Main purpose of job:
The British High Commission in Barbados is looking for an experienced, capable, and motivated Programme Officer to join our Performance and Delivery Hub. The postholder will work with advisory and other programme management colleagues but will also have specific programme management responsibilities.

The purpose of this role is to ensure that FCDO’s programmes are managed in accordance with its policy and procedures. The Programme Officer is expected to provide high quality and timely programme management advice and implementation of tasks to enable effective and efficient programme delivery.
The Programme Officer will be expected to work under the guidance of the FCDO Deputy Development Director and other programme management staff. The successful candidate will also be expected to support other teams and staff across the region, as and when this support is needed.
In this varied role, the successful candidate will contribute to policy discussions relevant to their programmes, represent FCDO in meetings with key partners, and respond to corporate returns. The Programme Officer will need to operate FCDO finance systems for managing programmes, accurately meeting forecasts, targets and deadlines.
Roles and responsibilities:
Project Cycle Management
- Inputting tasks to create, design and obtain system approvals for projects
- Performing tasks e.g. asset and risk register maintenance, delivery plan updates, stakeholder and beneficiary tracking
- Assisting in performance of project completion tasks
- Assisting Senior Programme Officer (SPO) in ensuring compliance with the FCDO Programme Operating Framework (PrOF)
- Submitting, checking and updating Devtracker and other legislative requirements
- Assisting the SPO with searching and reviewing documents while the SPO drafts e.g. due diligence assessment, business case
- Ensuring all documentation is saved appropriately
Procurement
- Maintaining supplier records
- Confirming the receipt of goods or services ordered
- Scanning copy invoices/demands for payment and indexing them in Teams
- Assisting in resolving issues where an invoice does not match the services ordered
- Validating and processing signed documentation for issue to/from supplier
- Checking of valid claims for payment and updating the system to reflect payment
Budgeting & Finance
- Identifying amounts owed to FCDO and drafting invoices, pursuing debt and initiating debt write-off if necessary
- Submitting invoices, credit notes and refunds
- Inputting budgets, forecasts, and adjustments
Reporting
- Running reports and enquiries in our system (AMP/HERA)
- Assisting the SPO in gathering information and inputting information into our systems
- Requesting and receiving reports from implementing partners
Corporate/Other
- Supporting the Performance and Delivery Hub with a range of corporate related commissions
- Supporting Annual Management Assurance Process checks
- Assisting with travel, meetings and record keeping

- Bachelor’s Degree (Business Administration, Finance, Project Management, Public Administration or other relevant field) with at least three years of project delivery experience
- Ability to organise and prioritise own work and deal with matters simultaneously
- Excellent command of written and spoken English
- Ability to take responsibility for quality of work, and to identify and resolve minor work problems
- Able to work collaboratively, flexibly and adaptively, including as part of a team spread over a range of locations, and to demonstrate initiative
- Proven experience in engaging and influencing external partners and managing suppliers and budget
- Computer literate and familiar with basic features and use of simple spreadsheets
- Able to create clear and accurate first drafts of project documentation, reports, correspondence, and notes of meetings
- Able to listen well and communicate effectively with colleagues in Team and externally
- Detail-oriented
- Familiarity with regulatory standards, policies and governing bodies
- Quality assurance
- Legal status to live and work in Barbados in your own right, from time of application

Employees who are not liable to pay local income tax on their Mission salary, e.g. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.

Working patterns: Core office hours are 7.45am to 4pm Monday to Thursday and 8am to 1pm on Fridays. This role is in-person, but flexible arrangements can be negotiated with the Line Manager as needed (up to 2 days a week remote w/approval).
- Applicants must have the independent right to reside and work in Barbados
- The period of probation for this role is three months, although the British High Commission reserves the right to extend this period in order to fairly assess performance
- Full induction and coaching will be arranged for the successful applicant
- The salary for this position is BBD $103,356 per annum
- Annual leave entitlement is 16 days rising to 20 days after one year of service then 25 days after 5 years. BHC Bridgetown also observes a combination of up to 14 UK and local public holiday days
