Main purpose of job:

Support the UK’s mission to promote free trade and open markets for businesses by driving delivery of priority trade policy workstreams and leading strategy and engagement for the UK’s highest-priority market access barriers in Brazil.  Provide analysis and reporting on developments in Brazil’s trade policy approach and its implications for the UK; and build and maintain strong external relationships to help you and the Network to achieve the UK’s trade policy objectives.  Collaborate with economic policy and commercial sector team leads to help deliver a coherent approach to the Network’s trade and economic agenda.

The UK’s Brazil Network and Trade & Economics Team

The UK’s Brazil Network includes the Embassy in Brasilia and consulates in São Paulo, Rio de Janeiro, Belo Horizonte and Recife and covers political, economic, climate, trade and commercial work.  Teams across the Network work together to strengthen the UK and Brazil’s strategic relationship by deepening our trade ties, safeguarding our security, and tackling common climate and environmental challenges, as well as promoting our values, protecting human rights and democratic freedoms, and leveraging the UK’s position as a global hub for science and innovation.

The Trade & Economics team works to promote and defend the UK’s global economic agenda.  The team currently consists of a trade and economic policy team (based in Brasilia) and a financial services team (based in São Paulo), each working to deepen our bilateral relationship and pursue our mutual prosperity.  We also work closely with colleagues from the Department for Business and Trade (based mainly in São Paulo and Rio de Janeiro), including sector leads and the regional market access and implementation team for Latin America and the Caribbean (LATAC), and colleagues from DBT HQ in London.

As the Trade Policy & Market Access Officer for Brazil, you will play a key role in delivery of Brazil Network priorities.  Reporting to the Deputy Head of Trade & Economic Policy and working closely with both the team leader and the Director for Market Access and Implementation for LATAC, you will lead the Network’s strategy and engagement on our highest priority market access barriers and principal areas of trade policy cooperation. 

Roles and responsibilities:

This is an excellent policy officer job based in the British Embassy, Brasilia. Working as part of a high-performing team, you will work to develop our access and influence with the Brazilian government across the trade agenda, including through cooperation on regulatory and market access issues. While some flexibility will be needed, you can expect to:

  • Lead priority trade policy workstreams for the Network (50% of the time).  You will lead and facilitate technical exchanges, chair discussions with stakeholders and ensure follow up on actions.  You will coordinate work across the Brazil Network and work closely with colleagues in London to drive forward objectives and ensure effective and timely delivery of results.

  • Develop and deliver the market access strategy for the Brazil Network (50% of the time).  You will set strategic direction and support sector team leads to resolve market access barriers (MABs) within their sector, including by providing relevant learning and development opportunities.  You will lead political engagement on priority MABs, working closely with the Embassy’s political team, and on quality assuring reporting on the progress of MAB work.  You will ensure all teams are aware of and able to access funding that can support the resolution of MABs.

  • Lead stakeholder engagement on areas within your portfolio. You will develop and deliver engagement to build excellent relationships across the Brazilian government, regulators, Congress and the business community. You will proactively manage this stakeholder network to deliver UK objectives, and support colleagues across the Brazil Network to do so.

  • Deliver insightful and regular analysis of Brazil’s trade policy to spot emerging opportunities or barriers that have the potential to impact delivery of UK priorities in the short or long term and offer guidance on how the UK should respond.

  • Support preparation for the annual Joint Economic and Trade Committee meeting between UK and Brazilian trade ministers, working closely with the Head of Trade and Economic Policy and DBT teams in São Paulo.

  • Ensure incoming high-level HMG visitors (government ministers and senior officials) have impactful meetings on trade policy issues as part of their visit agenda.

  • Manage the trade and economic policy intern, setting strategic direction, helping to maintain high quality work, and driving a focus on L&D and wellbeing.

  • As a member of the Network’s leadership cadre, contribute to the internal leadership and management of the UK Network in Brazil, and take a role in our programme to make the UK in Brazil an excellent place to work by upholding and role-modelling our values of Respect, Excellence and Together.

Resources Managed:

1x Trade & Economic Policy Intern

  • Experience of working with trade policy and analysis (or in a related field)
  • Experience of providing evidenced research, reporting and analysis to influence and inform stakeholders
  • Knowledge of the Brazilian trade and economic policy context
  • Excellent interpersonal and communication skills
  • Excellent organisational skills, including the ability to manage multiple workstreams at one time
  • Political nous and an ability to handle complex information to make nuanced judgements in a fast-paced policy environment
  • Legal status to live and work in Brazil in your own right, from time of application
  • Fluency in written and spoken Portuguese and English, including the ability to write reports for senior audiences in English

Highly desirable:

  • Experience of working in or with the Brazilian government and a good network of government contacts
  • Experience working in an international context

The UK’s Brazil Network is committed to Learning and Development both through formal training and development opportunities ‘on-the-job’. The jobholder will be encouraged to take advantage of training available locally as well as through the Foreign Commonwealth and Development Office’s International Academy.

Must have the legal status to live and work in Brazil.

Employees who are not liable to pay local income tax on their Mission salary, e.g. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.

Appointable candidates who were unsuccessful may be placed on a ‘reserve list’. If during the reserve period of 6-12 months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.                      

Flexible working patterns are acceptable for this position but would need to be agreed in advance by the line manager. Please note that the British Embassy in Brasilia requires employees to work from the office at least three days a week.
