Who are we? 

The British Embassy in Ankara is part of a world-wide network representing British political, economic and consular interests overseas, and is now looking for a Policy and Programme Manager.

The British Embassy’s Development Section is part of an Embassy that oversees a 7-post country network of over 300 staff, including the Consulate in Istanbul and 5 small coastal posts; and hosts more than a dozen different government departments. We are a small high-performing team focused on results and impact through our work.

Main purpose of job:

This is a rewarding and challenging role helping to deliver the UK’s new humanitarian and development programme. You will support on policy engagement and programme management of the development programme working closely with the senior programme manager, technical advisers, delivery partners and broader stakeholders including government counterparts.

What will you be expected to achieve?:

The purpose of the role is to advise on and implement policy and programme management across British Embassy Ankara’s development and humanitarian portfolio. This role is expected to act as cover for the Senior Programme Manager as and when required. The role will require good programme management skills, excellent knowledge of FCDO’s Programme Operating Framework; and be a self-starter with strong ability to work independently to mobilise and deliver programmes throughout the programme cycle. The jobholder will work closely with the wider development team, and other embassy staff to support delivery of the development programme.

The role is also expected to maintain a comprehensive current understanding of the policy environment for Syrian refugees in Turkey and wider international support, particularly affecting education and protection to Syrian refugees and host communities.

Key objectives are listed down in detail below:

Policy

  • Maintain and share analysis of humanitarian and refugee/displacement policies, trends and issues.
  • Leads on policy areas covering refugee education and protection to support timely delivery of the BRRIT programme objectives.
  • Research and produce regular high-quality development updates, policy advice, briefings and communications products related to the refugee context and FCDO’s response in Turkey, working with colleagues across the Embassy to ensure consistency and accuracy of message.
  • Maintain and influence a varied network of stakeholders throughout Turkey on issues of relevance to the development team.
  • Contribute to advice across the Turkey Network on issues related to development and humanitarian assistance, particularly related to government of Turkey.

Managing the programme cycle:

  • Support on mobilisation, inception and delivery of aspects of the new programme.
  • Use FCDO programme delivery systems to inform Delivery Plans, decisions and lessons.
  • Be a source of programme expertise for the assigned programmes and ensure compliance and transparency requirements are applied effectively.
  • Support on delivery of annual/programme completion review cycle, ensuring that all reviews are planned, adequately resourced and delivered within deadlines.
  • Leads assigned programme management responsibilities to ensure partners deliver intended results, with a focus on value for money, results and impact.
  • Works closely with programme management experts to build capability and understanding of PrOF to support wider Embassy as and when needed.

Managing risk and issues:

  • ​Support the identification and assessment of risks, applying appropriate mitigation and escalation measures during project mobilisation and implementation; and implementing project controls until appropriate level of assurance is established.
  • Support the delivery, maintenance and revision key programme management documents such as due diligence assessments for partners, programme delivery plans and risk registers.
  • Undertake monitoring visits to evaluate programme delivery, including through engagement with partners and provide inputs into risk register and log frame.

Engage others

  • Effectively present programme objectives and delivery to others (partner government line ministries; UK government departments, donors, UN and NGOs) with ability to identify opportunities to convene different interest groups in support of overall objectives.
  • Represent FCDO at a range of internal and external meetings; influencing effectively to shape the direction of policy while ensuring that it reflects wider UK government priorities and policy direction.
  • Supports on liaison, correspondence, and communication with Turkish authorities in Turkish and translates and interprets as and when required.
  • Support a corporate role within the British Embassy that contributes to the wider Embassy function and supports positive behaviours and team-work.
  • Demonstrate zero tolerance to Bullying, Harassment, Discrimination and sexual exploitation and abuse.

The successful candidate will have excellent analytical and communication skills as well as being a strong team player. This is a high-paced role and the candidate will need to be resilient to maintain high standards of service in a challenging but rewarding environment.

Essential on arrival:

  • Proficiency at C1 level in English and Turkish according to the CEFR Framework*.
  • An established track record in international development and/or humanitarian affairs.
  • Strong understanding of the political and programming context for humanitarian and development work in particular education and protection needs in Turkey
  • Experience managing and delivering development programmes.
  • Strong financial and risk management skills.
  • Ability to build relationships with a broad range of stakeholders including government counterparts, NGOs, international organisations, UN, and civil society.
  • Ability to work at pace, prioritise workload and respond flexibly as new priorities arise.

The following technical competencies will be required for the successful jobholder to engage effectively with stakeholders:

  • Managing the programme cycle (practitioner): This competence is about understanding the tasks and obligations at each stage of the FCDO programme cycle, and applying them directly, or through others depending on role, to support delivery.
  • Managing risk and issues (practitioner): This competence is about identifying when and how risk can be taken; applying risk management best practice; and understanding when risks become issues and taking action to respond to those issues.
  • Monitor, Learn and Adapt (practitioner): This competence is about using a wide range of information to monitor and track programme results; to draw on and generate learning during the programme cycle, adopting deliberately adaptive interventions where appropriate.

Desirable:

  • Strong understanding of FCDO’s control and assurance approach.
  • Bachelor’s degree or higher in humanitarian or development studies or related fields.

This is a full-time, permanent position, for 5 working days (36.25 hours net), per week. 

The monthly salary for this position is $3,800.00 USD gross, paid in 12 instalments, HEO level. Please note that staff members are responsible for paying any income tax required by local law.
