The British Embassy in Mexico City is looking for a candidate to temporarily undertake the role of Sustainable Energy and Infrastructure Officer. This is an exciting opportunity to play a role in the work of our diplomatic network to tackle climate change, support an energy transition and promote sustainable infrastructure as engines for green growth. 

Roles and responsibilities:

Policy/strategy (35%): Lead on all energy and infrastructure policy work in the Embassy’s Development Section.

  • Understand energy,infrastructure and critical minerals policy issues of greatest significance to Mexico, in the run up to 2024 elections and through government transition periods and identify areas of common interest with the UK;
  • Interpret and recommend how to promote energy and infrastructure and critical minerals policy priorities while recognising and capturing the range of different national and sub-national interests within the country;
  • Lead on energy, infrastructure and critical minerals reporting and communications, such as briefings, presentations, diplomatic telegrams, and policy reports.

Programmes (35%): Support successful implementation of existing energy, infrastructure and critical minerals projects and programmes and explore opportunities for new ones. 

  • Provide strategic advice for the implementation of energy and infrastructure related programmes under the UK’s International Climate Finance Portfolio, including but not limited to relevant UK PACT energy initiatives, the UK’s Sustainable Infrastructure Programme, the Market Accelerator for Green Construction Programme, amongst others;
  • Lead on identifying potential sources of funding, including through bidding to centrally managed programes (CMPs), for energy and infrastructure programmes and projects, and any request for scoping new initiatives in Mexico, including possible capital investments in infrastructure;
  • Ensure effective oversight of contractual, financial, monitoring and reporting elements of the programmes that you manage;
  • Work with Press and Communication Team to maximise impact communication of these portfolios, including through participating in regional visits, producing social media content, communiqués, OpEds, impact stories, etc.

Climate, Gender and Inclusion (20%): Act as the focal point in the Embassy for Climate, Gender and Inclusion (GESI) policy and programme work.

  • Review and understand the main priorities on how climate change affects women and girls and vulnerable populations in Mexico and apply this knowledge as required to our portfolio of policy and programmes;
  • Strengthen the network of internal and external GESI and climate experts to identify potential partners to implement awareness-raising activities and scope for joint initiatives;
  • Identify initiatives on climate and GESI which the Embassy could support or integrate into current strategies;
  • Work closely with Development Section colleagues to implement initiatives on climate and GESI under the Enabling Equalities Fund;
  • Share results and recommendations from existing initiatives driven by the Embassy on climate and GESI, including those from UK PACT.

Corporate Contribution (10%): Help make the Embassy a great place to work.

  • All Embassy staff are expected to fulfil a defined role in the event of a crisis;
  • Contribute to the Embassy’s wider corporate agenda and values by being an active member in one of our committees, working groups or taskforces.

Essential on arrival:

  • Essential: training in a relevant field (Climate and Energy Science, Infrastructure, International Relations, etc);
  • Relevant level of experience working for an organisation in a related field, for example, working for/with national or local governments, international organisations or agencies, preferably in energy and infrastructure.
  • Programme management experience.
  • Strong written and spoken communication skills.
  • Standard computer literacy skills.

Language requirements: 

Language: English and Spanish
Level of language required:  minimum level required C1 under CEFRL or equivalent

Desirable:

  • Bachelor’s Degree in a relevant field (Climate and Energy Science, Infrastructure, Political Science, Economics, International Relations, etc); a Master’s degree is an advantage.

The successful candidate will be subject to a security clearance and professional reference checks.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.  

Appointable candidates who were unsuccessful may be placed on a ‘reserve list’.  If during the reserve period of 6-12 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.

Working patterns:  

Embassy working patterns are 38 hours a week from 8:00 am to 4:30 pm Monday to Thursday and 8:00 am to 2:30 pm on Fridays.  

The Embassy aims to offer an attractive working environment and remuneration package for this role, which includes 16 days of leave for staff their first year of service and, 25 days for staff with 1-5 years’ service and 30 days for staff with more than 5 years’ service (calculated pro-rata).

There are no other allowances payable as part of this package. No accommodation and relocation expenses are payable in connection with this position. The Embassy cannot offer Visa sponsorship for this position; applicants must hold a valid work permit before applying.
