Main purpose of job:
Consular staff all around the world assist British people overseas who need our help: for example, victims of crime, those in hospital or prison, those who have suffered bereavement, people who are particularly vulnerable, or during times of crisis. Across the Asia-Pacific region there are over 100 consular staff, in 35 different locations, providing these important services.
This role supports that network of consular staff in Asia-Pacific. The job holder manages a range of budgets and organises regional networking events and communications, including two conferences each year. They report directly to the Regional Director of Consular Services in Singapore.
The main areas of responsibility are:
Roles and responsibilities / what will the jobholder be expected to achieve?
Resource Management (50%)
Overall responsibility for budget management of APAC Regional Budget (approx £530k), working with local budget managers to achieve full spend and accurate and timely reporting.
Ensure accurate allocation and monthly forecast information for APAC Network, using FCDO’s management tools;
Work with Consular Finance team in UK HQ to understand best practice in budget reporting and monitoring, and ensure that this is communicated clearly to the APAC network;
Provide support and expert advice for budget managers; support new budget managers;
Responsible for central APAC budgets for L&D, Conferences and Events, regional travel;
Produce regular Budget Summary reports, highlighting budget risks/opportunities.
Regional Event Delivery (30%)
Working with the Consular Regional Director to deliver high quality events and communications; contribute to region-wide activities.
Design and delivery of two regional consular conferences per year (outside of Singapore), by: identifying suitable locations and venues and managing contracting arrangements; devising programmes which prioritise regional learning and developing needs; ensuring everything runs smoothly during the conference, liaising with suppliers and presenters.
Work with a part-tine resource in the British Embassy in Bangkok to support event design and delivery.
Regional Consular initiatives (20%)
Work with the regional consular team to develop and deliver impactful communications to share news and local stories.
Be the single point of contact for all L&D enquiries in the Asia Pacific region. Manage the participation of new staff in consular training in London.
Work with a colleague in Bangkok to deliver the regional consular bonus scheme and regional resilience deployments.

Working patterns:
Normal working hours are 37.5 per week: 8:30AM to 5:00PM from Monday to Friday (with lunch hour).
Occasional travel will be required across the region (and, potentially, to the UK). Approximately once per month, you may need to join an evening call with UK counterparts (this can be done from home).
Terms of service:
In addition to the monthly salary listed above, the High Commission pays an annual wage supplement each December equivalent to two months’ salary (pro rata for incomplete years).
In addition to the duties which this job normally entails, you may from time to time be required to undertake additional or other duties as necessary to meet the needs of the British High Commission, including playing a part in the corporate life of the mission and supporting any crisis response.
No accommodation or relocation expenses are payable in connection with this position. You must have or be able to obtain a local work permit which we will sponsor.
Staff recruited locally by the British High Commission are subject to terms and conditions of service according to local Singapore employment law.

We have a generous leave offer including: 23 days annual leave, increasing to 25 after 5 years’ service, with the option to carry over up to 10 days into the subsequent leave year; 13 public holidays; generous maternity and paternity leave; and childcare leave. The successful applicant will be entitled to leave on a pro-rata basis.
We encourage volunteerism and offer up to 3 days paid volunteer leave.
We offer medical insurance to support staff with the high costs of healthcare in Singapore and periodic reimbursement for the cost of eye tests and replacement eye wear.
