Security

The British Consulate General in Jerusalem has a vacancy for a Post Security Manager, job grade Executive Officer (EO).

Reporting to the Regional Overseas Security Manager (ROSM), the Post Security Manager will manage the Consulate General’s security team, playing an integral role in the delivery of security strategy to reduce risk and respond effectively to emerging threats.

The successful candidate will also have to deputise for the ROSM in their absence.

Duties and responsibilities:

General security management

  • Actively monitor security threats, risks and issues, consulting the ROSM and DHM/PSO on risk mitigation techniques and Post State of Vigilance (SOV), setting commensurate security posture accordingly.
  • Liaise with local police and like-minded diplomatic mission security personnel on protective security issues.
  • Be on call and provide an out-of-hours response to security incidents, assisting in the coordination of security resources and management of any emergency response.
  • Assist the ROSM and DHM/PSO in planning and executing effective security strategy for Consulate General events and visits that ensures commensurate levels of security, balanced against threat and business need.
  • Monitor and report security breaches and security related incidents to the ROSM and DHM/PSO and assisting with post breach/ incident management.
  • Assist the ROSM in ensuring completion of Overseas Security Advisor (OSA) recommendations at Post.
  • Act as local point of contact for V/VIP security teams, and assist Visits Officer to ensure adequate security for visiting dignitaries.
  • Conduct security induction briefings and training within five (5) days of arrival for all new members of staff and UK-based (UKB) families.
  • Assist the ROSM in providing ongoing security support and advice to UKB families in collaboration with the Community Liaison Officer (CLO).
  • Work in collaboration with the PSM based at the British Embassy in Tel Aviv and provide support for periods of leave or absence as agreed with the ROSM and DHM/PSO.
  • Assist ROSM in planning and deployment of staff to support BCGJ field operations in West Bank areas, and potentially in Gaza in the future.
  • Maintain working relationships with the many and varied security organisations and interests active in Jerusalem, West Bank and Israel, with a view to supporting and assisting in BCGJ operations and activities.

Guard force management

  • Be the first point of contact and manage the FCDO  in-house security team providing a range of manned guarding duties to the Consulate General, ensuring security policy is adhered to and the operational effectiveness of all procedural, physical, and technical security measures are maintained at all times.
  • Administer the FCDO in-house security team, ensuring robust standing orders are up to date, appropriate, and effective, and underpinned by regular training and practice drills.
  • Ensure that security team schedules and rosters are accurate and submitted in a timely manner to allow efficient financial planning.
  • Ensure via Security Supervisors that the security guard mobile patrol schedule is followed.
  • Ensure effective  security with a particular emphasis on access control; person and vehicle search; patrolling; fire prevention; mail scanning; maintenance of occurrence book; incident reporting and incident response; protective surveillance; and exceptional customer service to visitors.
  • Ensure high standards are maintained in all areas of guarding, and in conjunction with the ROSM and HR Officer be prepared to deal with disciplinary issues, poor performance or attendance matters with the guards as well as Line Management support, mentorship and coaching to Security Supervisors in helping them to drive the success of appraisal management and performance processes in line with FCDO policy, via HERA.
  • Management and deployment of security support staff to BCGJ field operations
  • Direct line management of two AA Security Supervisors, counter-signing officer for remaining S grade Security staff of 12 staff.
  • Ensure that Learning and Development opportunities are identified, sought and developed for security team.

Physical security

  • Working with the ROSM and Estates Manager to regularly review and maintain the physical security of the Consulate General and Residence grounds, identifying and dealing with issues quickly and effectively.
  • Assist the ROSM in leading on maintenance projects of physical security measures in consultation with relevant partners and stakeholders.
  • Assist the ROSM in reviewing and, where necessary, implementing physical security upgrades to staff accommodation.
  • Assist the ROSM, as required and in accordance with security clearance levels, in providing training and guidance on  Consulate General opening/ closing procedure and policy to relevant staff.
  • Assist the  Consulate General Estates Team to ensure maintenance schedules and emergency repairs to the Hostile Vehicle Mitigation (HVM) measures are conducted efficiently by the maintenance contractor.
  • Oversee the Security Contract and obligations associated thereto, with the Office of the Quartet and their Head of Security, who ensure the security services to our Nablus Road offices are being delivered in line with our contract and security requirements of the FCDO to ensure the safety of our staff occupant in that building.

Technical security

  • Responsible for Access Control Systems, ID badge issue, issuing access privileges, and monitoring and reporting system faults.
  • Monitor and report issues with Closed Circuit Television (CCTV) and to provide training and guidance to system users.
  • Conduct and record weekly testing of VOICE alarm system, reporting any concerns to the Secure Technical Services Officer (STSO).
  • Assist the ROSM in ensuring Foreign, Commonwealth and Development Office (FCDO) policy on electronic devices and mobile phones is adhered to.
  • Administer and account for the Digital Radio systems, ensuring that regular radio checks are carried out and recorded.
  • Provide support, where necessary, to the STSO.
  • Procurement Officer of all security required equipment and uniforms as may be needed from time to time;
  • Clear and efficient management of GPC receipting via HERA and budget management in collaboration with our Finance Manager on security spend.

