Main purpose of job:

Responsible for the security of the High Commission’s resources, staff and assets, whilst providing direct support to the Facilities Manager/ Deputy Head of Corporate Services and Regional Security Adviser (RSA) to ensure the Security Team effectively meet this Mission’s requirements daily.
The Post Security Manager (PSM) will work in conjunction with the Facilities Manager/ Deputy Head of Corporate Services, Post Security Officer (PSO) and RSA in ensuring effective procedures are in place to manage security, and fire emergencies.
The PSM will ensure all members of staff are fully aware of and comply with security regulations and proactively maintain security and fire policy.
The PSM is responsible for preparing security, emergency and event plans, guard briefing procedures, and crisis response support.
Management and leadership of the security team is a critical responsibility, ensuring service delivery against Key Performance Indicators, guard awareness and response to emergency procedures including fire and other drills, real or otherwise.
To provide safe and secure working and living environments for all staff and UK dependents at the British High Commission Colombo.
Roles and responsibilities / what will the jobholder be expected to achieve:
- Manage and develop country-based security Team, improving professionalisation, providing technical and policy guidance on security matters and customer handling. Provide advice and support for Reception staff. x 20%
- Provide guidance and advice to senior management and ensuring a professional security culture, including through acting as Secretariat for the Post Security Committee, participating in Crisis Committee meetings to ensure that management make well-informed and well-judged decisions on Post security issues. Ensure that the current state of vigilance is being properly implemented and regularly reassessed. x 20%
- Liaison with Sri Lankan law enforcement, including Diplomatic Police, Metropolitan Police, Tourist Police, MFA on security, events and crisis situations x 20%
- Conduct Deputy Fire Safety Manager duties in line with the Fire Safety Manager. Conduct ‘Radiation Protection Supervisor’ duties for the X Ray Unit being used within the High Commission. Maintain the radio network and ensure radio checks are carried out in line with the Post Security Committee policy. x 10%
- Manage security inventories and ensure security KPIs are met on a monthly basis. Administer security arrangements and briefings for staff/families and visiting members of HMG.
- Analyse key security-related events (i.e. protests, demonstrations, rallies etc) to forecast and determine risk factors and security threats. x 20%
- Deliver training and co-ordinate departmental training requirements and lead on security team recruitment., Carry out other corporate-related duties as directed by Head/Deputy of CST or PSO . x 10%
Resources managed (staff and expenditure):
- Line manages Security Supervisors and is overall responsible for managing the Security Team.

Essential on arrival:
- Excellent interpersonal skills and good IT skills. Competent in working with Microsoft Office Applications.
- Minimum of 5 years’ experience in a similar security role.
- High school diploma, degree or equivalent.
Language requirements:
- IELTS 7/ advanced or equivalent (Spoken and Written).

Desirable:
- Previous knowledge or experience of working within a security and multicultural environment.
- Certification/ qualification on fire safety and emergency response would be an added advantage.
- Having a valid driving Licence (normal) and good driving skills/ record.
The successful candidate will be someone who:
- Uses initiative, can organise, plan and prioritize effectively. Responds calmly to crises
- Can work well as part of a large team.
- Can liaise with staff at all levels.
- Be constantly aware of any security developments and be able to disseminate any relevant information.
- Have proven liaison with relevant local authorities
- Have good local knowledge of areas, routes, locations and potential places of concern.
- Have protocol awareness and an understanding of the one HMG approach
- Have proven background of analysis of information from multiple sources to produce recommendations.
- Is prepared to do other work in support of the British High Commission

For British High Commission (BHC) candidates, the Country Based Staff BHC Terms & Conditions will apply.
For other than BHC candidates, starting salary will be LKR 183,268 + EPF 12% + ETF 3% per month. The current equivalent USD salary paid (at fixed corporate exchange rate from March 2022) is USD 905.00 per month. Other benefits include 13 month’s salary (pro-rated) and medical insurance coverage.
Please note that the current salaries are being dollarized and processed in USD (pegged to a fixed corporate exchange rate from March 2022) to provide cushion against the current external market conditions. This is a temporary measure and is subject to review at regular intervals. The payroll will revert to local currency processing once the external market conditions are normalised.
