The British Government’s Consulate in Miami has an exciting opportunity for a dynamic and driven person to join the British Overseas Territories & Polar Directorate Justice programme team as a network manager for the Overseas Territories Regional Criminal Intelligence System (OTRCIS). OTRCIS is a law enforcement cloud based analytical system and part of the critical national infrastructure for those British Overseas Territories that use it. In this role you would be working in a diverse international environment to support UK diplomats, armed forces personnel and other country-based staff operating across the British Overseas Territories.
This is a chance to directly contribute to the way in which the British Government supports development of law enforcement capacity and capability in the British Overseas Territories.
Key responsibilities of the role are to:
- Manage the network of British Overseas Territory agencies that use OTRCIS and assist with the development and expansion of the system. At the moment seven territories utilise OTRCIS. Subscribing agencies include police, customs, immigration and probation.
- The network manager will be single point of contact between the territories and the system’s commercial supplier (SAS Ltd ).
- The network manager will provide specialist technical advice to maintain and develop the system. They will assist with system recovery and repair.
- They are responsible for managing the OTRCIS business recovery plan.
- The network manager will complete monitoring and evaluation of processes and contribute to general project activity.
Occasional international travel will be required as part of event and project planning and delivery.
The ideal candidate will be a strong team player, be a clear and effective communicator, with strong attention to detail with a background in information technology and programme management.
The role is offered on a fixed 2-year contract with an option for a 1-year extension.
The role is entirely funded by the subscribing British Overseas Territories and remains a country-based role.
Roles and responsibilities
- Manage the technical requirements of OTRCIS and ensure the effective use of the system by subscribing agencies. Includes being responsible for the design, planning and coordination of project events and activities. Supports the OTRCIS working group. (60%)
- Complete project monitoring and evaluation processes in accordance with FCDO OTPD processes. (15%)
- Tracks, forecasts and monitors programme spend, and provides accurate financial reporting to the OTPD law enforcement adviser and senior officials in relevant British Overseas Territories. Identify and manage spending gaps, budgetary risks and issues, and formulate mitigation options. (10%)
- Identify opportunities to add value to the programme and make recommendations to the senior programme officers to ensure the most efficient use of programme resources. (10%)
- Any other duties as assigned. (5%)
Resources managed (staff and expenditure)
Staff:
- The role does not require direct line management of staff but will require coordinating programme activities and completing project monitoring and evaluation processes.
- The network manager has a significant leadership role in negotiating and advising police commissioners, directors and heads of governor’s offices in their use and development of OTRCIS. In addition, the network manager coordinates territory-based system managers and system administrators in their training and use of the system and coordinates problem solving when there are system outages or technical failures.
Expenditure:
- The network manager coordinates all OTRCIS expenditure and budgets.
- Recurring annual budgets are c. £350k.
- In addition, there are bespoke development projects that the network manager leads. For example, in 2024/2025 the transition to the SAS Ltd Viya analytical solution involved an investment of over £1m.

- At least 3 years of relevant experience in managing information technology projects involving international delivery.
- Proven capability in project management.
- Proven capability to deliver technical projects in accordance to an agreed project plan.
- Proven capability to deliver project monitoring and evaluation.
- Excellent levels of written and verbal communication and proven stakeholder management and engagement with senior and junior members of staff.

Core Hours/Hybrid Working
While many jobs in the US Network are able to offer flexibility in terms of working hours, core business hours are 09:30 to 15:00 (in the local time zone) Monday through Friday.
Employees will be expected to work from office full-time during the first 90 days of employment. After this time employees may work from home no more than 40% of the working week, subject to operational needs.

Unique Tax Rules
Please note that the tax arrangements imposed by the US on staff working for foreign governments, as well as those imposed by the UK Treasury on British and dual nationals working for the UK Government overseas, are atypical. The UK Government cannot withhold taxes (including FICA) on behalf of a US taxpayer. Instead, a US taxpayer is required to file taxes as if they are self-employed, and a FICA allowance is granted for those required to pay the employer contribution. Certain categories of staff (for example dual UK-US nationals and some visa holders) who work at Consulates General are not subject to US taxes. For those not subject to US taxes the UK Government reduces gross pay to a level broadly equivalent to taxed net pay. There are also social security implications for dual UK-US nationals. Please keep all this in mind when looking at the salary and the benefits package.
