Context:

The Implementing Partnership Management Unit is responsible for supporting the regional offices and country offices working with Implementing Partners (IPs). The unit is also responsible for collaboration and coordination with internal and external parties. The unit monitors performance of IPs and oversee the trends in collaboration with country offices. Explores the possibility for establishment and formalization of global partnerships. The unit shall ensure the maintenance of quality assurance of the data and information in United Nations Partners Portal (UNPP) and represent IOM at IP related initiatives and working group.

Under the overall supervision of the Director, Supply Chain Division, and direct supervision of the Senior Procurement Officer, and in collaboration with relevant units at Headquarters, Regional Offices, and Country Offices, the Head of Implementing Partnership Management Unit will provide oversight, quality assurance and authoritative technical advice and support for the management of implementing partnerships and compliance with the respective operational policies and procedures and mainstreaming of risk-based implementing partnership management.

Core Functions / Responsibilities:

  1. Develop, oversee, and ensure all quality assurance processes are in place and implemented for IP management policies and guidelines.
  2. Ensure and advise on the appropriate implementation of policies and guidelines for IP Management, and ensure appropriate remedial action for any compliance issues.
  3. Provide authoritative policy, procedural, and technical advice and assistance to IOM offices in the formalization of partnerships with implementing partners in line with relevant policies and guidelines.
  4. Assess current procedures and the quality of internal controls with regards to ImplementingPartnerships Management, based on international best practices, donor requirements, and internal and external audit results, formulate and advise on improvements, and take remedial action if necessary.
  5. Substantively support Due Diligence exercises and assessments conducted towards potential or current implementing partners including by providing authoritative policy and technical advice and guidance, as well as new policy proposals and relevant documentation to offices.
  6. Ensure the maintenance of quality assurance of the data and information in United NationsPartnerships Portal (UNPP). Provide relevant advice and support to offices.
  7. Anticipate future external audits, verifications, and assessments in relation to the implementing partnership management and plan accordingly. Prepare the repository of relevant documentation and ensure completeness of data.
  8. Consolidate the review of external audit reports and Due Diligence exercises relevant to the Implementing Partnerships and, where required, in coordination with policy and systems unit of SCD and relevant departments at HQ, substantively draft the institutional response, ensuring validation by the supervisor.
  9. Identify, assess and share good practices on IP management and in coordination with policy, and systems unit of SCD, develop and prepare training materials on Implementing Partnerships Management, coordinate the roll-out of relevant instructions, and conduct briefing and training sessions of relevant employees and offices. Guide and advise staff in the use of relevant IOM tools and systems.
  10. Ensure proactive dissemination of lessons learned from external audits and compliance reviews, and advise on incorporation into policy, guidelines, and related training materials.
  11. Ensure data from the relevant working groups, offices, units, and departments is collected, compiled and reviewed and that relevant repositories of collected data are maintained.
  12. Ensure continuous maintenance of the SharePoint/Intranet page dedicated to ImplementingPartnerships Management and keep up to date the relevant sections of the IOM website in coordination with relevant IOM offices and departments.
  13. Assess opportunities, represent IOM, and participate in events for collaboration with the wider UN system to promote alignment and information sharing on Implementing Partners engagement and management.
  14. Develop periodic reports, visibility, and communication materials in coordination with SCD and other relevant units.

15. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Humanitarian Studies, Business Administration, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Extensive experience in programme formulation, implementation and evaluation;
  • Demonstrated supervisory experience in staff management;
  • Proven record of establishing and maintaining good working relationships with governmental and/or diplomatic authorities, national, regional, and international institutions, as well as civil society actors; and,
  • Previous work experience in a rapid transition or post-conflict area;
  • Demonstrated experience in liaising with governmental and authorities, international agencies(i.e., UN), and civil society organizations;
  • Experience in project development, implementation, and reporting, including financial and budgetary aspects; and,
  • Familiarity with inter-agency programme regulations of the UN and other donors.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
