Community Liaison

Main purpose of job:

The successful candidate will act as an advocate for and provide support to UK-based staff and families coming to Taipei either on full postings, temporary duties or language training (with some going to other Posts in the region) and on family and community issues, primarily in the areas of information gathering, welfare and communication.  The candidate will also support the ITSO on IT processes and the wider Corporate Services Team on protocol, finance and cross-Post events.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Post Language Officer 30%

  • Manage the pipeline of future UKB Officers coming to Taipei for long-term language training (6-9 months).  Work closely with Corporate Services Officer on protocol/visa/entry requirements
  • Liaise closely with Language Team in London to confirm entitled hours, training schedules and materials.
  • Liaise closely with local language service provider to ensure teachers available, provide details of learning needs and ensure standards met.
  • UKB Officers, spouses and partners are entitled to optional language training – ensure that they are aware of available choices, including Ministry of Foreign Affairs classes
  • Raise requisitions for all Language Training related activity

Community Liaison Officer 30%

  • Provide support to UK-based officers, spouses and partners from all UK Government departments represented at the British Office on arrival, help in settling at Post and lead on pre-arrival, arrival and departure briefings. Continued support throughout posting where proportionate and needed.
  • Act as point of contact for UK spouses and partners who wish to raise issues with JLL or Corporate Services.
  • Maintain and update CLO Welcome Pack.  Co-ordination of Post Report, Post Fact Sheet and Geographical Expenditure Guide.  Filing of COLA (working with CSSO/Drivers) and Spouse/Partner returns to London
  • Information gathering and liaison for UK Officers and families:
    o    on housing and education provision, including visits to new schools and review of approved schools;
    o    also to provide information regarding life in Taipei and Taiwan (e.g. medical care, access to services, travel etc), particularly for non-Mandarin speakers; and
    o    support to single or unaccompanied officers given the particular challenges of being posted overseas without family.

Deputy ITSO 30%

  • Provide support to the ITSO.  Act as a point for IT users in the Office on IT related queries and responding accordingly.
  • Liaise with London Helpdesk to resolve IT issues when necessary.
  • Support IT infrastructure management and upkeep of systems, network and application support.
  • Maintain Office’s IT infrastructure, reporting incidents and degradations in performance to Helpdesk via the Service Now portal.
  • Induction of newly appointed staff (shared with ITSO) and ad hoc IT training.
  • Maintain up-to-date Post Information Asset Register (IAR) to ensure that information assets are managed in accordance with official policy and guidance.
  • Manage and support rollout of new centrally designed computer-based programmes.
  • Stakeholder engagement with local telecom, IT suppliers.

Procurement Officer/ Requisitioner 5%

Team Support 5% 

  • Assist other members of the Corporate Services team with Post wide events and as required.
  • Participate in post crisis activity.

  • Able to organise workload to meet the needs of newly arriving officers, their partners and families in an empathetic, timely and effective way
  • Confident in working independently, escalating as required
  • Ability to manage detailed and sometimes ambiguous processes
  • Commitment to customer service
  • IT Skills (Basic knowledge of network infrastructure and Windows Suite)

Language requirements: 

Language: Mandarin/English

Level of language required: Fluent spoken and written 

  • Experience of and understanding about living overseas, empathy for newly relocated officers and families
  • Prior experience of managing the relocation of staff and their families
  • Experience of maintaining IT systems and troubleshooting user queries
