UK Mission

Development and Humanitarian

Main purpose of job:

  1. To help build the private sector in the Democratic Republic of Congo, that is green, inclusive, vibrant and responsible, contributing to the UN Sustainable Development Goals
  2. To engage with UK expertise and the UK private sector to achieve the Sustainable Development Goals with accompanying benefits to the UK
  3. To develop strong relationships with in-country development financial institutions including British International Investment and the Private Infrastructure Development Group
  4. To support UK programming in country so that it delivers private sector opportunities effectively in the DRC, where applicable

Roles and responsibilities: 
We are an agile organisation and priorities change from time to time however, the below is an indication of how you will be expected to prioritise your time

Policy (35%)

  • Position the UK at the forefront of private sector development policy engagement through developing policy, contributing to advocacy strategies and directly advocating for UK private sector development policy objectives
  • Engage effectively with senior officials and also directly with Ministers as necessary
  • Develop close engagement with FCDO’s private sector development policy and research teams to ensure that the work is informed by the latest evidence and learning

Programme (30%)  

  • Provide technical oversight and lead technical advice into the design, delivery, monitoring, evaluation and learning of FCDO private sector development projects and programmes.
  • Support wider Embassy programmes where there are private sector development components (such as our £38m Green Growth programme) and where there are opportunities to support wider objectives in this area.
    Relationships and networks (20%)
  • Establish constructive relationships with key individuals and organisations, including representing FCDO with relevant partners and in relevant forums. This will include for example:
    o    Internally within FCDO and HMG: working across FCDO teams and with other government departments
    o    Externally:  with DRC and donor governments including at senior levels, with the private sector, civil society, research organisations, academia, and also with bilateral and multilateral aid agencies and foundations, in-country, at headquarters, regionally and/or internationally – as needed

Relationships and networks (20%)

 People and building capability (15%)   

  • Maintain cutting edge understanding of and application of evidence and work to build the capability of others
  • Support wider private sector development objectives. This might entail support to another country programme such as contributing to an annual review, developing an evidence product or the design and delivery of training for other private sector development advisers or HMG officials

  • Several years relevant experience ideally having worked in the private sector (e.g. banking, accountancy, investment, business) or in international development (e.g. consultancy, NGO, academia, overseas assignment)
  • Indicative professional standard: degree level education or the ability to demonstrate equivalent level of knowledge and experience
  • Demonstrated interest in and commitment to the UN Sustainable Development Goals, the development agenda and the role of the private sector (e.g. trade, investment, growth) in alleviating poverty
  • Ability to apply your expertise to a wide range of topics, being agile and flexible
  • A demonstrated commitment to continuing professional development, innovation, the power of data and evidence
  • Recognised for specialist or technical knowledge and/or skill, underpinned by extensive experience applying it in practice on complex issues; connected with other experts
  • The resilience to manage multiple projects concurrently, with the ability to research, benchmark, scope, design, implement and evaluate project delivery to tight deadlines
  • A proactive approach and a focus on continuous improvement of self and service, with an appetite to work with others to simplify processes and improve efficiency
  • An ability to write briefing, policy notes, notes of meetings (in English)
  • An ability to provide translation for meetings from French to English and English to French
  • Evidence of technical skills expertise (Candidates will be asked to provide a 250-word example for each technical skill)

  • Experience running/working on a private sector development programme

  • You will benefit from access to a range of FCDO training and development opportunities including those within the Private Sector Development cadre
  • We are willing to consider candidates who will have flexible working requests. However, the role will require travel outside of Kinshasa and work outside normal working hours – at times
