCDO’s International Academy. The jobholder will be offered other learning and development opportunities in line with the requirements of the role. The Consulate runs regular workshops and teach-ins from experts on different topics, open to all staff.
Some mandatory and essential training are required at the start of the role (security, introduction to our IT systems etc), and other mandatory courses must be completed as well, including on health and safety, data protection and bullying and harassment.

The recruitment process, including security clearance, is expected to take around 2-3 months. The security clearance process includes checks available in country and in the UK, dependant on the security level required for the role and the candidate’s profile and UK footprint. Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of six (6) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
