The British Embassy in Armenia is part of a world-wide network, representing British political, economic and consular interests overseas, and is now looking for a Programme Officer.
The selected candidate will manage the implementation of the economic development projects funded via the Good Governance Fund, liaising with project implementers and service providers; ensuring value for money and policy impact of the projects and contributing to the Embassy’s input into the strategy.
Working with the Head of Programmes and in close coordination with Programme, Advisory and Results Group (PARG) and CSSF EN regional Hub in Tbilisi the Programme Officer will provide high quality advice to support development and implementation of economic and related projects, implemented by the British Embassy in Yerevan. The Programme Officer will bring economic skills and understanding of trends and developments in the Armenian economy, and will make sense of them both in terms of HMG priorities and wider regional contexts. The Programme Officer will provide advice on the Embassy’s programme strategy in support of UK objectives in Armenia; manage implementation of Armenian-based projects under the UK’s Good Governance Fund (GGF). The Programme Officer will support the Embassy’s senior management by providing analysis on trends and issues relevant to the programme strategy; and by representing the Embassy at relevant external events.
Roles and responsibilities:
• As a member of the Programme team, manage economic projects work in the Embassy, including issues pertaining to project identification, design, procurement, contracting as well as monitoring and evaluation;
• Apply a political economy lens to the development and implementation of all GGF programmes and provide insights to various colleagues in the Embassy and in the wider network;
• Liaising with project implementers, consultants and service providers, beneficiaries and key policy officers within the Embassy to ensure gender, VFM and climate sensitivity and compliance with branding/visibility standards, and advise the Embassy’s Project Board on project selection that best delivers the Embassy’s Country Business Plan;
• Work closely with implementers to deliver economic projects and monitor progress – delivery of outputs and programme outcomes against the context. Facilitate evaluation and lessons learned.
• Follow and prepare reports related to the developments in sectors impacting on projects, alert senior managers to risks stemming from projects, contribute to the Embassy programme planning process, share lessons learned with colleagues in Post/region/London/donors;
• Lead on liaison with project implementers to ensure that project activity is delivered on time and within budget and provide advice to project implementers on financial and reporting requirements.
• Manage the Embassy’s response to project documentation requests from London stakeholders – ensuring that terms of reference and project bids are accurate and support the GGF delivering against Embassy objectives. Leading the delivery of timely narrative and financial reporting which demonstrates impact and value for money.
• Work with the embassy communications team, to ensure the impact of programming is communicated effectively and sensitively to audiences internally and externally to increase visibility of the programme and UK objectives.
• Maintain and update relevant stakeholder mapping, especially in Armenia, the wider region, and the UK, to inform programme work and support the policy teams with stakeholder engagement and follow-ups. This will include liaising with government, the private sector, civil society and academia/thought-leaders.
• Produce regular economic briefings and ad-hoc reports when needed, to help inform our policy work, both in the Embassy and in London, liaise with colleagues on these issues to ensure a joined up approach that delivers UK objectives in Armenia;
• In liaison with policy delivery team colleagues, organise and take part in events and visits by His Majesty’s Ambassador and Embassy colleagues related to projects. Contribute to the planning and delivery of public diplomacy activities related to the GGF;
• Manage project data, ensuring appropriate storage of project materials and updating Embassy Teams site.

This is full-time and permanent contract of 35 hours per week (Monday to Friday) from 09:00 to 17:00. Flexible working is available. The gross monthly salary is 1,031,513 AMD (paid x12 instalments yearly). The successful candidate will be subject to professional background and security clearance. The successful candidate must have pre-existing work authorisation to work in Armenia, in order to apply. The British Embassy does not sponsor work permits. Staff recruited locally by the British Embassy in Armenia are subject to Terms and Conditions of Service according to local Armenian employment law. The British Embassy Yerevan has a year-round focus on Learning and Development. All staff are encouraged to take an active role in their own development. Time will be made available for training courses, teach-ins, online and face to face opportunities to learn, not only about the specific role, but also more about diplomatic work of the HM Government globally.
