Context:

Under the overall supervision of the Regional Director and the direct supervision of the Deputy Regional Director (DRD) and in close coordination with relevant HQ and RO Units, the Senior Regional Project Development Officer will lead the Regional Support Unit, including its efforts to improve accountability, donor liaison, resource mobilization and use of knowledge throughout the East, Horn and Southern Africa Region by performing the following duties.

Core Functions / Responsibilities:

Project Cycle Management (PCM)

1. Manage Project Development, across the whole Project Cycle Management (PCM) by providing capacity building, training, and general support to the Regional Office (RO) and Country Offices (COs) in the Region.

2. Develop and conduct regional and country level trainings on Project Development and Reporting, based on the IOM Project Handbook and Results Based management (RBM) principles.

3. In coordination with the Regional Thematic Specialists (RTSs) and Regional M&E and Risk Officer (ROMERO), provide technical and substantive inputs to the COs on project development, to promote innovation, regional and cross thematic synergies, and ensure that relevant programmes and projects are results-based and aligned to IOM global, regional, and country-level strategies and frameworks.

4. Coordinate and provide advice and guidance to the development of regional project proposals and cross-thematic project ideas, as well as conceive and develop projects in countries where IOM is not present, in close collaboration with RTSs.

5. Evaluate training needs and coordinate training initiatives for the IOM Project Handbook and PRIMA.

6. Provide guidance to COs on inter-agency programme and project development with special reference to the United Nations (UN) and UN trust funds.

Institutional Processes

7. Support Project Managers in complying with donor reporting and ensure smooth project proposal endorsement and donor report review processes on IOM’s relevant software application, in collaboration with relevant RTS and/or designated endorser.

8. Coordinate the IOM Development Fund (IDF) processes in the Region.

9. Serve as the Regional Gender Focal Point for the RO on gender mainstreaming in project design and delivery.

10. Ensure the application and use of the IOM Strategic Results Framework (SRF) in projects, in close coordination with the Regional M&E and Risk Officer, so as to ensure SDGs and GCM are the foundation for project development.

11. Oversee and enhance effective IOM knowledge management at the regional level, including by designing and implementing knowledge management initiatives aligned to global and regional strategies, developing knowledge management products and tools, and ensuring a knowledge management function is coordinated across COs and thematic areas, and enhance knowledge on project development and reporting, including project development and reporting tracking, data capture and analysis, using existing IOM platforms and tools.

12. Coordinate COs inputs into regional and HQ documents, including strategies, response plans and appeals and support COs with country-level strategies to align programme design with the strategic direction of IOM in the region.

Resource Mobilization

13. Oversee the Region’s donor liaison and resource mobilization including with donors and potential donors in the Region and with donor capital level in close coordination with IOM in donor capitals, and support, advise and develop resources for COs in their donor engagement and resource mobilization.

14. Provide advice and guidance to Country Offices, including a network of Project Development Officers, with relevant RTSs on how to reach potential donor interests, respond to donor calls for proposals, and complete application procedure.

15. Map, track and disseminate information on donor priorities, interests, funding trends and relevant opportunities, and alignment to IOM’s strategy and the priorities of Member States and Regional Economic Communities in the region, in close collaboration with RTSs.

16. Coordinate with relevant Units in HQ to ensure smooth collaboration, knowledge exchange and information flow and act as focal point for project development and reporting related initiatives as and when required.

17. In cooperation with the Media and Communication Unit, produce visibility and other presentation materials to support resource mobilization, including, but not limited to, donor visits and briefings, reports, data and strategic information.

18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Experience in Project Cycle Management (PCM) and Results Based Management (RBM);
  • Experience in the field of migration issues, including operational and field experience, IOM project development, management and reporting;
  • Experience in liaising with governmental authorities, donors, academia, other national/international institutions and NGOs;
  • Experience of regional issues in the Asia Pacific a distinct advantage; and,
  • Lived experience as a migrant or migration-affected personnel, especially from countries that have large IOM operational footprint.

Skills

  • Excellent team building skills with a track record in team coordination and building trust;
  • Knowledge on proposal writing;
  • Knowledge on IOM project management;• Knowledge on different donor agreement; and,
  • Knowledge on project cycle.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Portuguese is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
