Main purpose of job:

We are delighted to offer an exciting opportunity for a Post Security Manager /IT Support Officer position in Zagreb to manage the Embassy’s Security Guard team and to ensure the proper observance of FCDO security protocols in line with the latest guidance from the FCDO. To advise and support the Post Security Officer (PSO), Post Security Committee (PSC) and FCDO Security Personnel on all matters relating to security (e.g. Embassy estate, events etc.) and to liaise with the local authorities on security issues.

 

You will provide a well-functioning IT/telephony/AV platform to enable embassy work.  Working with the FCDO’s IT services, to provide technical support to staff on related systems, in accordance with the respective Security Operating Procedures.

 

Roles and responsibilities

Post Security Manager/ Fire Safety Manager

Manage Embassy Security Guard team:

  • Motivate team, set performance goals, provide feedback, and conduct performance reviews;
  • Promote learning and development within the team. Ensure staff have undertaken all relevant training and refresh training regularly;
  • Manage team’s roster, ensuring sufficient security cover.

 

Promote Strong Security Culture:

  • Support the PSO by organising quarterly Post Security Committee (PSC) Meetings; preparing the agenda and relevant papers and taking forward PSC decisions;
  • Monitor implementation of all security protocols e.g. Post Security Regulations (PSRs), mail handling procedures etc. informing the PSO of any breaches to the PSRs and providing any recommendations for changes to the PSRs;
  • Conduct quarterly bomb and incident drills;
  • Actively monitor security situation in the host country and regularly liaise with local law enforcement; providing timely updates and recommendations to staff, the PSO, Regional Overseas Security Manager (ROSM) and Post Security Committee;
  • Play an active role in crisis planning and act as Security Manager in Crisis;
  • Oversee the CCTV system and intruder alarms and ensure that all CCTV cameras are functioning correctly and are regularly serviced;
  • Review and where necessary implement security improvements in the Embassy offices and residential estate;
  • Organise security for Embassy events;
  • Facilitate visits to post by the Regional Overseas Security Manager (ROSM) and Overseas Security Advisor (OSA) and ensure implementation of recommendations from OSA reports, e.g. providing quotes, seeking funding and arranging works.

Manage fire safety and compliance:

  • Regularly view and update emergency procedures in line with guidance;
  • Review and communicate emergency evacuation procedures to staff regularly; including through organising quarterly exercises;
  • Organise regular tests and maintenance of fire safety equipment/alarms;
  • Conducting annual Fire Risk assessments for all Embassy properties.

 

ITSO (official IT, standalone IT and Telephony)

  • Liaise with Helpdesk to resolve IT and telephony issues at post and act as point of contact for Head Quarters (HQ) for technical visits or rollouts of new IT systems/hardware;
  • Provide desk-side support activities to users including debugging minor issues that can be resolved locally and replacing hardware where necessary;
  • Administer Embassy email distribution lists and user accounts (for official and standalone network) e.g. requesting new account creations from the IT Helpdesk;
  • Arrange service and maintenance of technical equipment needed for Business Continuity and Crisis (e.g. Satellite phones, IT equipment for Crisis deployment), purchasing additional equipment where necessary and agreed.
  • Administer, support and maintain the standalone network at the Embassy Offices and residence;
  • Manage stock and inventory of office machinery and consumables incl. maintenance and replacement schedules as needed;
  • Manage Contracts with ISP’s and Telecoms for embassy and support UK staff with arranging residential internet;
  • Manage all AV equipment, installation of new equipment and repairs.

 

Team Support

  • Support other members of the Corporate Services team as required;
  • Participate in post crisis activity;
  • Act as cover for Corporate Services Officer Finance;
  • Assisting or organising CS projects on residential or non-residential properties;
  • Management of the CS imprest;
  • Processing payments when colleague is absent;
  • Involved in organising H&S works.

  • Proficiency in English and Croatian (minimum C1 level, both written and spoken);
  • Valid Driver’s licence;
  • Advanced skills in using Microsoft Office tools;
  • Experience in maintenance of IT systems, networks and AV equipment;
  • Minimum 2/3 years in security management or government sector or either relevant experience;
  • Experience in IT networks and AV equipment.

  • Experience of/knowledge of health and safety work;
  • Experience of procurement processes;
  • Line management experience;
  • Experience of working as an end-user computer engineer, or relevant IT related qualifications.

This is a full-time, permanent appointment. The annual salary for this position is €29,681.28 Gross (+ 47,78 Euro transport allowance).

 

The successful candidate will be subject to professional background and security clearance and must have pre-existing work authorisation for Croatia in order to apply.

 

Staff recruited locally by the British Embassy in Zagreb are subject to Terms and Conditions of Service according to local Croatian employment law.

 

Visa/Passport requirements: Candidates must currently hold the independent right to live and work in Croatia.
