The Political, Economic and Development Team of the British Embassy in Hanoi is responsible for cooperation on wide range of issues that matter to both Vietnam and the UK – from human development to economic resilience, to maritime security, to science and innovation, to human rights, and many in between. 

It is an exciting time to join the PED Team as we increase our development cooperation with Vietnam, including five new ASEAN-wide regional programmes.

Within the PED Team, the Programme Officer will be part of a sub-team of four delivering development projects and providing programme management services to the wider UK in Vietnam network.  They will support project officers across the Network to deliver high quality procurement, financial management, monitoring and evaluation. They will be the secretariat for the Programme Board, overseeing UK ODA and non-ODA projects active in Vietnam. They will support the Human Development Adviser on education policy and programming, including a new ASEAN-wide women and girls education programme.

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Collect, monitor and present quantitative and qualitative data on UK Government’s project portfolio in Vietnam
  • Act as Programme Board Secretariat, including preparing Board papers, agendas and meeting minutes; and managing ad hoc approvals (e.g. new bids)
  • Support programme management best practice across the network including providing guidance and advice on financial management, and quality assuring project documentation in line with established practice and guidelines
  • Advise on project procurement at post, coordinate delegated procurement officers (DPO), and act as focal point for escalating DPO issues
  • Support education policy and programming work, including through research, advice, communications, event logistics and stakeholder management

  • Strong programme management experience, including financial and procurement
  • Strong analytical and evaluation skills
  • Excellent organisational and communication skills

This vacancy is advertised as a full-time, fixed term role of 12 months with possibility of renewal, to be based Hanoi.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

Working patterns:

Full time – 39.5 hours per week with one hour lunch. Mon-Thursday 08:30–16:45, Friday 08:30–15:00

In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern working which may result in unsociable hours and/or weekend working.
