The British Embassy in Tunis has a vacancy for an Estates and Facilities Manager, job grade Executive Officer (EO).
We are seeking a dynamic Estates & Facilities Manager to lead the strategic and operational management of our Embassy estate, accommodation portfolio, and facilities services. This pivotal role combines project leadership, compliance oversight, health and safety stewardship, and team management to ensure our built environment is safe, sustainable, efficient, and fully aligned with Foreign, Commonwealth and Development Office (FCDO) standards.
Main Purpose of the Job:
The jobholder will oversee all aspects of estate management, including the Embassy, the Ambassador’s Residence, and all rented properties. The role leads on property compliance, preventive and reactive maintenance, health and safety, and major project delivery, while ensuring value for money, high-quality service, and a safe environment for staff and residents.
Main duties and responsibilities:
1. Estate Management
Embassy, Ambassador’s Residence & the rented properties:
- Overall responsibility for estates related project works in close liaison with FCDO stakeholders – Estates, Security and Network Directorate (ESND), EO, and FCDO Services.
- Lead on compliance visits from FCDO and external technical advisors and implement action plans (including fire, gas, electrical systems, lifts, and related infrastructure).
- Implement innovative and sustainable solutions for Estate Operations.
- Act as Fire Safety Manager.
Accommodation (Ambassador’s Residence & the rented properties):
- Source Residential Accommodation for Diplomatic Staff in accordance with FCDO Accommodation Policy and in cooperation with the Accommodation Officer.
- Ensure that Accommodations comply with FCDO safety standards.
- Maintain Post records on Planon Estate database in cooperation with the Accommodation Officer.
- Oversee rationalization of furniture stocks including organizing sale of old furniture and equipment in cooperation with the Accommodation Officer.
- Act as a key member of Post Housing Committee.
Maintenance:
- Overall responsibility for building maintenance procedures including compliance records.
- Manage the reactive and planned preventive maintenance and ongoing works on the Estate in corporation with the Facilities Management team.
- Contract manager of the outsourced facilities maintenance contract.
- Lead on Property Compliance Assessment surveys (Post Data Capture) and implementation of recommendations.
Health and Safety (H&S):
- Ensure compliance with British H&S legislation, and implementation of H&S action plan.
- Lead on risk assessments and method statements implementation.
- Proactive hazard spotting and mitigation.
- Nominated H&S Contact for Post.
- Act as Co-Chair of Post H&S Committee.
- Act as Focal Point for Staff H&S queries.
2. Budget Management
- Hold budget accountability for rents, maintenance, furniture and estates projects.
- Responsible for profiling and monitoring dedicated budget.
- Responsible for major projects bidding and profiling.
3. Procurement
- Manage tender processes for construction works and projects.
- Procurement for residential properties, office building and general management purchases.
- Seek new contractors and suppliers to obtain value for money in accordance with Procurement Policy.
4. Resources Management
- Budget Accountable for: Rents, Maintenance, Furniture and Estates Projects
- 1 AO Accommodation Officer.
- 5 Members of Maintenance Team (External Contractor).

- Bachelor’s degree or equivalent Licence in one of the following fields: Facilities Management, Engineering, Architecture, Occupational Health & Safety or Business Administration (with relevant Facility Management experience).
- A minimum of three (3) years’ experience in Estates/Facilities/Property Management including maintenance, compliance, and contractor oversight.
- Strong Knowledge of Health & Safety Legislation with solid understanding of H&S requirements (fire safety, risk assessments, hazard identification, safety compliance). Experience working as Safety Manager, acting as H&S focal point, or conducting RAMS is highly desirable.
- Strong project and contract management skills with proven ability to lead, deliver, and monitor estates-related projects (maintenance, refurbishment, or construction) – including experience managing outsourced FM contracts and ensuring delivery against KPIs and standards.
- Demonstrated experience in budget management including planning, profiling, and monitoring expenditure to ensure value for money across rents, maintenance, and projects. Experience in preparing bids or financial forecasts.
- Proven experience in procurement and Supplier Management, including leading tender processes, evaluating bids, managing supplier performance, and ensuring compliance with procurement policies.
- Strong Communication & Stakeholder Engagement Skills, with ability to work effectively with technical advisors, contractors, internal stakeholders, and senior leadership. A clear and confident communicator who can influence, negotiate, and build strong working relationships.
- Strong organisational and prioritisation skills, with a proven ability to manage multiple workstreams simultaneously, respond effectively to urgent maintenance issues, and ensure timely delivery of planned works.
- Strong IT proficiency, including confident use of digital systems such as asset management and FM databases (e.g., Planon), the MS Office suite, budgeting tools, and record‑keeping systems.
- Excellent communication skills (both written and oral) in English, French, and Arabic. Ability to express ideas and messages clearly and concisely, both orally and in written communication.

- Professional certification in Facilities Management or H&S (e.g., IWFM Level 3 or higher, NEBOSH/IOSH or Tunisian accredited HSE certifications).
- Project management or procurement training (PRINCE2, CIPS, or Tunisian equivalents).

Working hours and remuneration:
The British Embassy in Tunis offers an attractive working environment and remuneration package for this role. Initial salary will be TND 5,212 per month while on probation. Salary after probation is TND 6,429. However, staff who are not liable to pay local income tax on their Mission salary (i.e., UKBS spouse/ partner) may have their salaries reduced by the equivalent local income tax amount.
This position is for a full-time employment on a permanent contract.
The successful candidate will be subject to a six-month probationary period that can be further extended up to six months. The appointment is also subject to satisfactory local and UK security clearances.
Conditioned working hours are 40 hours gross per week (inclusive of breaks). Standard working hours are from 08:00-16:30 from Mondays to Thursdays and from 08:00-13:00 on Fridays.
Unless authorised otherwise, we expect staff to be physically present in the Embassy five days per week. A flexible working pattern may be possible depending on operational requirements and agreement with the line manager, and in line with FCDO and Embassy policies. The jobholder should be flexible in their approach to hours worked as there may be some work out of hours (evening/ weekend).
The jobholder will have opportunities to benefit from a range of Learning and Development (L&D) initiatives. There is great opportunity for learning and development ‘on the job’. We also have an active L&D Committee, which promotes different ways of learning and to which applications can be made for specific, funded learning activity. The jobholder will also be required to undertake a number of mandatory training courses as part of their role.
