Main purpose of job:

To lead an expanding portfolio and team of climate change and energy policy work with Singapore on this important issue, building on the UK’s COP26 legacy, and looking ahead to the rapid scale up in mitigation ambition necessary to keep 1.5c within reach, delivering climate resilient green economic growth. Support Singapore to deliver its commitments, and secure new opportunities to collaborate on our priorities by mobilising UK expertise across Government and beyond, and implementing the climate and sustainability elements of the new PM-level UK-Singapore Strategic Partnership. 

Roles and responsibilities / what will the jobholder be expected to achieve:

The successful candidate will work as part of a small team in the British High Commission, alongside stakeholders and colleagues from across UK Government to:

  • Lead development, ownership, and accountability across the large Mission for delivery of green growth elements of the Singapore country business plan and strategy, which will require contribution by several other busy teams
  • Lead, delegating to the HEO Climate Attaché as suits respective skills and experience, on HMG policy in respect of the Singapore Climate and Energy Portfolio, supporting colleagues across the High Commission, including the High Commissioner, to understand and deliver these policies to better effect.
  • Lead on implementation of the climate and sustainability components of the new Prime Minister-level Strategic Partnership with Singapore, particularly around sustainable infrastructure and investment in SE Asia. Work with HMG colleagues, and Singaporean partners to understand and develop options that will ensure the best model of working with Singapore, including in the wider ASEAN region.
  • Provide expert policy analysis and advice to UK stakeholders, incorporating whole of UK Govt perspectives, and a well-balanced assessment of the facts and nuances of local context.
  • Seek out and develop new relationships within the wider Government, diplomatic, private and third sector community to support effective, visible advancement of UK policies in Singapore.
  • Support the small team and the wider regional network to deliver policy priorities into ASEAN and its other Member States, including ensuring that trilateral cooperation opportunities with Singapore in the region on these policy areas are well understood and developed.
  • Lead and oversee all Singapore-facing climate change and energy projects and programmes, providing or securing relevant policy advice to multi-year UK-ASEAN development programmes managed elsewhere (Singapore, Jakarta and London).

Resources managed (staff and expenditure):

  • Line manage 1 x HEO Singapore Climate, Energy and Nature Attaché
  • When recruited, countersign 1 x Singapore Climate and Energy intern
  • Oversight of project, programme, and administrative budgets of up to around SGD1m/yr (non-ODA)

  • At least 2 years’ experience of managing and delivering through a team successfully
  • At least 4 years’ experience of policy analysis or development in a climate, energy, or nature field
  • At least 4 years’ experience of working with or in the public sector
  • At least 4 years’ experience of working with international institutions / multi-national organisations
  • At least 4 years’ experience of project or programme management
  • Strong IT skills in all MS Office applications
  • Experience developing policy recommendations based on evidence-based analysis
  • Experience building and maintaining collaborative stakeholder relationships across public, private, and third sector

  • Experience working within UK and/or Singapore Government

Benefits:

We offer a competitive package, which includes basic salary of SGD 9,091 per month and a generous annual wage supplement (as part of total guaranteed remuneration) of an additional 2 months’ salary paid out in December each year, Central Provident Fund (CPF) payment in lieu for non-Permanent Resident foreign nationals, 23-days annual leave entitlement and a health insurance plan. The basic salary is non-negotiable.

We have a generous leave offer including: 23 days annual leave, increasing to 25 after 5 years’ service, with the option to carry over up to 12 days into the subsequent leave year; 14 public holidays; generous maternity and paternity leave; and childcare leave. We encourage volunteerism and offer up to 3 days paid volunteer leave.

We offer medical insurance to support staff with the high costs of healthcare in Singapore and periodic reimbursement for the cost of eye tests and  replacement eye wear.

Learning and development opportunities:

We offer time and financial support for the successful candidate to take advantage of professional learning and development opportunities inside and outside of the organisation.

The BHC has an active Learning & Development Committee which works hard to provide a comprehensive L&D offer. There is a wide range of options available for personal development including training courses, coaching and mentoring, job-shadowing, presentations and learning sets. Staff have access to a wide variety of online resources through the International Academy and Civil Service Learning. Staff are strongly encouraged to take advantage of all available opportunities.

All new hires undertake a workplace induction and there are a number of mandatory e-learning courses that must be completed in order to pass probation.

Working Patterns:

Normal working hours are 37.5 per week: 8.30am to 5.00pm from Monday to Friday. The team operates a ‘core hours’ policy of 1030am to 230pm with individual flexibility around that.

British High Commission Singapore supports and promotes flexible working as a crucial part of our inclusive offering. Our current posture allows for staff to work from home for up to 40% of their working week, subject to line manager agreement.

Other information:

In addition to the duties which this job normally entails, you may from time to time be required to undertake additional or other duties as necessary to meet the needs of the High Commission, including playing a part in the corporate life of the mission and supporting any crisis response.
