The British Embassy Santiago is seeking a temporary Prosperity Programme Manager to join the team. This role will lead on the Embassy’s International Programme-funded projects and serve as a subject matter expert on all programming and projects. This role will also focus on global health policy which, for 2025, is focussed on Anti-Microbial Resistance, in partnership with Science and Technology Officer.

Roles and responsibilities:

International Programme Manager (50%):

Oversee the BE Santiago’s International Programme portfolio, from initial design, through development, implementation, and evaluation. Ensure projects are aligned with UK objectives and deliver the intended outcomes. Management of all contracts, monitoring, reporting, evaluation and financial procedures for that portfolio, in line with best practice. With support of Prosperity Support Officer, manage project funding and ensure projects keep to budget and on track. Where external implementation partners are involved, work on the tender process, selection and management of implementing partner, through the lead policy officer.
 
Project Management delivery for Prosperity Team and wider Embassy (20%):

Embed good project management practices in BE Santiago, acting as Programme Responsible Owner for IP programmes as well as the Secretariat of the Embassy’s Programme Board, and overseeing Programme Board processes throughout the financial year. Ensure that programmes adhere to the latest Programme Operating Framework (PrOF). Where appropriate, seek out and design bids to HMG programme funds. Work within the Prosperity Team to design and deliver key projects and events. The role also requires working with other British Embassies in the LATAC region.
 
Health Policy Lead (20%):

Working in collaboration with Prosperity, Political and DBT teams, act as the policy lead for health, with a particular focus in 2025 on Anti-Microbial Resistance (together with Science and Technology Officer). Lead bilateral relationship with Chilean Ministry of Health and manage the UK-Chile MOU on health, including by working with UK’s Department of Health and Social Care where appropriate.
 
Line Management (10%):

Line manage the AO Prosperity Support Officer.
Support the line management of an AO Officer in the political team in relation to their goal on health policy.

  • Experience of programme and project management e.g. leading programmes/projects working for a commercial, government or not-for-profit organisation.
  • Financial management experience.
  • Strong interpersonal, communication and relationship management skills with the ability to lead projects, take the initiative to deliver outcomes and build productive working relationships.
  • Line management experience.

Language requirements:

Language: 

Proficient English

  • Relevant experience of FCDO programme and project management, including knowledge of the FCDO’s Programme Operating Framework (PrOF).
  • Knowledge of FCDO financial management processes (payments, procurement and budget monitoring).
  • Spanish at professional fluency, particularly for use when developing initiatives with local implementers.
  • English at professional fluency.
  • Health policy experience (to cover the 20% health policy part of the role).
  • Qualification in programme management.
  • Experience of working with the Chilean government or multinational organisations.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
