Main purpose of job:

It is for the Post Security manager to support the Post Security Officer (PSO), Deputy Consul General Sao Paulo (DCG) and Regional Overseas Security Manager (ROSM) in the delivery of adequate safety and security measures at the British Consulate-General (BCG) and UK-based staff residences. Appropriately mitigating and managing risk, ensuring the safety of staff and assets under normal working conditions whilst also preparing for times of crisis.

Supporting the PSO/ROSM in the consideration, planning, implementation and operation of physical security measures at the BCG, overseeing these measures at the BCG and UK-based properties and managing day-to-day access issues as they arise.

Be the point of contact for the Building Facility Management concerning safety and security matters at the BCG.  

Manage the operational disposition of the in-house guard force and assist in providing operational briefings, induction and regular security training for all security guards.  

Act as the point of contact with local police, law enforcement agencies, the military and other Brasilia government agencies, developing and maintaining good working relations with senior police officers and counterparts in the host government and partner embassies/Consulates, liaising on the provision of police and other security support to the BCG events.

Assist with updating security elements of BCG crisis management plans, acted as a Crisis Emergency Team member, and provided security advice and assistance during crises or emergencies. 
Help structured emergency procedure training for guards, staff and families. It also includes planning and conducting emergency drills and the weekly testing of all alarm systems.  

Be the focal point for Country Based Staff (CBS) security clearance processes, coordinating requirements with the ROSM and HR team.  

Conduct security briefings for new CBS staff and official visitors as required and issue security passes (if applicable).  

In collaboration with the Secure Technical Services Officer (STSO), manage and maintain technical security systems of the embassy, including emergency communications equipment and pass control.

Assist in preparing and coordinating additional security measures for major BCG events and VIP visits, liaising with ROSM, venue security and local law enforcement.

Roles and responsibilities:

Main Duties:

GUARDING

  • Line management of the Guard Supervisors (GS). Oversight of the BCG Force for the main building and the Residence, including where necessary, through attendance and supervision at significant events held on compound or exterior locations.
  • Actively carry out line management responsibilities of the GS, including performance management and staff development, providing regular and constructive feedback, and following the recognised appraisal cycle.
  • Report to the ROSM daily on the previous 24 hours by 0830 on matters relating to the Embassy estate and incidents of interest and emerging situations, which may affect security.
  • Manage X-ray machine annual service contract. Ensure X-ray machines are maintained and in working order and that annual servicing is timely.
  • Guards supervised and trained in opening and closing diplomatic bags.

OPERATIONAL SECURITY

  • In collaboration with the ROSM, provide security advice, including management and investigation of operational incidents.
  • Be the point of contact for all event security, ensuring guest lists are received in sufficient time and additional resources deployed where necessary, considering budgetary constraints and any necessary changes and adjustments in the program when required. Ensure that proportionate safety and security measures are in place.
  • Advise the Post Security Officer (PSO) and ROSM of any security breaches and occurrences, concerns and requirements, including repair of security equipment, gates, blockers, perimeter fencing, etc.
  • PSM ensures that security briefings are provided for official visitors, temporary duty staff, new joiners and arriving families.
  • Issue staff entry passes; maintain access control system and database.
  • Assist ROSM with implementing Security Advisor recommendations, local staff clearances, independent research, providing reports on security-related subjects as required, and analysis of current crime figures and trends in liaison with the PSO and ROSM.
  • Be part of the Post’s crisis management plans and participate in crisis exercises as and when required.
  • Develop collaborative security knowledge via networks with other mission’s security staff, the Police and diplomatic and private security firms (covered above)
  • Carry out regular emergency drills and security training for staff. Set and oversee the highest professional standards of the BCG guards.
  • Regularly check with GS that all appropriate security logs are maintained correctly and orderly.
  • Be a daily presence in the Embassy and field questions and requests from staff and the DSOs.
  • Conduct emergency drills and, in the event of an emergency alarm, take responsibility for identifying the cause and resulting necessary action.
  • Maintain liaison with Police, other security organisations and neighbouring friendly missions.
  • Take a leading role in designing and delivering security plans for regular large-scale functions at the Embassy, under guidance from the ROSM.
  • Record Embassy staff travel for security and ensure liaison with DSOs for the issue of relevant travel equipment.
  • Undertake property inspections and reports.
  • The job holder will have a reasonable degree of autonomy but will have the full support of colleagues across the mission. S/he will need to work flexibly to prioritise against competing demands. Maintaining effective networks within and externally within the Post is essential.
  • Consular is to be made aware of all and any approaches of British nationals reported through GS and DSO.
  • The jobholder will also have the opportunity to engage in wider Corporate Services or Post corporate roles.
  • Be available to escort non-cleared contractors or visitors.

TRANSPORT & LOGISTICS

  • Ensure vehicle logbooks and documents are updated and comply with local /UK regulations.
  • Management of consulate driver.
  • Manage and assign transport requests, providing alternative transport when required.
  • With the CST plan, the purchase and disposal of fleet vehicles
  • Ensure the maintenance of cars is in line with manufacturers’ recommendations.
  • Assist with transport planning for VIP visits.
  • Oversee the management of incoming and outgoing diplomatic bags, including King’s messenger runs.

HEALTH & SAFETY – Post Fire Safety

  • Be the first point of contact for fire safety issues.
  • Identify and report any hazards, risks or incidents.
  • Ensure all staff receive adequate training and instructions in emergencies and procedures.
  • Lead on the post-response to the annual Post-Compliance Assessment.
  • Conducted and recorded weekly fire safety audit checks, maintaining the Mission Fire Safety Manual according to FCDO requirements.
  • Ensure annual evacuation drills at the main BCG compound and CG Residence in consultation with the CG and household.

  • Experience in security management in corporate, military / government sectors, or other relevant experience.
  • Proven ability to communicate effectively (both verbal and written) to staff and other external parties, including law enforcement organisations.
  • Local knowledge of Sao Paulo.

Language requirements: 

Language: English/Portuguese 

Level of language required: Fluent written and spoken.  

  • Good verbal and written skills, including the use of Microsoft tools.
  • Experience/knowledge of health and safety practices.

Working patterns:

BGC supports and promotes flexible working as a crucial part of our inclusive offering. This role allows for flexibility in start and end times, working compressed hours, subject to agreement with management. However, the nature of the role is office-based, and remote working is not suitable for this role.
 
The nature of this role will occasionally necessitate the PSM to work outside of regular working hours, with very little notice, to follow through investigations and assist with events or VIP visits.
