The British Embassy in Paris is part of a worldwide network, representing British political, economic, and consular interests overseas. It is also part of the UK’s France Network including offices in Lyon, Bordeaux and Marseille and representation to international organisations in Paris (OECD and UNESCO) and Strasbourg (CoE).

Helping British people living, travelling, and working around the world when they are most in need and responding rapidly to crises are FCDO priorities. Consular and crisis work touches the lives of British people in difficult and sometimes extreme circumstances, and this is one of the few ways that the British public come in to contact with the FCDO. Consular and crisis jobs are, therefore, some of the most rewarding in the FCDO but also some of the most challenging.

Main purpose of job:

We are looking for a Paris-based Vice-Consul. Working to the Paris-based Consul, they will be responsible for overseeing the day-to-day consular operation in Paris and will have direct line management responsibility for three Pro-Consuls.  They will support the Consul and Consular Regional Operations Manager (CROM) in delivering the FCDO consular strategy and high-quality consular services to vulnerable UK nationals in France, working closely with consular colleagues in Bordeaux and Marseille.

With over 165,000 British residents and over 12 million British visitors annually, the consular operation in France is one of the busiest in Europe. 

The role will involve interactions with members of the public, French and UK authorities as well as being a fully engaged member of the FRABELUX (France, Belgium, and Luxembourg) consular sub region and wider EuroAsia Network.  The Vice-Consul will be line manged by the Paris based Consul.

Roles and responsibilities:

  • Support British Nationals and their families, for example in cases of bereavement; helping destitute British people; supporting victims of crime and people who have been hospitalised; as well as assisting victims of rape & sexual assault, domestic abuse, prisoners, and people with mental health needs.  Please note this could require visits in challenging environments; and some cases will have media/parliamentary interest. 

  • Overseeing and providing support and guidance to the Paris Pro-Consuls on complex/high profile consular cases involving vulnerable British nationals and working with the Consul on our most complex cases.

  • Managing the day-to-day provision of high-quality consular support to British Nationals in the Paris consular district. This will include overseeing the issuing of Emergency Travel Documents to British Nationals and officiating Citizenship Ceremonies for new British Nationals.

  • Support the Consul in the management of a network of eight Honorary Consuls.

  • Directly line manage and develop three Pro Consuls, providing effective support and guidance on all aspects of consular work. 

  • As part of a one mission approach, support the Consul and CROM by undertaking the consular manager role in crisis situations and contribute to France network crisis preparedness by being a member of the crisis committee.

  • Provide resilience and support to colleagues in the FRABELUX region, providing remote cover for other posts on an ad hoc basis.

  • Support the Consul in developing and maintaining positive, professional, and trusting working relationships with key internal and external stakeholders in the Paris consular district to support the delivery of day-to-day consular assistance and crisis response and monitor trends in casework to identify outreach opportunities.

  • Support the team on delivering prevention activity – encouraging British nationals to take responsibility for themselves and stay safe when visiting and living overseas.

  • Be part of a consular duty officer roster to provide out of hours assistance including at weekends.

  • Fluency at C1 level in English and French, according to CEFR Framework*, or equivalent.

  • Excellent communication skills; both written and oral; including the ability to communicate at all levels.

  • Previous Line Management Experience.

  • Proactive, agile and able to work across multiple teams.

  • The resilience to manage multiple competing tasks concurrently, make effective decisions, with the capacity to meet tight deadlines. 

  • Initiative, drive & determination with superior problem-solving skills, sound judgement, common sense, and the ability to remain calm under pressure.

  • Proficiency in Microsoft’s Word, PowerPoint, and Teams.

  • The successful applicant will be a quick-thinking individual, who can demonstrate empathy towards our most vulnerable British Nationals, with good prioritisation and problem-solving skills and a strong sense of teamwork.

  • Experience of managing a team

  • Previous experience of working in an operational delivery environment, preferable within a Consular environment.

  • A good knowledge of multi-cultural Britain, its language and geography.

  • Experience of stakeholder engagement.

This is a full-time, permanent position for 35 working hours per week.
