The British Consulate General in Jerusalem has a vacancy for a Procurement & Corporate Support Officer, job grade Administrative Officer (AO) under the Corporate Services Team.

The successful candidate will be working closely to consolidate and deliver an effective Procurement in line with the Foreign, Commonwealth and Development Office’s (FCDO) Policies and Principles whilst balancing need with budget limitations.

You will provide a support to deliver all the procurement tasks for the Consulate whilst also providing support as back up finance officer to our finance manager. You will also deliver excellent customer service to internal and external stakeholders in line with the FCDO’s financial policies and objectives, demonstrating skill, knowledge, objectivity, confidentiality, team work and working at pace.

Duties and responsibilities:

  • Engaging all processes related to procurement purchasing and receiving of goods at the Consulate in collaboration with various team leaders, line managers and stakeholders, as required in the day-to-day operational management of the Consulate.
  • Carry out procurement support and oversight function to credit card holders for the British Consulate general Jerusalem, through the use of Government Procurement Card (GPC) for goods and services.
  • Ensure internal control procedures are followed for GPC and Corporate Credit Card (CCC) use by GPC and CCC holders and flag up areas of concern for improvement and limit of risk.
  • Support the finance team with oversight function of all credit card payment receipting and approval to ensure credit card spends impact on post finance budget forecasting and management is accurate and up to date.
  • Work with the Contract Managers and Regional Procurement Hub in good time, on all contracts.
  • Collaborate with teams, on all the procurement requests at Post, in line with FCDO policy to procure as needed and for value, which includes but is not limited to: engaging with respective team leads involved in the spend to understand need; engage market research and competitive tenders, identify preferred suppliers who can meet the quality standard and services required with value for money in mind,  with a view to negotiating long-term contracts in line with FCDO procurement policy as needed
  • Support and oversee the contract tender process of various procurements of goods and/or, services, including estates projects in collaboration with various BCG teams. This includes but is not limited to: sourcing of suppliers; creation of input and agreement of specifications; preparation of tender documentation; liaison and coordination with suppliers to clarify requirements; coordination and evaluation of bids; seek appropriate approval and direct negotiation.
  • Active involvement and lead in all procurement process, with the Regional Procurement Hub and the Contract Manager to assist them with the tendering process and also to facilitate the paperwork and bring local knowledge to the fore to help support Value for Money contracts. This also includes coordination with the requisitioners to get the requisitions process completed and approved in good time.
  • Work with contract managers to support and review all supporting documents for the setup of a new suppliers including the Supplier Maintenance Forms before submission to Head of Corporate Services for approval.
  • Maintain records of approved suppliers and relevant compliance documentation as required by the FCDO policies.
  • Manage active supplier lists and ensure it is fit for purpose across procurement categories, whilst also developing a supplier database for the Consulate.
  • Conduct regular competitive tender processes across all departments, for approved suppliers to ensure compliance with FCDO procurement policies.
  • Conduct regular in-house procurement training sessions for stakeholders and suppliers to keep them abreast of procurement policies and needs to ensure procurement compliance in line with FCDO procurement policies.
  • Coordinate with the finance manager and other budget holders to make sure procurements are in line with approved budgets and forecasts to help limit risk and improve overall financial management of post budget.
  • Oversee and control stocktake across all corporate departments in collaboration with various departmental managers, including but not limited to the office and residential furniture inventory, IT inventory, residence stock inventory, vehicle inventory, cleaning supply inventory, stationery inventory and security inventory, fire safety inventory and first aid inventory.
  • Manage Municipal Tax for the British Consulate General Rental Properties.
  • Engage all and any corporate support tasks within the corporate department, as directed by line management, from time to time.
  • Work with the finance manager and deputise for him while he is on leave including managing pay and salary processing through Manila Hub and with our respective banks as needed from time to time.
  • Engage corporate volunteer role in support of a corporate objective per annum.

The above list is not exhaustive, and the jobholder will be required to be flexible and take on other ad hoc tasks as required, including participating in the Consulate’s emergency planning and any other response to a crisis affecting UK Citizens.

    • Excellent communication skills in English, Hebrew and Arabic both written and spoken. Able to express ideas and messages clearly and concisely.
    • Holds a B.Sc. in Accounting, Business Administration, Finance or related field.
    • At least two (2) years previous procurement/contract management experience in a structured organisation.
    • Proficiency in Microsoft Office, in particular, Excel.
    • Excellent interpersonal and communications skills.

    • Holds a Valid Israeli Driving License.

    Eligibility:

    If you are selected for this position, the Consulate General will be able to employ you as long as you:

    • Receive the appropriate level of standard security clearance; and
    • Currently hold a valid local work permit or be able to secure one to work in Jerusalem.

    Working hours:

    The Consulate General aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable salary of ILS 9,364 per month plus transport allowance of ILS 497 and social benefits. No accommodation nor relocation expenses are payable in connection with this position.

    This position is for a full-time employment, on a permanent contract basis subject to a 6-month probation period. Working hours are 38 hours per week. Normal working hours of the Consulate General is Monday – Thursday 0800 -1600 and Friday 0800 – 1400. Some remote/home working may be possible, in agreement with the line manager and in line with Corporate Services practice and subject to operational requirements following successful completion of the probation period.

    The Consulate General actively promotes learning and development including through a dedicated learning and development committee. All staff have the opportunity to develop their own personal development plan and receive feedback and support from their line manager. Staff have access to activities organised by the learning and development committee and to a range of online learning opportunities through the FCDO’s International Academy.

    Some mandatory and essential training are required at the start of the role (security, introduction to our IT systems etc). The Consulate runs regular workshops and teach-ins from experts on different topics related to the OPTs, open to all staff. There is the opportunity to travel to other posts subject to L&D Committee approval. Some mandatory courses must be completed upon arrival at post, including on health and safety, data protection and bullying and harassment.

    Upon arrival at post, the jobholder and line manager will discuss a personal development plan. Opportunities for learning and development are diverse and plentiful and can include regional travel to shadow counterparts or trips to London for courses delivered by Civil Service Learning.

    Process:

    The recruitment process, including security clearance, is expected to take around two-three months.