Personnel security

  • Assist the ROSM and HR Officer,  in conducting country based staff security vetting, ensuring all mandatory checks are completed in line with FCDO guidance and policy, liaising with UK Security Vetting/ ROSM/DHM/ PSO and Personnel Security Team, and storing records appropriately.
  • Manage cleared/ un-cleared contractors and escorted/ unescorted visitor passes and access policy through consultation with the PSO and Post Security Committee (PSC).
  • Ensure adequate supervision of external contractors and maintenance staff.

Security administration

  • Act as Joint Secretariat of the Post Security Committee (PSC). Under direction of the ROSM and DHM/PSO, to arrange meetings; draft agendas; and record, draft and issue accurate minutes in a timely manner.
  • Assist the ROSM in providing thorough security risk assessments and reports of all internal and external Consulate events.
  • Assist the ROSM in reviewing, revising, and issuing Post Security Regulations to all new staff upon taking up appointment and all staff thereafter on an annual basis.
  • Assist the ROSM and DHM/PSO with security breach investigations and remedial action as required.
  • Maintain an accurate inventory of security equipment, ensuring all equipment is in satisfactory working order.
  • Assist the ROSM in ensuring that regular security incident drills are conducted and that all staff are adequately briefed on procedures.
  • Assist the ROSM in conducting security surveys of new staff accommodation and any other property being purchased or leased.
  • Conduct periodic out-of-hours inspections of the Consulate General to identify security breaches, reporting findings to the ROSM, DHM/PSO.

Generalist

  • Build strong and effective networks and relationships with key contacts outside of the Consulate General , with a particular focus on other friendly embassies, security professionals, and security organisations.
  • Ensure effective outreach and engagement with the British Council in Jerusalem and British Support Team in Ramallah.
  • Take an active role in the embassy’s Crisis Management Plan and Embassy response to incidents or emerging threats that may affect the Embassy or UK nationals.
  • Take active role in the Consulate’s H&S Committee supporting the committee as needed to ensure H&S management in line with FCDO policy;
  • Take on a corporate responsibilities role as required of all staff to support the work of the mission and the welfare of their staff.

The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required, including participating in the Consulate’s emergency planning and any other response to a crisis affecting UK Citizens.

      • Extensive and relevant applicable knowledge and experience in diplomatic security, managing related events and field operations.
      • Experience/knowledge of Health & Safety work practices.
      • Proven ability to communicate effectively (both verbal and written) to staff and other external parties, including law enforcement organisations.
      • Proven record of strong problem-solving skills backed by sound judgement, discretion and diplomacy.
      • Ability to work quickly, reliably, and proactively with attention to detail and with limited supervision.

      • Holds a C1 Driving IL Licence.
      • First Responder (First Aid) level.
      • Proven track record in line management, leadership and problem-solving including discipline and performance matters.

      Eligibility:

      If you are selected for this position, the Consulate General will be able to employ you as long as you:

      • Receive the appropriate level of standard security clearance;
      • Currently hold a Jerusalem ID; and
      • Holds a valid local work permit or be able to secure one to work in Jerusalem.

      Working hours and remuneration:

      The Consulate General aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable salary of ILS 13,845 per month plus transport allowance of ILS 497 and social benefits. No accommodation nor relocation expenses are payable in connection with this position.

      This position is for a full-time employment, on a permanent contract basis subject to a 6-month probation period. Working hours are 38 hours per week. Normal working hours of the Consulate General is Monday – Thursday 0800 -1600 and Friday 0800 – 1400. The successful candidate should also be flexible in their approach to hours worked as these will also be dictated by operational needs and may involve working out of hours (evening and weekend), particularly during events and visits or during times of crisis.

      Some remote/home working may be possible, in agreement with the line manager and in line with Corporate Services practice and subject to operational requirements following successful completion of the probation period.

      The Consulate General actively promotes learning and development including through a dedicated learning and development committee. All staff have the opportunity to develop their own personal development plan and receive feedback and support from their line manager. Staff have access to activities organised by the learning and development committee and to a range of online learning opportunities through the FCDO’s International Academy.

      Some mandatory and essential training are required at the start of the role (security, introduction to our IT systems etc). The Consulate General runs regular workshops and teach-ins from experts on different topics related to the OPTs, open to all staff. There is the opportunity to travel to other British Government Consulates/Embassies to see how staff in similar roles work. You will be required to travel to Jordan.

      Some mandatory courses must be completed upon arrival at post, including on health and safety, data protection and bullying and harassment. Upon arrival at post, the jobholder and line manager will discuss a personal development plan. Opportunities for learning and development are diverse and plentiful and can include regional travel to shadow counterparts or trips to London for courses delivered by Civil Service Learning.

      Process:

      The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates profile and UK footprint.       Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of six (6) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
