Main purpose of the job:
The British Embassy in Mexico City is seeking a UK PACT Officer to join its Climate and Development Team. UK Partnering for Accelerated Climate Transitions (UK PACT) is a climate‑mitigation technical assistance (TA) programme that supports partner countries with high mitigation potential to increase their climate ambition and implement that ambition more rapidly, effectively, and equitably. The programme addresses the global need for enhanced capability to deliver and strengthen Nationally Determined Contributions (NDCs) in high‑emission, ODA‑eligible countries. It leverages the UK’s global leadership on climate action to build strong government partnerships, share expertise, strengthen institutional capacity, and deliver transformational technical assistance.
Working in collaboration with beneficiary governments, UK PACT provides TA across key mitigation areas, including climate governance and public policy; energy transition and energy efficiency; climate finance; and sustainable agriculture, nature and forests. UK PACT is managed by the Foreign, Commonwealth and Development Office (FCDO) and jointly governed and funded with the Department for Energy Security and Net Zero (DESNZ).
This role offers an exciting opportunity to advance the UK’s climate diplomacy, support sustainable economic development, and engage with a broad spectrum of actors across Mexico’s climate landscape. The successful candidate will help shape a strategic portfolio that blends climate policy, programme management, and stakeholder engagement. Key responsibilities include internal and external stakeholder engagement, identifying high‑impact interventions, and ensuring the effective delivery of a diverse pipeline of climate projects.
The jobholder will contribute to building and maintaining relationships with the Government of Mexico, Deployed Experts and Implementing Partners, the UK PACT delivery partner in Mexico, and central UK PACT teams in the UK. As the programme enters a new phase, the jobholder will contribute to identifying priority areas for cooperation, shaping bilateral climate collaboration, and engaging effectively with federal and state‑level authorities.
UK PACT forms part of the UK Government’s International Climate Finance (ICF) portfolio in Mexico. The postholder will work closely with policy leads on climate and nature, and energy and infrastructure. The position sits within the Embassy’s Climate and Development Team, led by the Head of Climate and Development.
Roles and responsibilities:
Stakeholder Engagement (25%)
- Ensure clear communication and maintain regular engagement with the UK PACT delivery partner, implementing partners, and deployed experts for day‑to‑day programme delivery.
- Participate proactively in quarterly project reviews with delivery and implementing partners, including agenda preparation, meeting facilitation, and follow‑up on agreed actions.
- Act as a key point of contact for government counterparts, strengthening bilateral collaboration on climate action and sustainable development initiatives supported by UK PACT and other ICF programmes (e.g., GCIEP, UCAP).
- Lead timely and strategic communication with stakeholders in the UK, Mexico, and the region to share best practices, knowledge products, and lessons learned.
- Deputise for the Head of UK PACT and represent the Embassy as a credible interlocutor in climate‑related engagements when required.
- Proactively identify and pursue opportunities for cross‑team collaboration within the Embassy to advance wider organisational objectives through climate programming.
Project/Programme Management (25%)
- Contribute proactively to programme meetings by proposing innovative ways of working and ensuring proper records and documentation for UK PACT and other ICF programmes (e.g., GCIEP, UCAP).
- Create and regularly update dashboards to track progress of programmes, projects and Expert Deployments, including milestones, deadlines, deliverables, and risks.
- Review strategic programme documents, including business cases, Terms of Reference, concept notes, reports, and publications, and coordinate inputs from Embassy colleagues
- Contribute proactively to the refresh and implementation of the UK PACT Mexico Country Strategy
- Provide strategic programme support to the current portfolio of UK PACT projects in Mexico and help develop a new pipeline of Expert Deployments.
Communications and Outreach (20%)
- Lead the development and delivery of the UK PACT Mexico communications strategy and oversee the broader communications plan for the full ICF portfolio, working closely with delivery partners and the Embassy’s public diplomacy team.
- Coordinate the implementation of climate communications outputs including fortnightly social media messages, bimonthly impact stories, and monthly internal climate articles
- Liaise with delivery and implementing partners to gather programme updates that serve as the basis for communications products.
- Develop concise, high‑quality project descriptions with the UK PACT delivery partner to communicate project impact.
- Maintain and regularly update a calendar of activities and events where communications products will be generated.
- Identify and promote opportunities to highlight the programme’s contributions to Gender Equality, Disability and Social Inclusion (GEDSI).
- Strengthen project impact by using communications strategically and facilitating dialogue between implementing partners and government stakeholders, ensuring uptake of project outputs.
Overall programme, admin, and logistic support (20%)
- Contribute to the development of ICF strategy, planning, and policy implementation in Mexico. Facilitate regular communication between ICF delivery partners, Embassy teams, and UK‑based programme leads to ensure coordinated action and information flow.
- Support improvements to internal administrative processes, enhancing efficiency and strengthening access to Mexico‑related climate information for colleagues in the UK.
- Maintain and update Climate Team databases and document repositories on a regular basis.
- Provide logistical support through:
- organising and coordinating team events and activities
- soliciting quotations in line with procurement guidance
- maintaining a suppliers database
- arranging meeting rooms, travel, and catering services
- coordinating with Security and Estates teams for incoming visitors
- drafting minutes of meetings when required
Corporate Contribution (10%)

The jobholder will join a team of four members, including the Head of UK PACT (Team Lead), the Sustainable Energy and Infrastructure Officer, and the ICF Officer. The ICF Team is part of the broader Climate and Development Team, which is led by the Head of Climate and Development.

Embassy working patterns are 38 hours a week from 8:00 am to 4:30 pm Monday to Thursday and 8:00 am to 2:00 pm on Fridays.
