Main purpose of job:

The successful candidate for the Conflict, Stability and Security (CSSF) Programme Officer role will be a part of the Somalia Stability, Security and Justice (SSJ) team.  The role will focus on delivering quality security and justice capacity building and institutional strengthening projects through commercial, NGO and multilateral partners and subject matter experts as part of the team’s Security and Justice portfolio. 

This role will require use of programme and project management skills in project mobilisation and implementation; delivering excellent results, financial, and risk management; project monitoring; maintaining effective relationships with partners; and delivery of value for money primarily within the CSSF Somalia Security Sector Reform component.  Willingness to work flexibly across the wider FCDO Stability, Security and Justice portfolio will be required at times.

Roles and responsibilities / what will the jobholder be expected to achieve?:

A.    Lead on high standards of financial management:

  • Take lead on managing and monitoring project budgets and expenditure, including monthly review of implementing partners’ activity based budgets (ABB) and expenditure reports (ERs), and generating progress reports from FCDO accounting system and implementing partners financial data.
  • Work with the programme lead to develop efficient and robust mechanisms to realistically forecast, monitor, manage, review, report and record partner spend, while challenging partner forecasts and budgets where necessary.
  • Maintain efficient working-level relationships and provide end-to-end support for assigned procurement activity including fulfilling Hera system-related responsibilities such as requisitioning, receiving, invoice validation, monthly invoice payment, and troubleshooting invoices on hold, processing payment of supplier invoices, forecasting and providing data for financial reporting requirements.
  • Ensure all financial information and records -including invoices, expenditure reports, evidence, audit reports and statements etc.- are received, reviewed and records maintained appropriately.
  • Work with internal and external colleagues to continually assess and achieve value for money and develop periodic progress updates.
  • Support follow up with partners/consultants on payments, checking and processing within set deadlines, and requesting additional information as required.
  • Support and participate in financial due diligence and compliance spot-checks and help track on the recommendations ensuring feedback is embedded into programme management.

B.    Programme management support:

  • Liaison with programme lead, policy colleagues and implementing partners to establish, manage and monitor key performance indicators, and risk, updating on progress and risk trends to ensure effective delivery.
  • Assist team in carrying out programme management activities such as due diligence audit, asset spot checks, OSJA updates, risk assessments and annual reviews.
  • In line with the agreed programme MREL and Result Management frameworks, support the tracking of indicator performance, and collating of stories of change and other evidence.
  • Oversee documentation and records on Teams and support on communication of lessons and progress effectively for internal and external audiences.
  • Occasional travel to Mogadishu for participation in project activity and monitoring.

C.    Contract Management Support:

  • In support of bidding and award processes, review and drafting of programme agreements (MOUs, Grant Agreements and Contracts); and managing compliance to agreed terms. This may require working with suppliers/implementing partners, and London-based procurement teams.
  • Support on commercial engagement, ensuring commercial process milestones are met in time.
  • Support the team to meet internal corporate compliance requirements including quarterly compliance checks.

D.    Corporate/Cross-team programme support:

  • Provide secretariat support to SSJ team corporate and board meetings, including collating and distribution of meeting papers and circulating the agenda as required.
  • Contribute to cross-team working in the delivery of the team’s internal and external corporate responsibilities including coordinating logistics for programme/team related meetings, events and workshops.
  • Provide leave cover to programme team when required.
  • Other related duties that may be assigned within the team on audits, visits etc. during surge periods.
  • All CSSF funded roles must ensure compliance with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.

Resources managed (staff and expenditure):

The job holder will work collaboratively with the programme teams to take responsibility for the financial management of the programme budget.

  • Programme and project management and delivery skills and experience (2+ years) and responsibility in similar rapidly changing contexts, preferably with experience working in partnership with multiple delivery partners such as private sector, NGOs and/or UN agencies.
  • Demonstrated ability to manage finance, risk and results in development programmes.
  • Ability to deliver high quality results at pace, while working with minimal supervision.
  • Excellent interpersonal and communication skills, and efficient informed decision making.
  • A proactive approach and a focus on continuous improvement of self and others, with an appetite to work with others to simplify processes and improve efficiency.
  • An undergraduate degree in Programme Management, Sociology, International Relations or other degree relevant to the job.
  • Strong IT skills and literacy in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams).
  • The role requires fluency in written and spoken English.

  • Experience in governance programming in Somalia or similar contexts
  • Managing cross-departmental funds
  • Working with a donor organisation
  • Somali language skills would be an advantage

Working patterns:

Official Working hours are from 7.45am – 4.30pm (Mon-Thurs) and 7:45-1:00pm on Fridays; 36.25 hours/week. Some flexibility is allowed on starting and end times based on core hours and the Working-from-home policy.
