Main purpose of Job:

The UK Integrated Security Fund (UKISF) is a cross-Government programme fund with a network of over 600 staff, operating in over 80 countries, focused on tackling priority strategic national security challenges for the UK.
This role will be based in Singapore but operate regionally. The successful candidate will help adapt, cohere, and develop UKISF activity in the region.
The role will work closely with a Programme Manager and project leads to create meaningful impact against big strategic challenges. The programme team have oversight of a multi-million dollar effort and work closely with British Defence Staff South-East Asia and regional political and economic networks hubbed in Singapore and the region.
The role will lead on some of the core aspects of running a UKISF programme – project development and management, contract management, procurement, and financial oversight. The role will provide a secretariat function to our programme board and working group, which will drive our programme’s coherence and decision-making. They will need to build excellent relationships across our diverse mission, and our diverse portfolio of partners.
This will be a busy but hugely rewarding job, with excellent travel opportunities. Some calls out of hours will be required, however the team and the High Commission value highly balance and flexible working.

Roles and responsibilities / what will the jobholder be expected to achieve:
Programme and contract management – 75%
- Develop and oversee assigned projects to ensure they operate effectively and compliantly, have real impact and support delivery of our objectives, meeting programme requirements.
- Regular monitoring of projects, including attendance at project events; conducting monitoring and scoping visits regionally in South-East Asia.
- Ensure that clear, timely and accurate monthly / quarterly financial and narrative reports are gathered from project partners and appropriately handled and reviewed;
- Maintain budget forecasting and expenditure spreadsheets and preparing updates for London to meet financial reporting obligations.
- Maintain good information management, ensuring all implementer reports, contracts and correspondence is organised and accessible.
Stakeholder Engagement and co-ordination – 20%
- Manage and coordinate a regional board process and working group, including minute taking, tracking actions and setting the agenda;
- Build and maintain relationships with a broad range of relevant external stakeholders, including host government stakeholders, international NGOs, academics and other partners to inform development of our programme work.
- Work closely with colleagues in the wider High Commission and UK government system to ensure policy and programme work is closely aligned and coordinated, to support delivery of our objectives.
- Forward planning on travel and other duties for a small programme team; organisation of incoming and outgoing visits;
Corporate – 5%
Frequent opportunities exist for staff to contribute to the wider High Commission by volunteering for a variety of corporate roles.

Due to the clearance requirement for this role, this vacancy is only open to citizens of the following nationality: UK, Australia, New Zealand, Canada, US passport holders. In addition to the duties which this job normally entails, you may from time to time be required to undertake additional or other duties as necessary to meet the needs of the High Commission, including playing a part in the corporate life of the mission and supporting any crisis response.
